En FuturENVIRO, como viene siendo habitual todos los años, hemos contado con los principales expertos del sector, voces más que autorizadas, para analizar prácticamente todos los nichos de mercado de la gestión y tratamiento de residuos, tanto desde el punto de vista de lo que deparará el mercado, como de los cambios normativos y avances tecnológicos que marcarán un año 2020 de senda hacia la economía circular, que comienza con la declaración de emergencia climática en España y una serie de medidas y líneas de acción para salvaguardar el medio ambiente, la salud y la seguridad de la ciudadanía. Este 2020 adolece de un contexto de grandes riesgos económicos y sociales por los impactos del cambio climático, como acaba de reconocer el informe anual del Foro de Davos, que cita la falta de ambición en mitigación y adaptación al cambio climático y los fenómenos meteorológicos extremos como la dos amenazas de mayor magnitud para la economía global, o el Nuevo Pacto Verde (EU Green Deal) que pondrá en marcha la Comisión Europea, un plan de un billón de euros para la transición ecológica europea y convertir a la UE en el primer bloque climáticamente neutro del mundo de aquí a 2050. As is customary every year, we at FuturENVIRO have looked to the leading experts in the sector, the voices of authority, to analyse almost every segment of the waste management and treatment sector, both from the perspective of what the market will bring, and the legislative changes and technological breakthroughs that will characterise 2020, as we continue the path towards the circular economy. The year has begun with the declaration of climate emergency in Spain, along with a series of actions and measures to safeguard the environment, and the health and safety of citizens. 2020 begins in a scenario of great economic and social risk due to the impacts of climate change, as has just been acknowledged in the annual report of theWorld Economic Forum (Davos). The Forum cites lack of ambition in mitigation and adaptation to climate change and extreme weather episodes as the two greatest threats facing the global economy. The year also commences in the context of the EU Green Deal to be put into operation by the European Commission. This billion-euro plan for European ecological transition seeks to make Europe the first climate-neutral bloc in the world by 2050. En Portada | Cover Story FuturEnviro | Diciembre 2019-Enero 2020 December 2019-January 2020 www.futurenviro.es 6 A éstas se sumó, en 2017, Ecolum, fundación dedicada a la recogida selectiva y el reciclaje de los residuos de lámparas, luminarias y rótulos luminosos, y en 2018, la iniciativa Tragatóner / Tragatinta, la primera de nuestro país para gestionar consumibles de impresión, considerados RAEE desde el 15 de agosto de 2018. Desde entonces, Recyclia ofrece a los productores de todo tipo de aparatos eléctricos y electrónicos, tanto domésticos como profesionales, un servicio integral de recogida y reciclaje de todas las categorías de residuos establecidas en las normativas española y comunitaria, incluidos los “más novedosos”, entre ellos paneles fotovoltaicos, baterías de vehículo eléctrico e híbrido y cartuchos de tóner y tinta. Bajo la forma constitutiva de Sistemas Colectivos de Responsabilidad Ampliada del Productor (SCRAP), Ecoasimelec, Ecofimática y Ecopilas fueron pioneros en su ámbito, al decidir los productores, voluntariamente, responsabilizarse de la organización y financiación de la recogida y el reciclaje de los aparatos y pilas que ponen en el mercado, al final de su vida útil, adelantándose a las primeras Directivas europeas, del 2002 y 2006. Hasta la puesta enmarcha de estos sistemas, lamayoría de los RAEE generados en nuestro país acababan en vertederos o trituradores, sin pasar por ningún tipo de tratamiento de descontaminación previo. Actualmente, aunque aún queda trabajo por hacer para situar a España al nivel de países con más tradición como los nórdicos, el panorama ha cambiado notablemente, dando buena muestra de ello los resultados de Recyclia. Y es que, Recyclia es la entidad del sector de gestión de residuos con más empresas fabricantes e importadoras de dispositivos electrónicos y pilas adheridas, concretamente más de 1.354 organizaciones. These foundations were joined in 2017 by Ecolum, a foundation devoted to the selective collection of lamps, light fittings and illuminated signs, and in 2018, by Tragatóner / Tragatinta. This latter initiative is the first in Spain to manage printer consumables, which have been considered WEEE since August 15, 2018. Since that time, Recyclia has offered producers of all types of electrical and electronic equipment, both domestic and professional, an integrated collection and recycling service. This service encompasses all waste categories set out in Spanish and EU legislation, including the latest categories, which include photovoltaic panels, electric and hybrid vehicle batteries, and toner and ink cartridges. Created as collective systems of Extended Producer Responsibility (EPR), Ecoasimelec, Ecofimática and Ecopilas were pioneers in their fields, with producers deciding voluntarily to assume responsibility for the organisation and funding of the collection and recycling of the end-of-life equipment and batteries placed on the market by them, thereby pre-empting the first EU Directives of 2002 and 2006. Until these systems were put into operation, most WEEE generated in Spain ended up in landfills or was shredded without any type of prior decontamination treatment. Now, although work remains to be done to position Spain alongside countries with greater tradition in this area, such as the Nordic countries, the scenario has changed significantly, as demonstrated clearly by Recyclia’s results. Recyclia, with a total of 1,354 member organisations, is the waste management entity with the highest number of member producers and importers of electronic devices and batteries. These companies account for one of every four domestic appliances and one of every two professional pieces of equipment placed on the market in Spain. Moreover, according to the latest figures, Recyclia’s environmental foundations managed over 49,757 tonnes of waste electronic equipment and batteries in 2018, 39% more than in 2017. Recyclia also has the largest network in Spain, bringing recycling closer to consumers through a total of 59,000 collection points in 2019. 44,000 of these take the form of containers for the collection of batteries, meaning that there is practically one container for every 1,000 people. The results outlined consolidate and support Recyclia’s position in the electronic waste recycling sector, both in Spain and RECYCLIA, EFFICIENCY AND RESPONSIBILITY The Recyclia environmental platformwas born in 2012 to avail of synergies and unite the experience and know-how of the Waste Electrical and Electronic Equipment (WEEE), and battery recycling sector. This expertise had been gained over a 15-year period by the Ecoasimelec, Ecofimática and Ecopilas foundations. RECYCLIA, EFICACIA Y RESPONSABILIDAD La plataforma medioambiental Recyclia nació en abril de 2012, para aprovechar sinergias y aunar la experiencia y el conocimiento del sector del reciclaje de residuos de aparatos eléctricos y electrónicos (RAEE) y pilas y baterías, acumulados tras más de 15 años por las fundaciones Ecoasimelec, Ecofimática y Ecopilas.

Asimismo, según los últimos datos, las fundaciones medioambientales de la entidad superaron las 49.757 toneladas de residuos electrónicos y de pilas y baterías gestionadas en 2018, un 39% más que en 2017. Recyclia cuenta además con la red más extensa de nuestro país acercando el reciclaje al consumidor con el despliegue, en 2019, de hasta 59.000 puntos de recogida de los que 44.000 corresponden a contenedores para pilas, prácticamente uno por cada 1.000 habitantes En definitiva, el balance de actividad descrito coloca a Recyclia en una posición consolidada y respaldada en el sector del reciclaje de residuos electrónicos, tanto nacional como internacional, y dota a la entidad del know-how necesario para adaptarse a los cambios normativos y de mercado. Información, divulgación y concienciación El objetivo de Recyclia es facilitar la gestión de los residuos a todos los integrantes de la cadena de reciclaje: ciudadanos, entidades municipales, empresas, canal de distribución y gestores. Para ello, la entidad invierte esfuerzos y recursos en la realización de campañas de comunicación y sensibilización propias y en colaboración con otras entidades e instituciones, con importantes resultados de participación ciudadana y de cantidad de residuos gestionados. El mejor ejemplo de ello son las acciones de educación en hábitos saludables para el medio ambiente y de concienciación sobre la importancia de la recogida separada de las pilas domésticas que lleva a cabo la fundación Ecopilas en el entorno deportivo, tanto profesional como amateur. Una labor que se ha traducido sólo en 2019 en la recogida de más de 8.000 kilos de pilas, demostrando una vez más que aunar deporte y reciclaje es una herramienta ideal para sensibilizar y concienciar a los aficionados. En este sentido, desde 2011, año en el que colaboró por primera vez con la Vuelta a España, Recyclia ha ido aumentando su participación en competiciones deportivas de todas las disciplinas, entre las que cabe destacar el ciclismo, el rugby, el piragüismo, el fútbol, el baloncesto o, entre las últimas, el hockey, de la mano del equipo asturiano Club Patín Areces Ecopilas. Precisamente, el deporte como espacio propicio para la concienciación ambiental fue uno de los temas abordados en la otra gran iniciativa de divulgación de Recyclia: su reunión anual, el EcoEncuentro. En 2019, más de 200 profesionales del sector de los residuos electrónicos se dieron cita en este encuentro en el que se definieron las líneas de trabajo presentes y futuras de los sistemas colectivos de responsabilidad ampliada del productor. Además, se abordaron cuestiones como la contribución del reciclaje electrónico a la economía circular, los últimos avances en soluciones de almacenamiento ante las necesidades actuales de portabilidad y movilidad eléctrica y las novedades en las directivas europeas de residuos. Por último, cabe señalar que Recyclia realiza una importante labor social apoyando causas como la integración de personas en riesgo de exclusión social o con discapacidad, para lo que colabora con entidades como la Fundación Real Madrid o las asociaciones AMIAB o Argadini. In 2019 alone, this work led to the collection of over 8,000 kilos of batteries, once again underlining the fact that associating sport and recycling is an ideal tool for the creation of awareness amongst enthusiasts. Since 2011, the first year in which the entity collaborated with the Vuelta a España cycling event, Recyclia has progressively increased its participation in all kinds of sports events, particularly cycling, rugby, canoeing, football, basketball and, more recently, hockey, through the Club Patín Areces Ecopilas team, based in Asturias. Indeed, sport as an excellent medium for environmental awareness was amongst the themes addressed at EcoEncuentro, Recyclia’s large-scale communications initiative, which is held on an annual basis. In 2019, over 200 professionals from the electronic waste sector attended this event, where the current and future lines of work of the collective EPR systems were defined. In addition, a number of other matters were addressed, such as the contribution of recycling to the circular economy, the latest breakthroughs in storage systems, given current needs in terms of electronic portability and mobility, and changes in European waste directives. Finally, it should also be pointed out that Recyclia carries out important social work, supporting causes such as the integration of those at risk of social exclusion and the disabled. In this area, Recyclia collaborates with organisations such as the Fundación Real Madrid, and the AMIAB and Argadini associations. España | Spain Ecopilas ha batido su récord de recogida de pilas en los eventos deportivos en los que estuvo presente con sus contenedores durante 2019, al recopilar más de ocho toneladas de este tipo de residuos, equivalentes a 400.000 pilas. Ecopilas también ha batido el año pasado su récord de participación en eventos en torno al deporte, concretamente 26, y en disciplinas como el ciclismo, la vela, el fútbol, el piragüismo, el rugby o el hockey. De esta forma, Ecopilas confirma que las actividades en torno al deporte son uno de los espacios más propicios para fomentar y concienciar sobre los hábitos del reciclaje. De esta casi treintena de competiciones, la mayoría se celebraron durante el periodo estival. En mayo, mes de máxima participación en eventos deportivos, Ecopilas recogió más de 1,5 toneladas de pilas en seis competiciones, entre ellas la Vuelta a Asturias, carrera en la que la fundación participó por cuarto año consecutivo. Por otra parte, en julio, Ecopilas retiró 2.323 kilos y en agosto 2.400 kilos, convirtiéndose en los meses de mayor recogida. Concretamente, en agosto, Ecopilas participó, por sexto año consecutivo, en el descenso del Sella, así como en la Vuelta a España, instalando contenedores en las 21 etapas de la ronda ciclista. Cabe señalar que Ecopilas colabora con esta última competición desde el año 2011. En cuanto a los patrocinios deportivos, la fundación colabora con el equipo asturiano de hockey Areces Ecopilas desde hace dos años y con el de ciclismo Extremadura-Ecopilas desde 2016. A través de estos equipos, ha conseguido recoger 620 y 877 kilos de pilas, respectivamente, en 2019. Ecopilas es pionera en ligar el deporte con la sensibilización y educación en los hábitos del reciclaje. De hecho, comenzó a desarrollar campañas de sensibilización medioambiental en eventos deportivos en 2011, año de su primera colaboración con la Vuelta a España. Desde entonces, y dada la excelente respuesta ciudadana, la fundación amplía cada temporada su colaboración con distintas citas deportivas, tanto amateurs como profesionales. In August, Ecopilas participated in the Descent of the River Sella for the sixth consecutive year, as well as in the Vuelta a España, where the foundation deployed containers during the 21 stages of the cycling event. Ecopilas has been collaborating with this event since 2011. With respect to sports sponsorship, Ecopilas has been collaborating with the Areces Ecopilas roller hockey team for two years and the Extremadura-Ecopilas cycling team since 2016. El Plan de Inversiones del Pacto Verde Europeo (el Plan de Inversiones para una Europa Sostenible), presentado el pasado 14 de enero, movilizará la inversión pública y contribuirá al desbloqueo de fondos privados a través de los instrumentos financieros de la UE, sobre todo InvestEU, lo que podría traducirse en un mínimo de un billón de euros de inversiones. El Plan de Inversiones del Pacto Verde Europeo movilizará financiación de la UE y creará un marco propicio para facilitar y estimular las inversiones públicas y privadas necesarias para la transición hacia una economía climáticamente neutra, ecológica, competitiva e inclusiva. The European Green Deal’s Investment Plan - the Sustainable Europe Investment Plan - presented today will mobilise public investment and help to unlock private funds through EU financial instruments, notably InvestEU, which would lead to at least €1 trillion of investments. The European Green Deal Investment Plan will mobilise EU funding and create an enabling framework to facilitate and stimulate the public and private investments needed for the transition to a climate-neutral, green, competitive and inclusive economy. The new ENCE renewable energy generating plant fired by low-emission biomass was inaugurated in Puertollano (Ciudad Real) on Thursday, January 9. The plant, which has an installed capacity of 50 MW, was delivered on a turnkey basis by SENER Engineering. Urbaser has extended its international presence with the opening of a waste management plant in Gloucestershire, in the southwestern region of England. The Gloucestershire energy facility, which Urbaser manages through Urbaser Balfour Beatty (UBB), is designed to significantly reduce the amount of waste produced in Gloucestershire through the implementation of thermal combustion treatment. The facility, already operating at full capacity, is designed to manage up to 190,000 tons of waste and produce more than 116,000 Mwh of electricity per annum for export to the British power grid. Despedíamos 2019 con la celebración de COP25 y la publicación por parte de la Comisión Europea del “Pacto verde Europeo”, una estrategia que alberga un ambicioso paquete de medidas con el objetivo de permitir que las empresas y los ciudadanos europeos se beneficien de una transición ecológica sostenible. Entre las propuestas planteadas destaca la utilización de energías más limpias, ciclos de producción sostenible, cadena alimentaria ymovilidadmás sostenibles, eliminar la contaminación…Todo ello con el objetivo de reducir un 50% las emisiones de gases de efecto invernadero de aquí a 2030 y alcanzar la neutralidad climática en 2050. 2020 estaba marcado en rojo en la agenda de la Unión Europea, sus estados miembros, y el tejido empresarial de cada uno de sus países. Nosotros asumimos la responsabilidad de los envases y de muchos de los productos que ponemos en el mercado y contribuimos a la financiación de su correcta gestión a través de distintos sistemas de responsabilidad ampliada de productor (SCRAPs) en cuya gestión y supervisión estamos involucrados. Our sector is demanding harmonised application across the Autonomous Communities in Spain, as well as at European and national levels. A proportional and rational framework needs to be established with respect to the actions and targets that are finally ratified. We assume responsibility for the packaging and many of the products we place on the market and we contribute to their correct management through different collective extended producer responsibility systems (Producer Responsibility Organisations – PROs), in whose management and supervision we play a part. Las cadenas de distribución organizadas y grandes empresas de distribución han sido pioneras en la búsqueda de soluciones más sostenibles, conmenor utilización de recursos. Se ha logrado paulatinamente trasladar hábitos de compra más sostenibles a los clientes, por ejemplo, con la reducción de las bolsas de plástico de un solo uso. Aunque desde el 1 de julio de 2018 ya tenemos una regulación nacional que obliga a su cobro a todos los comercios, nuestras empresas, a través de medidas voluntarias, llevan años reduciendo su presencia hasta en porcentajes superiores al 95% en algunas CCAA, como el Pacto por la bolsa en Cataluña (2009). En este sentido, seguimos trabajando, en lo que consideramos una prioridad desde hace años, sustituyendo los materiales de los envases por unos más sostenibles, y reduciendo su presencia y cantidad, siempre en la medida que otras normativas como la sanitaria o la agroalimentaria nos lo permitan. Las garantías y la seguridad en el momento de la compra no son negociables. Y en este punto queremos hacer especial hincapié: es nuestra responsabilidad como operador proporcionar alimentos seguros. Hay diferentes casos en los que la normativa nos impide la venta sin envases, reglamentos europeos y nacionales que nos obligan a proteger alimentos que pueden ser manipulados por el consumidor y además tenemos que dar una información obligatoria al consumidor a través de una etiqueta, garantizar las condiciones higiénico-sanitarias, su integridad y condición optima, garantizar una trazabilidad, una diferenciación de producto, y eso utilizando cada material de envasado adecuado a cada producto, sin sobre-envasar. En este sentido queremos poner en valor la gestión eficiente que por parte de la distribución organizada se está dando a los residuos de envases comerciales, llegando a porcentajes de reciclado de más del 90%. Será interesante saber qué pasará con la gestión de los envases utilizados en el comercio electrónico que actualmente no están colaborando en su gestión y que por lo tanto deberán ser un foco de trabajo en los próximos meses. Es importante también continuar sensibilizando y concienciando al ciudadano en lo que respecta al reciclado. E imprescindible, en este momento, no sólo trabajar en ecodiseño y en otras opciones de envasado, sino también en utilizar mejores tecnologías para la separación de los residuos en plantas. El objetivo será también poder separar más y mejor, y obtener unos materiales aptos para volver a introducirlos en el ciclo productivo. Tenemos muchos retos por delante. Entre ellos es prioritaria la integración de aspectos ambientales en el diseño y desarrollo del producto con el objetivo de reducir los impactos ambientales adversos a lo largo de todo el ciclo de vida. Así, como la adecuada conjugación de la sostenibilidad en sus tres vertientes: medioambiental, social y económica. Todas igual de relevantes para la competitividad de las empresas que representamos y en las que venimos trabajando de forma incansable los últimos años. Para conseguirlo, todos debemos ser conscientes de que los objetivos públicos no son posibles si no hay diálogo entre las autoridades y los sectores empresariales. European and national regulations oblige us to protect foodstuffs that may be handled by consumers. In addition, we are obliged to provide the consumer with information, which involves the use of labels, and to guarantee hygiene and safety conditions, authenticity and optimum condition of products, traceability, and product differentiation. And we must do so using packaging material appropriate for each different product, without overpackaging. In this context, we would like to highlight the highly-efficient management of commercial packaging waste practiced by large-scale distributors, with the achievement of recycling rates of over 90%. It will be interesting to see what happens with the management of packaging associated with the retailing of electronic equipment. Retailers in this sector are currently not collaborating in the management of this packaging and this area should, therefore, be a focal point of work in the coming months. It is also important to continue raising awareness of recycling amongst citizens. And, at this point in time, it is vital, not only to work on ecodesign and other packaging alternatives, but also to use best available technologies for the separation of materials at waste treatment plants. The aim should be to separate more and better in order to obtain materials suitable for reintroduction into the production cycle. We have many challenges ahead. One priority challenge is the integration of environmental factors into product design and development, with the aim of reducing adverse environmental impacts throughout the entire lifecycle. Another is the appropriate integration of sustainability in its three forms: environmental, social and economic sustainability. All are equally relevant for the competitiveness of the companies we represent and we have been working on this matter tirelessly in recent years. In order to achieve this, we must all be aware that public goals are not possible without dialogue between the authorities and business sectors. This is the only road to finding viable solutions and projects that reinforce the efficiency of the supply chain and provide value to consumers. La falta de ejecución de nuevos proyectos contrasta con la importante actividad que se está produciendo desde el punto de vista normativo y desde el punto de vista del desarrollo de nuevos proyectos. Desde el punto de vista de la construcción de nuevas instalaciones, sobre todo en el sector agroindustrial, ha sido un año similar a años anteriores, con muy pocos proyectos nuevos que se hayan ejecutado. Sí que existen varios proyectos en desarrollo que es previsible que se construyan en 2020. Por otra parte, a finales de 2019 se puso en marcha el Proyecto de gas renovable de la EDAR de Butarque (Madrid), enmarcado en el Consorcio Europeo ECO-GATE cofinanciado por la Unión Europea, liderado por Nedgia. El proyecto inyecta biometano generado a partir de los residuos de la estación depuradora de aguas residuales de Canal Isabel II, y está ubicado en la EDAR de Butarque. Desde el punto de vista del desarrollo normativo del gas renovable, durante 2019 se ha elaborado una comparativa por parte de la consultora KPMG sobre el gas renovable en España y en otros países europeos; se ha trabajado en la elaboración de una especificación UNE que sirva como documento de referencia de un sistema de Garantías de Origen del Gas Renovable, mediante un grupo de trabajo perteneciente a UNE; y también se ha concretado un portal de referencia del gas renovable en España, con información de calidad para los agentes del sector y los ciudadanos de la cadena de valor, liderada por Sedigas. A su vez, el IDAE ha emitido el análisis de potencial disponible de biometano.
