"The merchandise will rise to the railroad of the hand of the road"
March 4, 2010
This event highlighted the need to enhance the railway and connections with the port. It was also added that the railway should point also to short distances of high volume, beyond the large distances which has already proved its effectiveness. The delay of rail which suffers Spain was widely criticized for not having found solutions to known problems of track widths and systems of various electrified and was an example of development at Germany. Another of surmountable obstacles said Simon Casas, director-general of transport of the Government of Aragon is "the opening of the border with France" through the development of new communications through the Pyrenees.
The key: the overall planning of the logistical platforms
Different researchers from project Inter-Nodal as Susana Val, 'assistant research professor' and responsible for the area of transport of the Zaragoza Logistics Center; Miquel Estrada, head of Cenit projects; Jesus Munuzuri, Professor of the University of Seville along with David Moya, responsible for the Department of transportation of Itene and Carlos Romero Gonzalez, Manager of Conterail together with Salvador Furió, director of logistics and intermodality of Foundation Valenciaport, presented tools and methodologies to improve accessibility to the logistics platforms in Spain and thereby improve logistics competitiveness National.
During the day were also strategies of logistics in Spain and examples of logistic development at European level, in the case of Bologna presented by the director general of SpA Bologna Interporto, Pietro Spirito, and regional development, with the example of the Valencian Community presented by the director-general of transport of the Generalitat ValencianaVicente Dómine. He also became known the pilot developed within the project Inter-Nodal dry port of Madrid, which has shown a reduction in waiting times for the transport of containers in the terminal, as well as a better planning of operations that take place there.
In his presentation, Dómine stressed the importance of the corridor crucial to the structuring of national transport and its connectivity to Europe, Mediterranean and insisted on the need to enhance the railway in the national logistics network which said that the existing delay should be expeditedwhereas the long period that takes its design and planning, to position Spain at a competitive level compared to the rest of Europe. During the round table, as a representative of the Generalitat Valenciana Antonio Carbonell, director-general of the manager network entity transport and ports of the Generalitat (GTP) emphasized the sectoral role that have this type of infrastructure providing value-added services to the transport and logistics sector and stressed the decisive de la Generalitat bet by the empowerment of the network of logistics platforms of Valencia with initiatives such as the Logistics Park of Valencia (RIBA-Roja), in operation since 2008, and the Logistics Park of Alicante which is currently under development.
The various rapporteurs noted the need for a global planning of the logistical platforms at the national level to establish a series of actions according to a strategic plan which pursues the greatest impact in the State as a whole. The thread of this statement was to debate the public and private initiative in this work and the majority of the members of the Bureau agreed that public administration must lead major initiatives and develop a general plan to later give powers to the various autonomies and private entities to work for a goal common.
All the members of the Bureau agreed that there is a structured planning, or at the level national or European because different planning areas are involved in the domestic sector of transport and logistics (CTL) centres and different levels of 'competition': local, regional, State and European Union. Moreover, they noted the importance of the centres of transport and logistics as an instrument for spatial planning, as well as an important motor of development of economic activities linked to the different modes of transport and logistics in the supply chain.
This importance, according to some members of the Bureau, translates in some cases an excessive public investment in logistical platforms without content. Simon Casas, director-general of transport of the Government of Aragon and Ignacio Álvarez-Ossorio, director of the Division of areas logistics and transportation of the public ports of Andalusia Agency, claimed that the conceptual promotion of logistic platforms must be from the public sphere. In line with this claim, Jose Luis RODRIGUEZ said its location must respond to the demand for current and future economic and commercial activity and should technically be in tune with future national and European policy taking into account what will be the priority corridors of goods.
The moderator of the table, maximum Martínez, I ' I think' of transport and logistics of the Comunitat Valenciana, noted that the momentum of autonomy for this type of infrastructure Governments is important in that it gives an attractive territory for logistics industry and it may appeal to future cash flows of goods with the economic benefits accordingly for each region.
As prospects for the future Álvarez-Ossorio added that currently there is a proliferation of these spaces and that a future warns a hierarchy and specialization of logistic platforms for the services offered or the type of goods that manage. Casas added that the future of logistics platforms is conditioned by its connection to the ports to be the real conduits of international trade.
Itene, organizer of the seminar and Inter-Nodal project coordinator, is currently working on a logistical Simulator that reproduces the reality of the accesses and the interior of the platforms to identify main bottlenecks and measure the degree of improvement that contribute specific practices and technologies.
Project Inter-Nodal 'Improvements to the accessibility and efficiency of the centres for modal Exchange and logistics platforms' is supported by the Centre for studies and experimentation of public works of the Ministry of development.
