"The plumbers no longer can bear the situation that crosses the market"
The plumbers claman by a regulation of the profession that avoid the closing of more than 5.000 companies

The traditional activity that exert the plumbers can say that, to day of today, is on the brink of collapse and more than 5.000 companies installers of plumbery of all Spain are loomed with the closing by the intrusismo professional and by the economy submerged that proliferate in the sector, because of the fault of regulation of the profession. Like this it has reported it in presses conference Esteban White Serrano, president of the National Confederation of Associations of Companies of Plumbery, gas, Heating, Air conditioning, Protection against Fires, Electricity and Affine (Conaif), the main patronal Spanish of the sector with 19.000 companies of all Spain associated.
As it has aimed in his intervention, anybody in the Central Administration (fundamentally Ministries and dependent public organisms of these) wants to do charge neither admit to be competent in a problem like this, whose origin is more than clear for the community of companies of plumbery to the that represents: the eases that the intruders find to act freely in front of the almost total absence of regulation of the profession –except some autonomic exceptions-, like consequence of the way as it has applied in Spain the Directive of Services and the laws that move it, between them the known with the nicknames of laws Ómnibus and Umbrella, that pretend the administrative simplification to favour the free circulation of services.

The president of Conaif has been explicit with regard to the posture of his organisation: “we – has said - no us oponemos to the Directive of Services, but to how has moved to the juridical legislation Spanish. The idea to liberalise the provision of services involves the suppressesion of determinate fetters that could limit it. But the administrative simplification, in our opinion, does not have to be in way any synonymous of deregulation of the activity of the plumbery, as it has occurred in Spain. In other European countries of our surroundings has moved the Directive so that they follow keeping the professional habilitations fully valid”.
The solution goes through “that it go back to regulate the activity, reestableciendo the carnés professional and registers of companies. And if it is to national level, better still because it would avoid the fetters to the mobility interprovincial of the companies that the disparity of autonomic regulations could ocasionar”, concluded.
The situation in these moments is that it does not exist a regulatory frame of the plumbery in the national field and in almost all the autonomous communities - except some exception, like Aragon, Murcia, Canaries and Basque Country – have suppressesed it or are in process to do it. “It needs with urgency a national regulation that protect the profession and to the professionals that exert it”, has insisted Esteban White. “If it is not like this and of urgent form, an important part of the Spanish companies of plumbery, around some 5.000, will be abocadas to the closing”.

Intrusismo In the profession
According to the figures that handles this business organisation, so only in Galicia have lost in the two last years something more than 1.000 companies of plumbery and 3.500 places of work. The quantities for all Spain situate the number of business demises around 6.500 in the last polish.
“An autonomous or a SME with one or two workers in payroll, that is to say, the majority profiles inside the community, have very difficult to face up to the intrusismo and to the economy submerged because they assume some obligations that the others do not have when being to the margin of the legality”, has explained the president of Conaif, that has added to this challenge the problems that the descent of the activity and the morosidad represent for the profession.
In addition to the companies installers of plumbery legally established, the others big prejudiced by the absence of regulation are the environingingment and the users, that remain desamparados in front of a possible fraudulent performance. Until it does some years in Spain, to be able to exert the activity demanded the carnet of installer of plumbery – obtained after surpassing an examination and a period of previous learning- and fulfil another series of requirements that supposed a guarantee so much for the user as for the hygiene of the installations. Now, instead, they do not exist carnés – keep valid in so only two autonomous communities -, neither an official public register of companies that allow to the user, between other things, his location in front of a claim, neither obligation as before having of a safe of civil responsibility that cover damages to third, neither neither have personal qualified in the company.
Is the panorama idílico for any one that want to work out of the law because besides, has finished with the administrative control of the previous companies to the start of his activity, that allowed to verify the fulfillment of all the requirements established.
In opinion of the president of Conaif, “with all this is calling to voices to people without qualification neither control of any type and desprotegiendo at the same time to some users that have right to receive a service of quality by part of companies legally established”.

The absence of regulation to be able to exert in Spain the profession, is caused a 'effect called' in other countries of the European Union and increased the indexes of economy submerged. Whereas the Spanish plumbers need a permission to work in determinate European countries, the foráneos can do it in Spain practically without restriction.

Likewise puntualizó that “the defender of the village is the only support with which explain at present. These winds of disorder come of Brussels. In Eurovillas (Madrid), finishes to give a problem of pollution of the waters. If our rulers do not take care of the health of his citizens, for what want to these rulers?; For what serves us have the Technical Code newer of Europe if we do not have installers that realizar it? And it ensured that “in Castilla the Stain does not exist what is a certificate of waters”.
The future of the sector is "black" if the authorities do not take letters in the subject of immediate way. The SMEs and autonomous devoted to the plumbery can not bear in the current situation a load of the dimensions of the intrusismo and the economy submerged. For Conaif is the puntilla definite to the plumbery, a profession that today more than ever needs to have true professional of the execution of the inner installations of water. But still like this, all the Spanish Ministries refuse to day of today have competitions in this area and, therefore, responsibility to resolve the problem of the desregularización. The plumbery finds in no man's land and constitutes a ball that go happening of ones to others in a loop without fín.
