New sectors confirm the Self-evident by the Cogeneration for Reindustrializar Spain
10 April 2014
Acexpiel, Anffecc, Asaja, Ascer, Asebec, Aspapel, Cepco, Confemadera Habitat, Council Intertextil, Cooperative Agro-Alimentary of Spain, Fiab and Hispalyt, that represent basic sectors of our real economy, confirm the document that claims the cogeneration like key tool of energetic competitiveness for the reindustrialización of Spain and ask to the Government a deep modification of the proposal of Ministerial order of reward that does it unfeasible.
Likewise, other organisations have expressesed his support to the Self-evident in defence of the industrial states involved, given the grave danger that run these industries like consequence of the electrical reform. These organisations are the ITC, Institute of Ceramic Technology and Aidima, Technological Institute of the Piece of furniture, Wood, Packaging and Affine.

Supported and promoted by the European Union by his energetic advantages, environingingmental and economic, the cogeneration allows to take advantage of to the maximum the power, generating at the same time and in a same process electricity and necessary heat in different industrial activities, saving power and broadcasts. It is power distributed that saves in networks of transport and avoids losses: it consumes where produces . It supposes a key tool for industries that need a lot of power to manufacture his products, because it does them more efficient energetically and, therefore, more competitive, paliando partly the high prices that pay in Spain by the electricity, winning exporting capacity and generating activity and employment. Like this, 20% of the industrial GDP can use power from cogeneration.
The electrical reform abuses to the cogeneration, penalising precisely to the industries and activities that contribute to the energetic efficiency of the country. Since it initiated the electrical reform, taxles to the gas, to the generation, to the CO2, other cuts and now the proposal of Ministerial order have gone striking to the cogeneration until carrying to the plants to the operative losses. The industries associated are seeing to shoot his energetic costs putting in risk his capacity to produce, compete, export, keep the activity and the employment.
The proposal of Ministerial order directly situates in operative losses to the majority of the plants; the costs and taxles are upper to the reward that fixes the Government. The rule breaks the new Law 24/2013 of the Electrical Sector that guarantees “to cover the costs that allow to compete to the installations of cogeneration of high efficiency in level of equality with the rest of technologies in the market and that allow to obtain a reasonable profitability”.
The impact on the competitiveness of the industries, capacity of export and employment will complicate the economic recovery since it could generate a stage of enclosures, deslocalizaciones and loss of employment in the industries associated to the cogeneration to which prevents have competitive energetic costs in a moment in which all the countries of Europe treat to attract investments and industries to his territories and to promote the industrial activity like pillar to grow and revertir the crisis.
The consequences of the closing of plants of cogeneration would comport the fall of the national demand of gas of 10%, the loss of the energetic efficiency of the country of 2%, socioeconomic impacts of more than 1% of the GDP and the loss of 70.000 places of direct industrial work, definitely the worst stage for the announced economic recovery.
