The Marm distributes 366,1 million euros between all the autonomous communities from the funds of the CAP

The Ministry of environment, Rural and marine (Marm) adopted at the sectoral Conference on Agriculture and Rural Development held in Burgos which was attended by the directors of all the autonomous communities, and which was chaired by the Minister Elena Espinosa, the model of implementation in Spain of the CAP, which will be the frame of reference for the management of it until 2013. Spanish model of the CAP will make it possible to provide guidance to the market of businesses and sectors, ensuring the maintenance of productive activity in areas with lower natural advantages or environmental problems, taking into account the types of agriculture economically vulnerable or farms at risk of abandonment.
The Spanish model also will ensure the maximum possible use of the resources of the European agricultural funds of guarantee (EAGF). In this regard the agreement of the Council of Ministers of the EU on the CAP direct subsidies to agriculture are consolidated and he was to be able to use all the funds that were not used, what it means for Spain 144 million euros per year.
In addition was agreed the territorialisation of about 366 million euros, corresponding more than 176 million euros for the lines of sustainable development of the Rural Environment, 58.188.000 EUR for agricultural programs, more than 75 million euros for farmers and 45.269.490 for the promotion of agri-industrialization.
Also a total of 11.132.083 euros had been allocated to alleviate the damage caused by persistent Frost occurred in Spain during the first half of the year 2005 and for the Recovery Plan for the productive capacity of the Andalusian olive grove.

Agricultural programs
More than 58 million euros allocated to this section, 22.201.636 euros have been allocated for the fight against the plague, having been used as criteria for the distribution, the proposals of the autonomous communities on measures included in the national programme for control of the insect vectors of the viruses of horticultural crops, the fight against the Mediterranean fly of the fruit of the pest of the field Vole control and also for combating locust and other Orthoptera. Also a part will go to those autonomous communities which have declared the existence of the plague of the olive fly, as well as for those that have established programmes of control of their populations. As for the improvement of the sector of nuts and the carob 17.300.000 euros according to an estimate of the surface that is going to apply for aid for nuts in 2009 have been distributed, as well as the remantes reported by the CA.AA...
For the promotion of new technologies, renovation and nationalization of the use of agricultural means of production was agreed to divide the amount of 12.930.000 EUR, for aid to the Plan of renovation of the National Park of agricultural machinery (Plan Renove) and to the promotion of new technologies in farm equipment and machinery.
Livestock programs
More than 75 million euros have been distributed within the chapter of livestock programmes. Of this amount, more than 15 and a half million euros have been allocated for State programmes for the control and eradication of the EETs and other animal diseases. Among these programs a total of 8.165.000 euros will be directed to national programmes for the eradication of diseases, including compensation for compulsory slaughter after the diagnosis of bovine tuberculosis, brucellosis ovine and caprine animals, the TSE Bluetonguesalmonellosis and swine diseases. Also the allocation of 20.049.595 euros for sustainable livestock production line has been adopted.
In the chapter devoted to the improvement of the quality and traceability of livestock sectors has been assigned a total of 13.600.091 euros. Of this amount, EUR 4.836.418 intended for the identification of ovine and caprine livestock for the co-financing of the components of the identification system consisting of an ear tag and an electronic identifier. On the other hand, 10.121.282 euros have been allocated to alleviate the damage caused by the drought to the holders of livestock during the year 2007, and in particular from the second half, endured exceptional increases in production costs as a result of the high contributions of cereals due to the international situationwhich was translated in a rising of feed for the livestock sector.
