Esperanza Rico Directora Energías limpias en tiempos de COVID-19 Sale a la luz nuestra nueva edición en plena fase de “desescalada” cuando los gobiernos de todo el mundo, aún preocupados por salvar vidas, están inmersos en el diseño de paquetes de estímulo y recuperación que les permitan abordar los impactos sociales y económicos de la pandemia. Pero se habrá perdido una gran oportunidad, si no se aprovecha para repensar la economía y la sociedad en general en línea con los objetivos climáticos, y eso solo será posible poniendo en el centro de la recuperación energética a las energías limpias. Y en este sentido, parecen confirmarse las intenciones anunciadas por Bruselas de apostar por la recuperación verde. Recientemente, han trascendido algunas de las líneas del plan de reconstrucción que la Comisión Europea presentará oficialmente poco después de cerrar esta edición. En renovables, el plan contempla un programa de licitación de la UE para proyectos renovables de 15 GW con una duración de dos años, con una inversión de capital total de 25.000 M€, así como el apoyo a planes nacionales con 10.000 M€ durante dos años, que serán financiados por el Banco Europeo de Inversiones. Para movilidad se contempla un plan de compra de vehículos eléctricos, dotado de 20.000 M€ en los próximos dos años y un fondo de inversión para acelerar la fabricación de 40.000 a 60.000 M€ También recoge medidas en infraestructura de recarga El hidrógeno limpio también está recogido en el plan: 1.300 M€ para I+D+i y otros 10.000 M€ de cofinanciación en la próxima década, para minimizar el riesgo de los proyectos de gran tamaño, así como un “compromiso” de alcanzar 1 millón de toneladas de este gas. Por último, el plan también se enfoca en la rehabilitación de edificios, con el lanzamiento de un fondo dotado con 91.000 M€/año combinado con otras fuentes de financiación hasta alcanzar 350.000 M€ anuales de inversión. En el plan se da prioridad a edificios públicos, como hospitales y escuelas, así como a viviendas de personas de bajos ingresos. También se fomentará la concesión de “hipotecas verdes”. España también avanza en este sentido con el proyecto de Ley de Cambio Climático y Transición Energética. En un contexto de reactivación económica frente a la COVID-19, el proyecto facilita las señales adecuadas para aprovechar todas las oportunidades en términos de modernización de la economía, de la industria, de la generación de empleo y de la atracción de inversiones, respetando el medio ambiente y en línea con el Pacto Verde Europeo. However a major opportunity will be missed if time is not taken to rethink the economy and society as a whole in line with climate objectives, and that will only be possible by placing renewables at the heart of the energy recovery. In this regard, the intentions announced by Brussels to commit to the green recovery appear to confirm this. Some of the lines of the European Commission’s reconstruction plan, which will be officially communicated shortly after this edition closes, have recently been divulged. For renewables, the plan includes an EU tender programme for 15 GW of renewable projects over two years, with a total capital investment of €25bn. There will also be support for national plans, with €10bn over two years and both are to be financed by the European Investment Bank. For mobility, an electric vehicle purchase plan is outlined, with a provision of €20bn over the next two years and an investment fund to accelerate manufacturing of €40-€60bn. Measures regarding the charging infrastructure are also included. The plan also features green hydrogen with €1.3bn for R&D+i and a further €10bn in co-financing over the coming decade, to minimise the risk of large size projects, as well as a “commitment” to achieving 1 million tonnes of this gas. Lastly, the plan focuses on building renovation, with the launch of a €91bn/year fund, combined with other sources of financing to achieve an annual investment of €350bn. The plan prioritises public buildings, such as hospitals and schools, as well as the homes of those on low incomes. The award of “green mortgages”will also be encouraged. Spain is also making progress in this regard with its draft Law on Climate Change and Energy Transition. Against the backdrop of economic reactivation in the face of COVID-19, the bill helps send the right signals to take advantage of every opportunity in terms of modernising industry, job creation and attracting investment, while respecting the environment and in keeping with the European Green Deal.
