FuturEnergy | Julio July 2019 www.futurenergyweb.es 19 A nivel mundial, en lo que va de 2019 el tema estrella es el cambio climático, tanto en el sector energético como fuera de él, ya sea porque sus consecuencias son cada vez más perceptibles o porque después de la crisis económica de la última década se ve este momento como el idóneo para emprender los cambios necesarios para atacarlo. Y, al menos en España, la fotovoltaica y el autoconsumo se erigen como dos de las mejores armas para la lucha contra la emergencia climática. La península ibérica, y el sur de Europa en general, gozan de una posición privilegiada donde el recurso natural de la radiación solar es muy abundante. Ese aspecto representa una extraordinaria oportunidad para la fotovoltaica en las regiones del sur del continente, en general menos desarrolladas económicamente. Un recurso natural bien gestionado conlleva inversiones, nuevas infraestructuras, desarrollo económico y creación de puestos de trabajo. En febrero se publicó la propuesta de Real Decreto para regular el autoconsumo con el objetivo de simplificar los procedimientos administrativos para potenciar su desarrollo y favorecer su implantación. El 5 de abril se aprobó definitivamente el Real Decreto que pone las bases para una auténtica explosión del autoconsumo fotovoltaico, con sus ventajas y también sus peligros e inconvenientes si no se hace de forma planificada. El autoconsumo ha sido un tema tan discutido este 2019, que tiene ramificaciones hacia muchos de los temas que han marcado tendencia y han ocupado titulares también en medios de información generalistas. Estamos hablando de la descentralización de la producción eléctrica, un objetivo y una consecuencia inmediata del aumento del autoconsumo, pero también se relaciona con la carga de vehículos eléctricos, el uso de tecnologías blockchain para la gestión de excedentes, baterías e hidrógeno para el almacenamiento de la energía y otros conceptos más abstractos como la soberanía energética. La caída del precio de los módulos fotovoltaicos hace posible amortizar instalaciones de autoconsumo en un tiempo razonable y atractivo, tanto para instalaciones domésticas como industriales. Pero también hace posible que las plantas fotovoltaicas sean rentables vendiendo la energía directamente en el mercado, sin ayudas ni habiendo participado en subastas de renovables. Aun siendo rentable la explotación de una planta fotovoltaica a mercado, continúa siendo necesaria la obtención de financiación para su construcción y puesta en funcionamiento. Es aquí donde aparece otro de los grandes temas más tratados esta primera parte de 2019: los PPAs. Los contratos bilaterales de compraventa de energía a largo plazo, más conocidos por sus siglas en inglés PPA (Power Purchase Agreement), son una herramienta que se ajusta muy bien al caso de la obtención de financiación para un nuevo proyecto renovable. And, at least in Spain, PV and self-consumption are represent two of the best weapons for the fight against the climate emergency. The Iberian Peninsula and southern Europe in general, enjoy a privileged position where the natural resource of solar radiation is very abundant. This aspect represents an extraordinary opportunity for PV in the southern, generally less economically developed, regions of the continent. A well-managed natural resource involves investments, new infrastructures, economic development and job creation. In February, the draft of the Royal Decree to regulate selfconsumption was published with the aim of simplifying administrative procedures to enhance its development and favour its implementation. On 5 April, the Royal Decree was definitively approved, laying the foundations for an authentic explosion of PV self-consumption, with its advantages and also its dangers and drawbacks if it is not done in a planned manner. Self-consumption has been a topic so discussed in 2019 that it has ramifications for many of the topics that have set trends and also made the headlines in general information media.We are talking about the decentralisation of electricity production, an objective and an immediate consequence of the increase of self-consumption. But it is also related to the charging of electric vehicles, the use of blockchain technologies to manage surpluses, batteries and hydrogen for energy storage as well as other, more abstract concepts, such as energy sovereignty. The fall in the price of PV modules makes it possible to amortise self-consumption facilities in a reasonable and attractive period of time, both for domestic and industrial installations. But it also enables PV plants to be profitable by selling energy directly to the market, without aid or the need to take part in renewable energy auctions. Even though the exploitation of a merchant PV power plant is profitable, obtaining financing for its construction and commissioning continues to be necessary. It is here where another of the most important topics discussed in this first part of 2019 appears: PPAs. These bilateral long-term power purchase agreements, better known by their acronym PPA (Power Purchase Agreement), are a tool that responds very well to the case of obtaining funding for a new renewable project. FOTOVOLTAICA Y AUTOCONSUMO: LAS DOS PALABRAS MÁS MENCIONADAS EN LA PRIMERA MITAD DE 2019 Sin lugar a dudas, los dos conceptos que más se han mencionado en las noticias del sector de la energía durante los dos primeros trimestres de 2019 en España y Europa han sido fotovoltaica y autoconsumo. Dos conceptos, además, muy relacionados entre sí. Ambos están muy ligados a otros temas protagonistas de las noticias en estos seis meses: renovables, cambio climático, descarbonización, PPAs, PNIEC… En este artículo AleaSoft repasa estos temas clave que han marcado la actualidad en el primer semestre del año.
