Prueba de ello es la implantación de políticas y estrategias de transporte, y los compromisos que se han adquirido en materia de movilidad sostenible durante los últimos años, no sólo para cumplir el objetivo de la política medioambiental actual, sino para mejorar la calidad de vida en la ciudad. Málaga se ha adherido a las directrices del COP21, acordando por Pleno Municipal el sumatorio cero en las emisiones de CO2 para el año 2050. Asimismo, se ha unido al Pacto de Alcaldes para el Clima y la Energía, mediante en el que se compromete a reducir las emisiones de CO2 en al menos un 40% de aquí a 2030 y a adoptar un enfoque integral para abordar la atenuación del cambio climático y la adaptación a éste. Así mismo, en 2016 la ciudad de Málaga alcanzó un acuerdo con Greenpeace para reducir al menos el 50% de las emisiones de gases de efecto invernadero producidas por la movilidad urbana respecto a los niveles alcanzados en 2012 y en 2017 Málaga se ha suscrito a la “Declaración de Sevilla: el compromiso de las ciudades por la Economía Circular”. La ciudad está empezando a recoger los beneficios de esta estrategia e innovación de la movilidad después de muchos años de un trabajo constante, que le ha deparado atención tanto nacional como internacional, en los ámbitos de innovación tecnológica, comunicación, energías renovables, movilidad sostenible y eficiencia energética. El objetivo es evolucionar hacia una Ciudad Inteligente, e integrar ese concepto en una política transversal municipal. Este reconocimiento se ha visto materializado en galardones tales como el premio E-Visionary en 2013, promovido por la Asociación Mundial de Vehículos Eléctricos (WEVA), los premios europeos CIVITAS a la Innovación Técnica en 2014, y el CIVITAS Ciudad del Año en 2016, o la reciente medalla de Oro de la Semana de la Movilidad Sostenible 2017 otorgada por el Gobierno de España. En la actualidad el Ayuntamiento, a través de su Área de Movilidad, se encuentra inmerso en la elaboración de un Plan Especial de Movilidad Urbana Sostenible (PEMUS), que desarrolla el Plan General de Ordenación Urbana y el Plan de Movilidad Urbana Sostenible, que constituirá la herramienta estratégica de referencia para la planificación de la movilidad de la ciudad y el soporte a la toma de deMalaga is fully committed to becoming a sustainable city. Malaga has committed to the COP21 directives, with the municipal plenary meeting having agreed to zero carbon emissions by 2050. The City has also signed up to the Covenant of Mayors for Climate and Energy, through which it has undertaken to reduce CO2 emissions by at least 40% from now to 2030 and to adopt a holistic approach to address climate change mitigation and the adaptation to this goal. In 2016, Malaga entered into an agreement with Greenpeace to reduce the GHG emissions caused by urban mobility by at least 50% compared to 2012 levels and in 2017, Malaga signed the “Seville Declaration: the commitment of cities to the Circular Economy”. The city is starting to reap the rewards of this strategy and innovation on mobility after many years of continuous work that has resulted in both national and international attention, in the fields of technological innovation, communication, renewable energy, sustainable mobility and energy efficiency. The goal is to become a Smart City and to integrate this concept into a cross-disciplinary municipal policy. This recognition has materialised in the form of awards such as the E-Visionary prize in 2013, promoted by theWorld Electric Vehicle Association; the CIVITAS European awards for Technical Innovation in 2014; the CIVITAS City of the Year 2016; and the recent gold medal for Sustainable MobilityWeek 2017 awarded by the Spanish Government. The City Hall’s Department for Mobility is currently involved in drafting a Special Sustainable Urban Mobility Plan (PEMUS in its Spanish acronym) that implements the General Urban Planning Programme and the Sustainable Urban Mobility Plan. This represents a strategic tool of reference to plan the city’s mobility and support the decision-making process for future policies linked to sustainable mobility, and will be compulsory for the performance of every urban development in the city. To consolidate the deployment of e-mobility,Malaga has taken the decision to develop the first ElectricVehicle UrbanMobility Plan (PMVE) and include it in the PEMUS.This document contains strategies and actions to be developed on e-mobility over the coming years, including the implementation of the necessary infrastructures that guarantee the deployment of the electric vehicle (EV) in the urban environment as well as their power supply. The policies implemented by the City Hall have provided the city with an electric charging network with a total of 35 public charging points, 21 of which are for fast charging.
