El objetivo de este plan Europeo, en el que Vitoria-Gasteiz participa junto a la ciudades de Tartu y Sonderborg, plantea el desarrollo y despliegue de soluciones integradas y equilibradas en eficiencia energética, movilidad sostenible y TICS para mejorar la calidad de vida de los vecinos y las vecinas de esta zona de la capital alavesa. Se trata de un proyecto muy complejo, de carácter demostrativo, con una duración de cinco años y que busca desarrollar una estrategia a nivel europeo. Como consecuencia de esa complejidad, ha sido necesario realizar un importante trabajo interinstitucional y técnico y desarrollar y definir el proyecto durante los últimos meses. Así en los últimos meses, el Ayuntamiento ha resuelto algunas cuestiones, como la aprobación del Plan Especial del barrio para regular la ordenación urbanística de las actuaciones previstas, la aportación municipal al Fondo de Garantía o el proceso participativo en el que los vecinos y vecinas de Coronación han podido priorizar las diferentes actuaciones previstas por el Ayuntamiento en el ámbito del Espacio Público. El Consistorio ha previsto destinar 2 M€ a esas intervenciones, como aportación extraordinaria al proyecto. L a Comisión Europea plantea unos plazos ineludibles para la obtención de las ayudas. Para 2019 deberán estar ejecutadas las rehabilitaciones de los edificios, por lo que los vecinos deberán decidir si quieren hacer suyo este proyecto antes del 30 de noviembre. También es necesario un umbral de vecinos adheridos al proyecto para la viabilidad de toda la infraestructura de la red de calor. Ese umbral se sitúa en 750 viviendas. Para obtener ese apoyo del barrio, se considera fundamental que la ciudadanía pueda obtener toda la información ya definida. Y, en ese sentido, el centro cívico acogió unas jornadas para escuchar, intercambiar opiniones, conocer experiencias de personas que han participado en proyectos de rehabilitación similares y aclarar dudas con los profesionales de Visesa, Ayuntamiento de Vitoria-Gasteiz, EVE y Giroa-Veolia. Durante las jornadas se organizaron varias sesiones informativas en las que se pudo conocer el proyecto y experiencias de otros barrios. También hubo cinco mesas temáticas sobre ‘espacio urbano’, ‘rehabilitación energética’, ‘contrato y financiación’, ‘red de calor’ y ‘otras experiencias’ en las que las personas asistentes pudieron plantear todas sus preguntas. The Municipal Council has budgeted €2m for these actions, as an extraordinary contribution to the project. The European Commission sets out some baseline timeframes for obtaining funding. Building refurbishments have to be executed by 2019, which means that residents must decide if they want to adopt this project prior to 30 November. After more than a year of intensive technical and inter-institutional work, the City Hall of Vitoria-Gasteiz, Visesa (a public Basque entity dependent on the deputy ministry for Housing at the Department of Environment, Land Policy and Housing of the Basque Government responsible for coordinating the project), the Basque Energy Entity, Giroa-Veolia and the Errotazaharra neighbours’ association have recently presented new details about this project.
