En este sentido es clave el papel que juegan las administraciones locales en el éxito final, dado que son las más cercanas al usuario final. Sin embargo, a pesar de que las administraciones llevan tiempo fomentando la alta eficiencia energética en la edificación, adolecen claramente en su aplicación y exigencia, o lo que es lo mismo, tienen claro el qué, pero encuentran dificultades en el cómo. De ahí el interés de los acuerdos entre distintos organismos y empresas en aras de conseguir este objetivo. Y esto, precisamente, es lo que persigue la Fundación La Casa que Ahorra, que trabaja en este objetivo desde su constitución hace seis años. En un interés por aplicar políticas de eficiencia energética, esta institución ha alcanzado acuerdos con diferentes organismos. En aras de mantenerse cercana al germen de la toma de decisiones, hay que destacar la estrecha relación que La Fundación La Casa que Ahorra viene manteniendo con la Federación Española de Municipios y Provincias (FEMP). De hecho, recientemente se ha suscrito el tercer convenio con esta institución, apostando por la formación y concienciación de los técnicos municipales en materia de eficiencia energética y en cómo estos trasladan el mensaje al usuario. Una importante labor dado el papel crítico que juegan los técnicos, al ser los canales que validan y promueven que todos los proyectos estén alineados con las exigencias normativas y las necesidades energéticas del país. However, despite the fact that the administrations have been promoting energy efficiency in building construction for some time now, its application and requirement is clearly lacking. Or to put it another way, administrations are clear about what needs to be done but have problems with its implementation, hence the interest of the agreements between different organisms and companies with a view to achieving this objective. And this precisely is the aim of La Casa que Ahorra Foundation that has been working towards this objective from the day it was founded six years ago. In an effort to implement energy efficiency policies, this institution has entered into agreements with different organisms. To keep its finger on the pulse of the decision-making process, the close relationship that La Casa que Ahorra Foundation maintains with the Spanish Federation of Municipalities and Provinces (FEMP) is worth mention. The Foundation has recently signed its third agreement with this institution, standing behind the training and awareness of municipal technicians as regards energy efficiency and in how they transmit the message to the user. This is an important task, given the vital role played by the technicians, as they are the means to validate and ensure that every project is in line with regulatory demands and the energy needs of the country. Another barrier facing Spain is the lack of citizen information. This is why it is so necessary to look for and develop untapped channels that could result in more direct access to ensure that the messages are received. This is why La Casa que Ahorra recommends the implementation of measures that also involve property managers and professionals in the tedious task of reaching the end user and convincing EL PAPEL DE LA COLABORACIÓN PÚBLICO-PRIVADA EN MATERIA DE EFICIENCIA ENERGÉTICA EN EL SECTOR RESIDENCIAL Aunque pensemos que el término eficiencia energética tiene una utilización muy manida, continúa siendo un concepto de gran actualidad. Adquiere gran importancia porque no deja de reflejar nuestras acciones para reducir el consumo energético, y tiene como fin obtener mayores prestaciones con un menor uso de los recursos. Esto que puede parecer tan sencillode entender, acaba siendodifícil de aplicar pormuchas razones. La demanda energética que tiene nuestro país en el sector residencial es muy alta, y desde muchas instituciones, organismos y administraciones se viene trabajando para disminuir los consumos asociados, pero a la luz de los últimos informes parece ser que no se está logrando. THE ROLE OF PUBLIC-PRIVATE COLLABORATION AS REGARDS ENERGY EFFICIENCY IN THE RESIDENTIAL SECTOR While we might think that the term energy efficiency is rather overused, it remains a very topical concept. It is even more important because it still reflects our actions to reduce energy consumption with the aim of achieving enhanced performance using fewer resources. Despite this concept seeming so easy to understand, it is difficult to apply due to many reasons. The energy demand of Spain’s residential sector is very high and many institutions, organisms and administrations have been working to reduce the associated level of consumption, however in the light of recent reports, it seems that this is not being achieved.
