EV FuturEnergy | Septiembre September 2016 www.futurenergyweb.es 53 tacionamiento regulado y el acceso a zonas restringidas a los vehículos de combustión, si bien aún tiene por delante medidas pendientes de aplicar como la ampliación de horarios para la carga y descarga o la publicación de concursos que permitan incrementar el número de puntos de recarga en vía pública, en especial de recarga rápida para el desarrollo de modelos de negocio ligados al taxi, al VTC o a la última milla. En cualquier caso, su administración tiene clara la necesidad de aplicar medidas que reduzcan la presencia de vehículos de combustión en sus calles y ello va a beneficiar de forma decidida a los vehículos eléctricos. Tras la consolidación en la capital del éxito y aceptación ciudadana del primer carsharing free-floating con 500 unidades en circulación dentro del anillo de la M30, recientemente se ponía en macha, también en Madrid, el primer servicio de alquiler de vehículos eléctricos con conductor de la mano de la empresa Cabify, con una flota inicial de 20 unidades del modelo BMW i3, que pretende alcanzar el centenar en los próximos meses. Otras empresas vinculadas a la oferta de servicios VTC (alquiler de vehículos con conductor) pretenden sumarse próximamente a esta iniciativa con propuestas similares vinculadas a una movilidad cero emisiones, como es el caso de Uber. A estas actuaciones se suman otras mucho más ambiciosas, como la que la empresa QEM ha anunciado para implementar un proyecto que bajo el nombre de Wishi_Life, ofrecerá un servicio de movilidad multiusuario de vehículos eléctricos en el área interior de la M50. El objetivo pasa por lograr activar un servicio de carsharing con hasta 10.000 vehículos eléctricos que ampliaría el radio de cobertura a algunas localidades que rodean la capital y con la finalidad de ampliar en un futuro a 20.000 las unidades en operación. En el transporte público urbano, donde Madrid cuenta ya desde 2007 con microbuses eléctricos que siguen prestando servicio, principalmente en líneas de la almendra central de la ciudad, la innovación vendrá de la mano de un proyecto piloto de buses eléctricos con sistemas de recarga por inducción en la cabecera de línea y que pretende servir de experiencia para transformar la flota de la EMT en cero emisiones de aquí a 10 años. Dentro de las propuestas por un transporte público no contaminante, el taxi se vislumbra como una alternativa importante en Madrid, donde la apuesta de estos profesionales por el vehículo eléctrico ha arrancado de forma tímida (apenas tres unidades en operación), pero que tiene visos de despuntar no solo a nivel nacional, sino también europeo con una iniciativa impulsada por la Ciudad del Taxi, que aboga por promover la puesta en servicio de más de un centenar de unidades 100% eléctricas para dar servicio en la capital, merced a un acuerdo firmado con Nissan y aprovechando Two significant examples are Madrid and Barcelona, hugely relevant cities as they set examples for all other conurbations to follow to implement good practices that improve city life. Madrid is a city that, by regulation, has committed to the EV. It allows free parking in controlled parking areas and access to zones that are restricted to combustion engine vehicle. Other measures remain pending application such as the extension of loading or unloading times and the publication of tenders to increase the number of charging points on public roads, in particular, fast charging for the development of business models linked to taxis, chauffeur driven car hire or last mile deliveries. In any event, the city’s administration clearly sees the need to apply measures that reduce the presence of combustion engine vehicles in its streets to the clear benefit of EVs. Following consolidation in the capital of the public success and acceptance of the first free-floating car sharing scheme with 500 vehicles in circulation within the M30 ring road, Madrid has seen the recent launch of the first chauffeur driven EV car hire service from Cabify with an initial fleet of 20 model BMW i3s. The programme aims to achieve one hundred vehicles over the coming months. Other companies associated with chauffeur driven car hire should add to the mix in the near future with similar offers relating to zero-emission mobility, such as for example Uber. Many more ambitious actions can be added, such as those announced by QEM to implement a project calledWishi_Life that will offer a multi-user mobility service for electric vehicles within the M50 motorway area. The goal has gone from activating a car sharing service with up to 10,000 EVs to extending the coverage radius to towns in the vicinity of the capital, with the aim of increasing the number of operational vehicles to 20,000 in future. In the urban public transport sector, Madrid has been benefitting from electric microbuses since 2007. These vehicles are still in service, mainly on city centre routes. Innovation is evident in a pilot project involving e-buses with induction charging systems at the end of the route, providing a basis on which to transform the EMT’s municipal bus fleet into zeroemissions within 10 years. As part of the proposals for a non-pollutant public transport system, the taxi is seen as a key alternative in Madrid. Despite the commitment of these professionals to the EV having tentative beginnings (barely three vehicles in operation), this sector has the potential to take off not only at national level, but also at European level with an initiative promoted by the Taxi City, that advocates promoting the commissioning of more than one hundred 100% electric units to serve the capital. This is thanks to an agreement signed with Nissan in addition to taking advantage of the financial aid that the Autonomous Community of Madrid has launched via its PIAM incentives programme. Still pending is the challenge of stimulating the development of two-wheeled zero-emission vehicles for urban transport in Madrid that has already received an important boost with the implementation of BiciMAD and its fleet of pedalassist bicycles.
