El modelo de las Empresas de Servicios Energéticos (ESEs) representa un cambio en cómo los municipios se plantean las inversiones necesarias para ejecutar proyectos de gran envergadura. A fecha febrero de 2016, en Galicia únicamente tres municipios, del total de 314 ayuntamientos con los que cuenta la comunidad autónoma, habían implantando contratos de servicios energéticos. Y ello, a pesar de que estos contratos suponen una oportunidad única para las administraciones que requieren de inversiones para la mejora de sus sistemas energéticos e instalaciones, pues mediante esta modalidad pueden llevarse a cabo sin riesgo, quedando garantizado el ahorro por contrato. El Ayuntamiento de Catoira, contando con la asistencia técnica de la consultora Energea BC, pudo constatar que su anterior modelo de gestión del alumbrado público había quedado obsoleto, y adjudicó a la empresa SETGA un contrato de servicios energéticos y mantenimiento integral con garantía total de las instalaciones de alumbrado público propiedad del ayuntamiento. En virtud del contrato, la ESE se encarga del mantenimiento, gestión y las reformas necesarias para la implantación de equipos de alta eficiencia. La inversión ejecutada por la ESE permite reducir los consumos energéticos y el gasto en la factura eléctrica y en mantenimiento. Entre las acciones de mejora del nuevo modelo destacan: la reducción de la potencia de las lámparas y la regulación de flujo, junto con la sustitución de las antiguas luminarias por tecnología LED en un total de 1.826 puntos de luz. The Energy Services Companies (ESCOs) model represents a change in how municipalities approach the investments necessary to execute large-scale projects. As of February 2016, only three municipalities in Galicia, out of a total of 314 town councils that comprise this Autonomous Community, had implemented energy services contracts. And this is despite such contracts representing a unique opportunity for administrations that need to invest in order to improve their energy systems and installations: under this contract format, measures can be implemented risk-free with the savings guaranteed by the contract. The Catoira Town Council, accompanied by the technical assistance of the consultants Energea BC, was able to verify how its previous street lighting management model had become obsolete and awarded the energy services and integrated maintenance contract to SETGA with a guaranteed outcome for every street lighting installation owned by the Town Hall. Under the contract, the ESCO is responsible for the maintenance, management and the necessary refurbishment to implement highly efficient units. The investment undertaken by the ESCO is able to bring down energy consumption, maintenance costs and the electricity bill. The improvement measures under the new model feature: a reduction in the output of the lamps, regulated flow and the replacement of old luminaires with LED technology, 1,826 light points in all. IMPLANTACIÓN DE UN CONTRATO DE SERVICIOS ENERGÉTICOS EN EL ALUMBRADO PÚBLICO DEL AYUNTAMIENTO DE CATOIRA El Ayuntamiento de Catoira dispone actualmente de un nuevo modelo de gestión del alumbrado público pionero en Galicia, con ahorros aproximados del 82% de media sobre el consumo inicial. La implantación de un contrato de servicios energéticos ha permitido al consistorio alcanzar un ahorro anual de 719 MWh y 237 t de CO2. Además, para determinar de manera fiable los ahorros conseguidos y evaluar la consecución de los objetivos establecidos, se llevará a cabo durante los diez años de vigencia del contrato, la medida y verificación de los ahorros energéticos conseguidos. IMPLEMENTING AN ENERGY SERVICES CONTRACT FOR THE CATOIRA TOWN COUNCIL STREET LIGHTING The Catoira Town Council currently has a new model for street lighting management, a pioneering project in Galicia achieving average savings of around 82% on the initial consumption. The implementation of an energy services contract has allowed the Town Hall achieve an annual saving of 719 MWh and 237 t of CO2. Moreover, during the contract’s ten year validity period, to provide a reliable overview of the savings achieved and assess the achievement of the established objectives, the ESCO will undertake the metering and verification of the energy savings obtained.
