La Comisión Federal de Electricidad se convirtió en Empresa Productiva del Estado, manteniendo sus activos y separando funcional y legalmente sus actividades de generación, transmisión, distribución y comercialización. La generación se dividirá en varias empresas. 3. Se formó como organismo independiente, el Centro Nacional de Control de Energía como operador independiente del mercado y del sistema, que se encargará de la planeación de la red y de garantizar el acceso abierto a las redes eléctricas. 4. La expansión de la red es obligatoria una vez aprobada por la SENER. 5. Se abre a la competencia la generación y comercialización de energía. 6. Se implementa un mercado eléctrico mayorista. 7. Se permite a usuarios calificados la libre adquisición de energía, 8. Se mantiene el servicio básico como obligación del estado, en tanto evoluciona a ampliar los usuarios calificados. 9. Se respetan los contratos existentes de autoabastecimiento. 10. Se establecen obligaciones de adquirir energías limpias como parte de su consumo, vía los Certificados de Energías Limpias (CEL´s) con un 5% en 2018, para todos los suministradores y usuarios calificados. (1 CEL= 1 MWh viniendo de fuentes de energía limpia). Some of the positive effects of wind power in Mexico are the following: • Clean energy, with no adverse impact on the environment. • Technology that does not use fossil fuels, thereby mitigating future uncertainty regarding fuel prices and supply. • Competitive energy, the best alternative to achieve national clean energy targets. • Technology that has the least impact on the earth so that land can continue to be used for everyday activities. • In 2015 the following amounts of GHGwere avoided: 4,555,500mt of CO2; with an expected figure by 2018 of 14,250,000mt of CO2. • The goal of 15,000 MW by 2022 will account for 40% of the commitment to generate 35% of the country’s electricity from renewable energy sources and will represent 15% of domestic installed capacity. • 15,000 MW represents: • Over 16,000 million pesos annual contribution to GDP. • Over 1,400 million pesos per year in tax revenues. • Over 45,000 jobs created in manufacturing and specialised services by 2020, due to the establishment of the value chain. Ten key points to understand Mexico’s new Regulatory Framework. 1. The state retains control and planning of the national electrical system. 2. The Federal Electricity Commission (CFE) became the State Production Company, maintaining its assets but legally separating its function from its generation, transmission, distribution and commercialisation activities. Power generation will be divided up between several companies. 3. The National Energy Control Centre was set up as an independent body to operate the market and the system and will be responsible for grid planning and guaranteeing open access to the electrical grids. 4. The expansion of the grid is compulsory once approved by the SENER. 5. Power generation and commercialisation is opened up to the competition. 6. Development of a wholesale electricity market. 7. Qualified users are allowed to freely acquire energy. 8. The basic service is maintained as an obligation of the state, however it will evolve as the number of qualified users increases. 9. Existing self-supply contracts are respected. 10. By 2018, every supplier and qualified user is obliged to acquire 5% of their energy consumption from clean energy, by means of Clean Energy Certificates (CELs: 1 CEL = 1 MWh produced from clean energy sources).
