El proyecto BUILD2LC, para lograr el objetivo señalado, distingue los siguientes ejes temáticos: • Fomentar la demanda y la promoción de inversiones para la rehabilitación de los edificios. • Reforzar la competitividad del tejido empresarial del sector de la construcción. • Mejorar las capacidades de la mano de obra del sector de la construcción para aprovechar nuevos nichos de mercado como el de la rehabilitación energética de los edificios. • Fomentar soluciones innovadoras, impulsar la compra pública innovadora, así como la cooperación entre empresas y los agentes del conocimiento (centros tecnológicos, grupos de investigación, etc.). • Eliminar las barreras que dificultan la rehabilitación de edificios, especialmente las de carácter normativo o administrativo. BUILD2LC prestará también una especial atención a las medidas destinadas a los colectivos vulnerables que están o pueden estar afectados por la pobreza energética, y sobre los que la rehabilitación energética tendría un mayor efecto positivo. El papel de la Agencia Andaluza de la Energía en el proyecto Andalucía ha tenido un papel fundamental en la gestación del proyecto, ya que ha sido la Agencia Andaluza de la Energía el organismo que lo ha ideado, seleccionado a los socios para conformar el consorcio y coordinado la propuesta. La Agencia Andaluza de la Energía va a liderar este proyecto gracias a su experiencia y trayectoria en la gestión de programas como el de Construcción Sostenible, a través del cual se han propiciado más de 36.000 actuaciones de eficiencia energética y aprovechamiento de las energías renovables en edificios ubicados en Andalucía y que ha tenido como resultado la popularización del uso eficiente de la energía en la sociedad. Dicho programa fue galardonado con el Premio Regiostars 2015, otorgado por la Comisión Europea para reconocer los proyectos más innovadores cofinanciados por los fondos de cohesión de la Unión Europea y que son un ejemplo de buenas prácticas. El proyecto BUILD2LC también se enmarca dentro de las líneas de actuación del Plan Integral de Fomento para el Sector de la Construcción y Rehabilitación Sostenible de Andalucía, Horizonte 2020, aprobado en To achieve its objective, the BUILD2LC project has identified the following thematic bases: • Encouraging demand and promoting investment in building refurbishment. • Strengthening competitiveness by the corporate fabric of the construction sector. • Improving the labour capabilities of the construction sector to take advantage of new market niches such as the energy refurbishment of buildings. • Promoting innovative solutions, stimulating innovative public purchase, as well as cooperation between companies and expert agents such as technological centres and research groups. • Removing the barriers that hinder the refurbishment of buildings, particularly those of a regulatory or administrative nature. BUILD2LC also pays special attention to the measures destined for vulnerable groups that are or could be affected by energy poverty, and on which energy refurbishment would have heightened positive effect. The role of the Andalusian Energy Agency in the project Andalusia has played a key role in the development of the project, given that the Andalusian Energy Agency (AEA) was the entity behind its creation, selecting the partners to form the consortium and coordinating the budget. The AEA heads up this project thanks to its experience and track record in the management of programmes such as the Sustainable Building programme, through which it has fostered over 36,000 energy efficiency actions, making use of renewable energy in buildings situated in Andalusia and resulting in the widespread efficient use of energy in society. This programme won the Regiostars 2015 Award, presented by the European Commission that recognises the most innovative projects co-funded by the EU cohesion funds and that offer examples of good practices. The BUILD2LC project also forms part of the action lines of the Integrated Development Programme for the Construction and Sustainable Refurbishment Sector, Horizon 2020, approved EUROPE’S BUILD2LC PROJECT FOR THE ENERGY REFURBISHMENT OF BUILDINGS The overall aim of the BUILD2LC project, Boosting Low Carbon Innovative Building Rehabilitation in European Regions, is to increase the energy refurbishment of buildings to reduce energy consumption and consolidate a market of specialist companies linked to this sector. With a budget of €1,658,987, of which 83.4% is funded by the European Commission via ERDF Funds, it falls within the INTERREG EUROPE 2014-2020 Programme, specifically forming part of Theme 3, “Supporting the shift towards a low carbon economy in every sector”. PROYECTO EUROPEO BUILD2LC SOBRE REHABILITACIÓN ENERGÉTICA DE EDIFICIOS El objetivo general del proyecto BUILD2LC, Boosting Low Carbon Innovative Building Rehabilitation in European Regions (Impulso a la rehabilitación innovadora baja en carbono de edificios en regiones europeas) es incrementar la rehabilitación energética de edificios para reducir el consumo de energía y consolidar un mercado de empresas especializadas vinculado a este sector. Con un presupuesto de 1.658.987 euros, el 83,4% del mismo aportado por la Comisión Europea a través de Fondos FEDER, se enmarca dentro del Programa INTERREG EUROPE 2014-2020, integrándose concretamente en el objetivo temático 3, que es“Apoyar el cambio hacia una economía baja en carbono en todos los sectores”.
