We were accompanied at the inauguration by Sara Aagsen, Spanish Secretary of State for Energy. At the ceremony, she announced that an outstanding aspect of the contingency plan being developed by the government in response to the current energy situation included bringing forward implementation of the system of guarantees of origin for renewable gases, ratified in May, 2022. She went on to point out that the review of the NECP would see an increase in the current 2030 renewable gas target of 10 TWh, given Spain’s great potential in this area. The new Spanish legislation will also transpose the sustainability and greenhouse gas emission reduction criteria of EU legislation for solid biomass and biogas, biofuels and bioliquids for transport, electricity, heating and cooling. It will also incorporate the EU biofuel energy mix targets due to come into force in 2023, which stipulate that biofuel must account for 12% of total consumption by 2026. The new guarantees of origin - similar to those already in place for electricity produced from renewables – mean that every MWh of 100% renewable gas will be accompanied by the issuance of a guarantee of origin with information on where, when and how the gas was produced. These guarantees will add value in terms of commercialisation and promoting the consumption of renewable gas, with all the associated environmental benefits. Renewable gases and hydrogen can play a key role in reducing CO2 emissions, promoting greater control of the waste we produce and fostering rural development and energy self-sufficiency. Spain has great potential in this field, especially with respect to hydrogen. However, the development of this new industry must be promoted decisively and without delay in order to avail of this great potential. It is vital to take full advantage of these economic, industrial, employment and innovation opportunities in order to generate wealth, quality employment and longterm competitiveness. Let us seize the opportunity afforded by renewable, low-carbon gases. n Síguenos en | Follow us on: www.futurenviro.es | Julio-Septiembre July-September 2022 5 Esperanza Rico Directora EL NECESARIO IMPULSO A PROYECTOS DE GASES RENOVABLES, EN LA BÚSQUEDA DE LA INDEPENDENCIA ENERGÉTICA Al cierre editorial de este número acudíamos a Valladolid para estar presentes en la segunda edición del Salón del Gas Renovable y el 15º Congreso Internacional de Bioenergía y acompañamos en la inauguración a Sara Aagsen, Secretaria de Estado de Energía, donde anunció que dentro del plan de contingencia que está elaborando el gobierno en respuesta a la situación energética actual, destaca la aceleración de la puesta en marcha del sistema de garantías de origen para los gases renovables que se aprobó en mayo de 2022. Además, ha asegurado que la revisión del PNIEC ampliará los objetivos de 10 TWh establecidos actualmente para el gas renovable a 2030, visto el gran potencial de nuestro país. La norma también incorpora al ordenamiento jurídico interno los criterios de sostenibilidad y de reducción de emisiones de gases de efecto invernadero de la normativa comunitaria para la biomasa sólida y el biogás, los biocarburantes y los biolíquidos para transporte, usos eléctricos, calefacción y refrigeración, así como los objetivos de penetración de los biocarburantes a partir del año 2023, que deberán alcanzar el 12% del consumo en 2026. Gracias a las nuevas garantías de origen –similares a las ya existentes para la electricidad producida con renovables– cada MWh de gas 100% renovable dará lugar a la emisión de una garantía de origen con información sobre dónde, cuándo y cómo se produjo el gas. En consecuencia, las garantías le aportarán un valor añadido a la hora de comercializarlo que fomentará su consumo, con el consiguiente beneficio ambiental. Los gases renovables y el hidrógeno pueden tener un papel clave en la reducción de emisiones de CO2, así como en promover un mayor control de los residuos que se generan y fomentar el desarrollo rural y la autosuficiencia energética. España cuenta con un gran potencial en este terreno, especialmente con el hidrógeno, pero para ello hay que impulsar el desarrollo de esta nueva industria de forma decidida y sin mayor demora. Maximizando las oportunidades económicas, industriales, laborales, y de innovación, que generen riqueza, empleo de calidad y competitividad a largo plazo.
