Y no es para menos. El broche de oro a 2022 lo pondrá la aprobación del esperado Real Decreto de Envases y Residuos de Envases que determinará un nuevo contexto para los gestores de residuos. Pero esta normativa no ha sido la única protagonista del año. Este 2022 también hemos dado la bienvenida a la Ley de Residuos y Suelos Contaminados y sobre la mesa tenemos otros dos textos importantes para el sector como la Revisión del Reglamento Europeo de Traslado de Residuos y la Directiva Marco de Residuos. Con todo esto, ¿quién puede decir a estas alturas que 2022 no ha sido un año clave para nuestra industria? Estamos en la recta final de año y toca hacer balance. Y, si echamos la vista atrás, veremos que ha habido un tema recurrente los últimos meses: la normativa. La tenemos para todos los gustos: europea, nacional, autonómica… Alguna más armónica, otra más contradictoria, y en Repacar hemos permanecido atentos a todas ellas. Próximo destino: neutralidad climática El objetivo de la Unión Europea de lograr una economía circular para 2050 ha puesto el acelerador en muchas cuestiones que, aunque no estaban “aparcadas”, no se estaban desarrollando a la velocidad adecuada. De este modo, y teniendo en cuenta el papel clave de nuestra cadena de valor en la consecución de este objetivo, en los últimos meses se han acelerado diferentes textos que cambiarán el contexto en el que los gestores de residuos desempeñan su actividad. Y es que, con un futuro a corto y medio plazo bastante incierto, es necesario, hoy más que nunca, que las nuevas normativas estén a la altura. El Real Decreto de Envases y Residuos de Envases se aprobará para final de año En este sentido, este 2022 recibimos en nuestro país a dos pesos pesados. Y es que, tras la entrada en vigor de la Ley de Residuos y Suelos Contaminados el pasado mes de abril, la siguiente normativa importante que llegará es el Real Decreto de Envases y Residuos de Envases, que tendrá que aprobarse antes de final de año si queremos cumplir con los hitos marcados por el Plan de Recuperación y poder recibir los fondos europeos. Destacar que el texto fue enviado a la Comisión Europea para su revisión el pasado mes de mayo y que ésta remitió recientemente un dictamen circunstanciado que debe resolverse, así como una serie de observaciones, al entender que había diferentes aspectos del proyecto de real decreto que podían ir en contra de las normas del mercado común europeo. La industria del reciclaje de residuos genera más de 350.000 empleos en Europa Si ponemos la vista en Europa nuestra industria tiene un gran peso. Más de 5.500 empresas centran su actividad en el reciclaje de residuos, generando más de 350.000 empleos directos. Que Europa cuente con una industria del reciclaje fuerte no solo es bueno para nuestra economía, sino también para nuestra sostenibilidad. The jewel in the crown of 2022 will be the ratification of the long-awaited Royal Decree on Packaging and Packaging Waste, which will create a new context for waste managers. But this legislation has not been the only highlight of the year. 2022 has also seen the passing of the Waste and Contaminated Land Act and two other important pieces of legislation for the sector are also on the table: the Review of the European Waste Shipment Regulation and the Waste Framework Directive. Given all this legislative activity, who can claim that 2022 has not been a key year for our industry? We are in the final stretch of the year and it is time to take stock. And, if we look back, we can see that there has been a recurring theme in recent months: legislation. And there is something for everyone: European, national, regional... Some pieces of legislation are more harmonious, others more contradictory, and at Repacar, we have been constantly monitoring all of it. Next stop: climate neutrality The European Union’s goal of achieving a circular economy by 2050 has put the foot on the accelerator in many areas, which, although they had not been “parked”, were not being worked on with adequate speed. Thus, and bearing in mind the key role of our sector’s value chain in achieving this objective, recent months have seen accelerated progress in legislation that will change the context in which waste managers carry out their activity. The uncertainty of the short- and medium-term scenario makes it more vital than ever for the new legislation to be of the required quality. Royal Decree on Waste and Waste Packaging to be passed by the yearend Spain will welcome two heavyweight pieces of legislation in 2022. Following the entry into force of the Waste and Contaminated Land Act in April, the next important legislation to arrive will be the Royal Decree on Packaging and Packaging Waste, which will have to be ratified before the end of the year if we are to meet the milestones set out in the Recovery Plan and be in a position to receive European funds. It should be noted that the draft Decree was submitted to the European Commission for review last May and that the Commission recently gave a detailed opinion that must be taken on board. The Commission also made a number of observations, taking the view that different aspects of the draft legislation may go against the rules of the European common market.
