In Spain, water resource availability could fall by 40% in some of the climate change scenarios proposed by the experts, who point out that most of the impacts of this climate emergency are water-related. Climate change has led to a scenario of global water scarcity and droughts of great concern in different countries around the world, including Spain, and much of Europe. Adapting to this situation of scarcity, which goes beyond specific periods of drought, requires an urgent search for solutions that focus on efficiency throughout the entire water cycle and the prioritisation of uses. A commitment to the digitalisation of water management and treatment, and irrigation, as well as to the use of reclaimed water, is vital if this is to be achieved. Also of vital importance is the search for, study and management of groundwater, which is key to tackling climate change and the water emergency, especially in the Mediterranean area and southern Europe. Groundwater constitutes “the most important reserves of fresh water on the planet”. At the end of July, the Spanish Cabinet, on the proposal of the Ministry for Ecological Transition and Demographic Challenge (MITECO), ratified the Strategic Guidelines onWater and Climate Change. The Climate Change Act envisages the purpose of this key document as being to establish the guidelines and measures in water planning and management needed to increase Spain’s resilience to global warming between now and 2030. The measures proposed include the recovery, restoration and protection of rivers, lakes, aquifers and wetlands, increasing water security, improving sanitation and wastewater treatment in urban areas, combating diffuse pollution and enhancing flood and drought risk management. En España la disponibilidad de recursos hídricos podría reducirse en un 40% en algunos de los escenarios de cambio climático que plantean los expertos, que apuntan que la mayor parte de los impactos de esta emergencia climática están relacionados con el agua. El cambio climático ha generado un escenario de escasez hídrica mundial que está produciendo una sequía preocupante en diferentes países del mundo, incluyendo España y buena parte de Europa. Adaptarse a esta situación de escasez, que va más allá de momentos puntuales de sequía, requiere una búsqueda urgente de soluciones centradas en la eficiencia en todo el ciclo integral del agua y en la priorización de usos. Para todo ello, es vital la apuesta por la digitalización del sector de la gestión y tratamiento de agua y del riego, así como el uso del agua regenerada. Destacar también el estudio, búsqueda y gestión de las aguas subterráneas, claves para hacer frente al cambio climático y a la emergencia hídrica sobre todo en las zonas del Mediterráneo y sur de Europa. Las aguas subterráneas representan “las reservas más importantes de agua dulce en el planeta. A finales de julio, el Consejo de Ministros, a propuesta del Ministerio para la Transición Ecológica y el Reto Demográfico (MITECO), aprobaba las Orientaciones Estratégicas sobre Agua y Cambio Climático, un documento clave previsto por la Ley de cambio climático para establecer directrices y medidas en planificación y gestión del agua en España que incrementen la resiliencia del país frente al calentamiento global con un horizonte temporal que mira al año 2030. Entre las medidas planteadas destacan la recuperación, restauración y protección de los ríos, lagos, acuíferos, y zonas húmedas, el incremento de la seguridad hídrica, la mejora del saneamiento y depuración en las aglomeraciones urbanas; la lucha frente a la contaminación difusa o el avance en la gestión del riesgo de inundaciones o sequías.
