FuturENVIRO PROYECTOS,TECNOLOGÍAYACTUALIDADMEDIOAMBIENTAL | ENVIRONMENTALPROJECTS,TECHNOLOGYANDNEWS Número 90 • Mayo-Junio 2022 | Issue 90 • May-June 2022 CIRCULAR ECONOMY TO ACCELERATE THE TRANSITION TO A MORE EFFICIENT AND SUSTAINABLE PRODUCTION SYSTEM In early March, on the proposal of the Ministry of Ecological Transition and Demographic Challenge (MITECO), the Spanish Cabinet ratified the Circular Economy Strategic Project for Economic Recovery and Transformation (PERTE). The Project seeks to accelerate the transition to a more sustainable production system with greater efficiency in the use of raw materials. The goal is to meet the 2030 targets set out in the Spanish Circular Economy Strategy and make Spain an international benchmark in waste management, recycling and reuse. The Circular Economy Strategic Project also seeks to make industrial sectors and business in general more competitive, and to ensure greater strategic autonomy for the country in a context of great international uncertainty. The Strategic Project is particularly committed to three fundamental objectives in terms of achieving the transition to the Circular Economy in Spanish industry: promoting eco-design to make products more durable and repairable from the outset, thereby reducing waste production; improving waste management through treatment plants that increase reuse, recycling and the incorporation of recovered raw materials into the production of new goods; and promoting digitalisation associated with these two objectives to enhance innovation and competitiveness in all sectors of industry. In order to achieve these objectives, the Project includes aid packages of 492 million euros and will result in public and private investment of over 1,200 million euro between now and 2026. The Strategic Project is composed of 18 instruments distributed into two lines of action: initiatives in key sectors, with a total a budget of 300 million, and cross-cutting initiatives to promote the Circular Economy in business, for which a budget of 192 million euros will be allocated. The first of these two lines has a budget of 300 million euros and is designed to drive the implementation of circular schemes in Spain, particularly in three specific industries facing serious sustainability challenges: textile/fashion, plastics and renewable energies. Have a great summer everybody! n Síguenos en | Follow us on: www.futurenviro.es | Mayo-Junio May-June 2022 5 Esperanza Rico Directora ECONOMÍA CIRCULAR PARA ACELERAR LA TRANSICIÓN HACIA UN SISTEMA PRODUCTIVO MÁS EFICIENTE Y SOSTENIBLE A primeros de marzo, el Consejo de Ministros, a propuesta del Ministerio para la Transición Ecológica y el reto Demográfico (MITECO), aprobaba el Proyecto Estratégico para la Recuperación y Transformación Económica (PERTE) de Economía Circular, un plan destinado a acelerar la transición hacia un sistema productivo más eficiente y sostenible en el uso de materias primas que pretende dar cumplimiento a los objetivos contenidos en la Estrategia Española de Economía Circular para el año 2030 y posicionar a España como referente internacional en la gestión, reciclaje y reutilización de residuos. El PERTE de Economía Circular busca asimismo incrementar la competitividad de los sectores industriales y la empresa en general, y asegurar una mayor autonomía estratégica del país en un contexto de alta incertidumbre internacional. El PERTE apuesta por los tres objetivos fundamentales para el avance de la Economía Circular en la industria española: el fomento del ecodiseño de los productos para hacerlos más duraderos y reparables desde su mismo origen, reduciendo los residuos; la mejora de la gestión de residuos mediante plantas de tratamiento que incrementen la reutilización, el reciclado y la incorporación de materias primas recuperadas en la producción de nuevos bienes y el impulso de la digitalización vinculada a ambos objetivos, que permitirá mejorar la competitividad e innovación del tejido industrial en cualquier sector. Para lograr estos objetivos, el PERTE fija ayudas de 492 M€ y movilizará recursos superiores a los 1.200 M€ entre inversión pública y privada que se desarrollarán desde este año y hasta 2026. En esta línea, el plan se compone de 18 instrumentos distribuidos en dos líneas de acción: actuaciones en sectores claves, que cuentan con un presupuesto de 300 M€ y actuaciones transversales para impulsar la economía circular en la empresa, dotada con 192 M€. La línea de actuación financiada con 300 M€, es un instrumento diseñado para impulsar la implantación de esquemas circulares en nuestro país, en particular en tres industrias específicas que abordan serios retos de sostenibilidad: la industria textil y de la moda, la industria del plástico y el sector de las energías renovables.
