The global event will be held in Madrid and the emphasis will be on the urgency of adopting policies and measures at local, regional and global levels to prevent the worst effects of desertification. Between 1900 and 2019, droughts impacted 2.7 billion people in the world, and caused 11.7 million deaths. Current forecasts estimate that droughts may affect over three-quarters of the world’s population by 2050. Desertification greatly affects Mediterranean Spain. According to data from the National Action Programme to Combat Desertification, 74% of Spain is susceptible to being affected by this process, with over 9,000,000 hectares classified as having a high or very high risk of desertification. It is urgently necessary to create a framework of actions and measures to promote integrated territorial planning and management, as well as to reinforce the role of sustainable management and use of the earth’s resources in the fight against water scarcity. It is also important to make progress in the area of urban water cycle digitalisation. Implementing new technologies and IT tools in water management and increasing knowledge of the uses and demands on the resource are the main goals of the Strategic Project for Economic Recovery and Transformation (PERTE) on the Digitalisation of the UrbanWater Cycle. This project was ratified by the Spanish Cabinet on March 22. The call for digitalisation projects, with a total budget of €200 million, is also at an advanced stage and is expected to be published over the summer. Legislative enhancements are also in the pipeline in the form of theWater Act, PublicWater Domain Regulations and the transposition of the DrinkingWater Directive. Firm steps are now being taken towards water sector digitalisation. This will lead to improved governance and transparency, increased efficiency, a reduction in water losses in supply networks and progress in terms of meeting the environmental targets set out in the River Basin Management Plans and international regulations. La celebración mundial del evento, que tendrá lugar en Madrid, estará centrada en la urgencia de adoptar políticas y medidas a escala local, regional y global para evitar los peores efectos de la desertificación. El lema elegido este año es Superando juntos las sequías. Entre 1900 y 2019 las sequías afectaron a 2.700 millones de personas en todo el planeta y provocaron 11,7 millones de muertes. Según las previsiones actuales, para 2050 las sequías podrían afectar a más de tres cuartas partes de la población mundial. La desertificación afecta enormemente a la España mediterránea, según datos del Programa de Acción Nacional de Lucha contra la Desertificación, el 74% de nuestro territorio es susceptible de ser afectado por este proceso. De esta superficie, algo más de 9.000.000 hectáreas están catalogadas como zonas con un riesgo alto o muy alto de desertificación. Es urgente y necesario, crear un marco de actuaciones y medidas para fomentar la planificación y organización integrada del territorio y reforzar el papel de la gestión y uso sostenible de los recursos de la tierra, en la lucha contra la escasez hídrica. Es importante avanzar hacia la digitalización del ciclo del agua, incorporar nuevas tecnologías y herramientas de información en la gestión hídrica y aumentar el conocimiento de los usos y demandas del recurso que son, por otra parte, los principales objetivos del PERTE de Digitalización del Ciclo del Agua, aprobado en Consejo de ministros el pasado 22 de marzo. También está ya muy avanzada, y espera publicarse a lo largo del verano, la convocatoria para proyectos de digitalización, con un importe total de 200 M€, además de las mejoras normativas tanto en la Ley de Aguas como en el Reglamento de Dominio Público Hidráulico o la nueva transposición de la directiva de aguas potables. El sector del agua está ya dando pasos firmes hacia una digitalización del sector, lo que permitirá mejorar su gobernanza y transparencia, aumentar su eficiencia, reducir las pérdidas en las redes de suministro y avanzar en el cumplimiento de los objetivos ambientales marcados por la planificación hidrológica y las normativas internacionales.
