El SCRAP será multimaterial (papel cartón, metal, plástico, madera, etc.), y sus objetivos se focalizarán en organizar y financiar la gestión de los envases industriales y comerciales bajo las premisas de impulsar la circularidad y el reciclado con la máxima eficiencia. Será una solución para todos los tipos de envases industriales y comerciales, ya sean de un solo uso o reutilizables puesto que está orientada a la circularidad y la eficiencia en la gestión de estos residuos de envases. Además supondrá una ventaja competitiva para las empresas adheridas de cara a sus clientes. Arranca la constitución del SCRAP con el apoyo y participación de más de 140 empresas. Todavía pueden seguir uniéndose más empresas. Tras unos meses dando a conocer el proyecto del SCRAP a nivel empresarial, son ya más de 140 empresas de los plásticos, la química, y el caucho las que se han unido para la constitución del SCRAP, al entenderlo cómo la forma más eficaz y eficiente de cumplir con la nueva obligación RAP. La entrada en vigor de la legislación está cada vez más próxima, y por tanto el desarrollo del SCRAP debe que avanzar a ritmo rápido para que las empresas cuenten a tiempo con una respuesta y solución a sus obligaciones. El SCRAP se encuentra ya en la fase de constitución para trabajar en varios aspectos: • Constitución de la entidad jurídica del SCRAP. • Estudio y definición: con el análisis de los envases puestos en el mercado por las empresas adheridas y la gestión realizada de los residuos de envases por los clientes. Así se podrá establecer cómo será la operativa y estar preparados para en cuanto salga publicado el RD de envases presentar la solicitud de autorización. • Creación de la identidad de marca del SCRAP Todavía es posible unirse al proyecto SCRAP. Ventajas para las empresas: más que el cumplimiento legal Si bien el proyecto SCRAP sigue avanzando, todavía se pueden seguir uniendo empresas y así participar desde el inicio porque todo son ventajas: • Las empresas que se unen, pasan a formar parte de un grupo de organizaciones comprometidas a apoyarse mutuamente con el objetivo de cumplir con las obligaciones que la ley les impondrá en poco más de un año. • Formar parte de la fase de estudio que analizará los envases puestos en el mercado y su gestión de cada empresa adherida al proyecto, asegurándose así la empresa que su casuística estará cubierta por el SCRAP. • Dado que el proyecto abarca a todo tipo de envase industrial y comercial, se verán beneficiadas las empresas que presenten sus productos en cualquier tipo de material ( papel, cartón, metal, plásticos, etc..) y tanto si son envases de un solo uso o reutilizables. • La empresa se asegura estar incluida en la solicitud de autorización del SCRAP, garantizando así el cumplimiento de la obligación legal de la RAP. Podrá pre-sentar en certificado de SCRAP cuando se inscriba en el Registro del MITERD. Some European countries, such as Belgium and Germany, already have PROs for industrial and commercial packaging. However, in Spain, no PROs have as yet been set up for this type of packaging (except for packaging of agricultural products such as pesticides and fertilizers). Therefore, the plastics, chemical and rubber sectors are promoting a project led by CICLOPLAST, with the support and participation of ANAIP, ANAPE, FEIQUE, FEDEQUIM, AEFAA, AFAQUIM, AIMPLAS, AEQT, AECQ, ANARPLA, ANFFECC, ANQUE, CONSORCIO DEL CAUCHO and other sectoral associations to create a PRO for industrial and commercial packaging in order to help companies and facilitate compliance with the new EPR obligation, which, as previously mentioned, is expected to enter into force in September 2023. The PRO will cover multiple materials (paper, cardboard, metal, plastic, wood, etc.), and will focus on organising and financing the management of industrial and commercial packaging with a view to promoting circularity and recycling with maximum efficiency. It will provide a solution for all types of industrial and commercial packaging, be it single-use or reusable, given its goal of circularity and efficiency in the management of this packaging waste. It will also provide a competitive advantage for member companies in the eyes of their customers. The creation of the PRO is now underway and has the support and participation of over 140 businesses. Other companies can still opt to join. Following a number of months of providing information on the PRO to businesses, over 140 plastics, chemical and rubber companies have now joined the process of setting it up, seeing it as the most effective and efficient way to comply with the new EPR legislation. The new legislation will soon come into force, meaning that the PRO will have to be developed rapidly to provide companies with a response and solution to achieve compliance with their obligations prior to the deadline. The PRO is currently being set up so that work can commence in a number of areas: • Establishment of the PRO as a legal entity • Study and definition: including analysis of the packaging placed on the market by member companies and the management of packaging waste by customers. This will make it possible to establish how the PRO will operate and enable the application for authorisation to be submitted as soon as the RD on packaging is published. • Creation of the PRO brand identity: Naming, logo, vision, values, etc... It is still possible to join the PRO project. Benefits for companies: beyond compliance with the legislation Although the PRO project is already underway, companies can still join and thus participate from the beginning, which brings with it many benefits: • Companies that join become part of a group of organisations committed to supporting each other with the objective of complying with the obligations that the legislation will impose on them in a little over a year. • Participating in the study stage, where the packaging placed on the market and how it is managed by each company participating in the project will be analysed, ensures that the specific legal requirements governing the management of each packaging waste type will be covered by the PRO.
