ESPAÑA | SPAIN Canal de Isabel II ha inscrito en el registro territorial de la propiedad intelectual el Sistema Vigía, con el objetivo de garantizarse la titularidad de sus derechos patrimoniales y de explotación. Vigía es la mayor iniciativa de rastreo y alerta temprana de la COVID -19 que, hasta la fecha, se ha desarrollado en España, por el amplio número de puntos de muestreo (289) como por la población estudiada: el sistema cubre los 179 municipios de la región, con 6,8 millones de habitantes. Vigía está integrado por dos componentes fundamentales: por un lado, el protocolo de toma de muestras y su análisis fisicoquímico y genómico; y por el otro, el análisis de los resultados y su posterior comunicación, tanto a las autoridades sanitarias de forma diaria como semanalmente a la población en general. Desde su puesta en marcha, en julio de 2020, Vigía se ha convertido en un elemento eficaz para la gestión de la pandemia por parte de las autoridades sanitarias y ha logrado adelantar las 6 olas de la enfermedad en la región. El registro de los derechos de propiedad intelectual afianza la relevancia de este proyecto que, por sus dimensiones y población estudiada, le confieren que sea un caso singular en el mundo. El registro como obra científica implica que Canal de Isabel II sea titular en exclusiva de todos los derechos patrimoniales del Sistema Vigía: este conjunto de derechos está integrado por los derechos de reproducción, distribución, comunicación pública, y transformación. Cada semana, y mediante toma de muestras en pozos y depuradoras, Canal de Isabel II rastrea al 100 % de la población: desde su puesta en marcha se han realizado más de 25.000 análisis, cuyos resultados, analizados estadísticamente, se han puesto a disposición de las autoridades sanitarias para anticiparse a la todas las olas de la pandemia. El sistema ofrece información temprana que permite a las autoridades sanitarias mejorar sus estrategias de control epidemiológico. Vigía: Una herramienta reconocida internacionalmente El Sistema Vigía ha despertado el interés de instituciones como las Naciones Unidas o la Unión Europea; de eventos médicos como el World Pandemics Forum; de decenas de medios de comunicación nacionales e internacionales; de delegaciones internacionales y de publicaciones científicas tan relevantes como The Lancet o Environmental Research, entre otras. Asimismo, recientemente, Canal de Isabel II ha sido elegida por el programa EU-WOP para desarrollar el Sistema VIGÍA de rastreo, monitorización y alerta temprana de COVID-19 en las aguas residuales en las áreas metropolitanas de Lima y Callao, que congregan más de nueve millones de habitantes (el 30 % de la población de Perú) y que gestiona la empresa estatal peruana Sedapal. Canal de Isabel II has registered the Vigía System in the Madrid intellectual property registry, in order to guarantee recognition of the ownership and operating rights for this asset. Vigía is the largest COVID-19 tracking and early warning system developed in Spain to date, in terms of both the number of sampling points (289) and the population studied. The system covers the 179 municipalities of the region, which have a total population of 6.8 million. Vigía is composed of two fundamental components: the protocol for sample-taking and the physicochemical and genomic analysis of these samples; and analysis and communication of the results to the health authorities on a daily basis and to the general public on a weekly basis. Since its launch in July 2020, Vigía has played an effective role in the management of the pandemic by the health authorities and has provided an early warning of the 6 waves of the virus in the region. The registration of intellectual property rights reinforces the significance of this project which is the only one of its kind worldwide in terms of size and the population studied. The registration of Vigía as a scientific work means that Canal de Isabel II has exclusive ownership rights of the system, including rights of reproduction, distribution, public communication and transformation. In Madrid, sampling in wells and wastewater treatment plants enables 100 % of the population to be screened every week. Since the implementation of the system, over 25,000 analyses have been carried out. Subsequently, the statistically analysed results have been made available to the health authorities to provide early warning of all the different waves of the pandemic. The system provides early data to allow health authorities to improve their epidemiological control strategies. Vigía: An internationally acknowledged tool The Vigía system has aroused the interest of institutions such as the United Nations and the European Union; of medical events such as theWorld Pandemics Forum; of dozens of national and international media; of international delegations; and of prestigious scientific publications such as The Lancet and Environmental Research, amongst others. Moreover, Canal de Isabel II was recently selected by the EUWOP programme to develop the VIGÍA System for tracking, monitoring and early warning of COVID-19 in the wastewater systems of the metropolitan areas of Lima and Callao, which have more than nine million inhabitants (30 % of Peru’s population). These systems are managed by Peruvian stateowned company Sedapal.
