Aumentar la materia orgánica de nuestros suelos es, de largo, el mecanismo más eficiente para secuestrar carbono, pudiendo llegar a generar huellas de carbono negativas. Por otro lado, vivimos en una sociedad cada vez más concienciada por los efectos ambientales de nuestra producción ganadera. La ganadería ha multiplicado la producción de carne de cerdo en España, mientras España sigue incumpliendo sostenidamente la normativa europea sobre contaminación del aire y del agua proveniente de los desechos agroganaderos. El biogás tiene mucho que decir aquí, y convertirse en una herramienta fundamental para la sostenibilidad del sector agroganadero. Pero seamos realistas: estos problemas (dependencia energética del exterior, la gestión de los purines, los incumplimientos de emisiones, etc.) no son nuevos. Llevan muchos años produciéndose en España. AEBIG desde sus inicios ha postulado al biogás como herramienta necesaria para la solución de los mismos. Y hemos asistido a cómo en Europa se ha hecho una apuesta clara por el biogás, mientras la Administración española ha tenido desde siempre una actitud excesivamente poco proactiva al respecto. Se ha de buscar soluciones y afrontar decisiones más valientes y decididas desde los departamentos de agricultura, medio ambiente y energía de nuestros respectivos ministerios. Se ha contemporizado demasiado con la gravedad de los problemas y se han ignorado las soluciones que el biogás ofrece. Existe un cierto desasosiego en el sector con respecto a la visión actual de la Administración. El recientemente publicado borrador de la Hoja de Ruta del Biogás ha resultado decepcionante, tanto por la falta de concreción de los mecanismos de incentivos como por lo limitado de los objetivos de producción. A su vez, todavía no está aprobado un mecanismo que permita crear un mercado nacional de biometano en España ni un sistema de certificación de Garantías de Origen (GdOs) “prometidas” para el primer trimestre de 2022. Hay varios borradores en curso, pero a día de hoy, una empresa española no puede comprar biometano y que le sean correspondientemente computadas las emisiones capturadas por una planta de biogás en España. Respecto a las prometidas ayudas europeas, en los PERTEs que se están aprobando parece que tenga mucho mayor peso el hidrógeno que el biometano. Es bueno apoyar una tecnología innovadora y con potencial como es el hidrógeno, pero a día de hoy es todavía excesivamente inmadura y de costes aún demasiado elevados. Por ello es todavía mejor apoyar con intensidad el biometano. Cada euro invertido por la Administración en biogás tendrá un efecto social, medioambiental y energético inmediato, testado y cuantificable. Esperemos que el Gobierno de España le dé por primera vez en la historia la visibilidad al biogás que sí ha tenido en otros países europeos desarrollados. are produced by manure management and livestock digestion. The potential of biogas to capture methane from livestock is well known, but the potential of these projects to increase CO2 sequestration in soils by promoting organic fertilisation from digestate is less well known. Increasing the organic matter in our soils is by far the most efficient mechanism for sequestering carbon, and it has the potential to generate negative carbon footprints. Moreover, we live in a society that is increasingly aware of the environmental effects of our livestock production. Livestock farming has multiplied the production of pork in Spain, while Spain continues to fail to comply with European regulations on air and water pollution from agricultural waste. Biogas has a lot to contribute here and can become a fundamental tool for the sustainability of the livestock sector. But let’s be realistic: these problems (energy dependency on foreign sources, slurry management, non-compliance with emissions targets, etc.) are not new. They have existed in Spain for many years. From the outset, AEBIG has postulated biogas as a necessary tool to solve these problems. And we have seen how a clear commitment has been made to biogas in Europe, while the Spanish State Administration has always had an excessively unproactive attitude in this respect. Solutions must be sought, and more courageous and decisive decisions must be taken by the departments of agriculture, environment and energy of our ministries. The problems have been taken too lightly and the solutions offered by biogas have been disdained. There is a certain uneasiness in the sector with regard to the current vision of the Spanish State Administration. The recently published draft of the Biogas Roadmap was disappointing, both in terms of the lack of specific incentive mechanisms and the limited production targets. To date, ratification is still pending for a mechanism to create a national biomethane market in Spain and a certification system for Guarantees of Origin (GoOs). This was “promised” for the first quarter of 2022. Several drafts are being worked on, but as of now, a Spanish company cannot buy biomethane and have the emissions captured by a biogas plant in Spain taken into account. Regarding the promised European aid, hydrogen seems to carry far more weight than biomethane in the Strategic Recovery and Transformation Projects (PERTEs) currently being approved. It is good to support an innovative technology with potential such as hydrogen, but at present it is still too immature and the costs associated with it are still too high.
