The event was organised by the Maltese Ministry of Energy, Enterprise and Sustainable Development and the MediterraneanWater Institute, and co-sponsored by the Spanish Ministry for Ecological Transition and Demographic Challenge (MITECO). This forum sets the scene for the 9thWorldWater Forum to be held in Dakar from 21-26 of March 2022. At the Mediterranean forum, Spanish Director General for Water, Teodoro Estrela, highlighted the important role of non-conventional resources in water management in the Mediterranean region and pointed to Spain’s position as European leader in terms of the volume of water reused. The country currently reuses 400 hm3/annum, 50% in agriculture. With regard to desalination, Mr. Estrela emphasised the significant evolution of desalination capacity in Spain since the 1960s, when installed capacity stood at just 1 hm3, compared to the current figure of 950 hm3. He also highlighted the increased use of desalinated water for water supply and agriculture and underlined the importance of the nexus between water and renewable energies for desalination. In addition to reuse, we need to rethink and change the production model in order to reduce water consumption. In this issue of FuturENVIRO, we place special emphasis on wastewater management and treatment, desalination, water footprint, efficient irrigation, smart agriculture and the development of projects and products geared towards more efficient and more eco-friendly SmartWater. In light of the climatic scenarios of reduced water availability in the Mediterranean region, Spain must continue striving to achieve greater efficiency in the use of the resource and greater capacity for reuse, as envisaged in the Spanish National Water Treatment, Sanitation, Efficiency, Saving and Reuse Plan (Plan DSEAR), the Circular Economy Strategy and the Third Cycle River Basin Management Plans. This will serve to facilitate water management in Spain over the next six years, in accordance with the principles and strategies of the European Green Deal and climate change adaptation goals. At FuturENVIRO, we are hopeful and confident that the new River Basin Management Plans and the DSEAR Plan will improve water treatment systems, which continues to be a major unresolved issue in Spain. Síguenos en | Follow us on: www.futurenviro.es | Noviembre-Diciembre November-December 2021 5 Esperanza Rico Directora LA REUTILIZACIÓN Y LA DESALACIÓN DEL AGUA PARA HACER FRENTE A LOS DESAFÍOS DEL CAMBIO CLIMÁTICO EN MATERIA DE SEGURIDAD HÍDRICA A primeros de diciembre, tuvo lugar en Malta la cuarta edición del Foro Mediterráneo del Agua, organizado por el Ministerio de Energía, Empresa y Desarrollo Sostenible de Malta y el Instituto Mediterráneo del Agua, y co-patrocinado por el MITECO, una edición preparatoria del 9º Foro Mundial del Agua que se celebrará en Dakar del 21 al 26 de marzo de 2022 con el lema “Seguridad hídrica para la paz y el desarrollo”. En este foro mediterráneo, el Director general del Agua, Teodoro Estrela, puso en valor el importante papel de los recursos no convencionales en la gestión del agua en el Mediterráneo y situó a España como líder europeo en volumen de agua reutilizada, con una cifra actual de 400 hm3/año, de los que un 50% se destina a la agricultura. En cuanto a desalación, D. Teodoro Estela ha resaltado la importante evolución del parque de desaladoras en España desde los años 60, cuando tenían una capacidad de apenas 1 hm3, frente a unos 950 hm3 de capacidad instalada actualmente. Además, hay que destacar el incremento del uso de agua desalada para el abastecimiento y la agricultura y subrayar la importancia del nexo entre el agua y las energías renovables para la desalación. Además de la reutilización, hay que repensar y cambiar el modelo productivo para consumir menos agua. En este número tratamos con especial hincapié, la gestión y tratamiento de aguas residuales, la desalación, la huella hídrica, el riego eficiente, la smart agriculture y el enfoque de proyectos y productos hacía una Smart Water, más inteligente, más eficiente y más respetuosa con el medio ambiente. A la luz de los escenarios climáticos de menor disponibilidad de agua en el arco mediterráneo, España debe seguir avanzando en una mayor eficiencia en el uso del recurso y una mayor capacidad de reutilización, tal y como prevé el Plan DSEAR. La Estrategia de Economía Circular y la Planificación Hidrológica de Tercer Ciclo, que permitirá abordar la gestión del agua en España durante los próximos seis años, en sintonía con los principios y estrategias del Pacto Verde Europeo y con los objetivos de adaptación al cambio climático. Desde FuturEnviro, esperamos y confiamos que la nueva planificación hidrológica y el Plan DSEAR, mejoren los sistemas de depuración, la gran asignatura pendiente en nuestro país.
