También se está trabajando con centros de investigación con el objetivo de mejorar los tratamientos y buscar nuevas fórmulas que contribuyan a mejorar la depuración de las aguas residuales mediante tecnologías más avanzadas y con una mejora de la eficiencia de los sistemas de saneamiento. En el consejo de administración de la ACA del pasado 9 de diciembre de 2021, se ha aprobado la propuesta de convenio marco para mejorar la financiación de los sistemas de saneamiento activos y que están siendo gestionados por lo que se denomina Entidades Locales de Agua (ELAs), administraciones locales públicas que aglutinan la gestión del servicio de varios municipios en una zona concreta. Con este acuerdo, se prevé una mejor optimización de los recursos económicos, con una dotación que se articulará en periodos de cuatro años, garantizando así la correcta explotación de los sistemas de saneamiento, las inversiones necesarias en concepto de reposición y mejoras y las necesidades presupuestarias para llevar a cabo la redacción de proyectos constructivos. La gestión y la mejora del saneamiento de las aguas residuales deben ser acciones constantes, coordinadas y con la máxima transparencia, con el objetivo de mejorar de un modo continuado el estado de las masas de agua. Coordination at local level The wastewater treatment model in Catalonia, which has been developed in recent years, seeks to achieve a better fit and greater coordination with the local community. The commitment is to a decentralised model with the participation of local management bodies in order to achieve the objectives associated with wastewater management and the execution of plans. Work is also being carried out with research centres for the purpose of improving treatment and seeking new formulas that help to improve sanitation through the implementation of more advanced technologies, whilst also improving the efficiency of sanitation systems. On 9 December 2021, the ACA Board of Directors approved a proposal for a framework agreement to improve the financing of active sanitation systems managed by what are known as Local Water Entities (ELAs), which manage the water service of several municipalities in a specific area. The aim of this agreement is to optimise economic resources through budgets designed to cover four-year periods in order to guarantee the correct operation of sanitation systems, the necessary investments in terms of replacement and improvements and the budgetary resources needed to draft construction projects. The management and improvement of wastewater treatment must consist of constant, coordinated actions with maximum transparency aimed at continuously improving the status of water bodies.
