de actuaciones de mejora y ampliación de las instalaciones del complejo de valorización y eliminación de residuos. Esta modificación se aprobó en paralelo al inicio de la renovación de maquinaria prevista en el Contrato inicial, que suponía que una vez cumplido el año 10 desde el inicio de la explotación, se procedería a la renovación de equipos. En la actualidad, ya se ha renovado la maquinaria móvil y con la aplicación de este fondo se ha procedido, en algunos casos a renovación de equipos fijos que se mantienen y también a la modernización de otros equipos, complementariamente al proyecto modificado aprobado. Habiendo procedido el Consorcio a la aprobación del modificado del Contrato con la empresa concesionaria F.C.C. Medio Ambiente S.A.U., y a la aprobación del Proyecto Constructivo que contiene todas las modificaciones contempladas, y una vez resueltos todos los trámites previos, en agosto de 2020 se daba inicio a las obras de modificación del complejo que supondrán una inversión total de 30,3 millones de euros (P.E.C. incluido IVA) y otros 7 millones de euros correspondientes al Fondo de Reposición de maquinaria. Las obras tienen una duración prevista de 18 meses y el compromiso de mantener el tratamiento de residuos durante todo el proceso. 1º) Actuaciones incluidas en el Proyecto para dar cumplimiento a la modificación de la Autorización Ambiental Integrada: instaba a incluir una serie de medidas encaminadas a la reducción de la generación de olores y a la optimización del funcionamiento del proceso de compostaje (aplicación de las Mejores Técnicas Disponibles). Con el fin de dar cumplimiento a esta modificación se plantean las siguientes actuaciones: a) Refuerzo del sistema de aspiración en la Nave de fosos. b) Inoculación de productos microbiológicos al bioestabilizado, con el fin de reducir los episodios que generan olores, así como mejorar el proceso de compostaje. ACTIONS WITHIN THE FRAMEWORK OF THE MODIFICATION OF THE MANAGEMENT PROJECT RATIFIED BY THE CONSORTIUM The official modification of the Integrated Environmental Authorisation in 2016, along with the modification of the 2013 IntegratedWaste Plan of the Autonomous Community of Valencia and the subsequent revision of this plan in 2019, led the Consortium to modify theWaste Management Project, which featured an extensive list of actions for the upgrading and expansion of the waste recovery and disposal complex. The ratification of this modification coincided with the beginning of the replacement of machinery envisaged in the initial contract, which stipulated that the equipment would be replaced 10 years subsequent to the plant going into operation. The mobile machinery has already been upgraded and some fixed equipment has also been replaced. The replacement of this machinery has been financed through the Machinery Replacement Fund. Other equipment has also been upgraded in order to meet the requirement of the modified Management Project. Subsequent to the Consortium’s approval of the modified Contract with the concessionaire, F.C.C. Medio Ambiente S.A.U., and the approval of the Construction Project containing all the modifications envisaged, and once all preliminary procedures had been completed, the works to modify the complex began in August 2020. The project will require total investment of 30.3 million euros (Contract Budget including VAT) and a further 7 million euros from the Machinery Replacement Fund. The works are scheduled to be completed within 18 months and there is a commitment to maintain waste treatment throughout the process. 1) Actions included in the project to achieve compliance with the modification of the Integrated Environmental Authorisation: there was a need to undertake a number of measures to reduce odour generation and optimise the composting process (implementation of Best Available Techniques). The following actions are proposed: a) Enhancement of the suctioning system in the pit building. b) Inoculation of microbial products in the biostabilised waste in order to reduce odour-generating episodes and improve the composting process. c) Installation of automated systems for the composting of selectively collected organic waste (SCOW) as well as part of the organic fraction from the trommel underflows. d) Construction of a new refining building and refined compost storage unit to house the existing refining machinery and create storage space for compost or biostabilised material. e) Expansion of the methanisation building and installation of new conveyor belts for the return of dry pretreatment reject and digestate to biostabilisation. f) Installation of cameras for process, door opening and barometric pressure control in the biostabilisation building. g) Construction of a new building with an enclosed loading gangway for reject bales, in order to keep the bales in a covered building and to enable the lorries that take reject bales to the landfill to be loaded in a covered environment. 2) Actions undertaken to achieve compliance with the updated regulatory framework associated with the Integrated Waste Plan of the Autonomous Community of Valencia: In order to meet the objectives set out in this plan, improvements to the www.futurenviro.es | Julio-Septiembre July-September 2021 54 (CITR) de ‘Las Marinas’, en El Campello, Alicante | ‘Las Marinas’ (CITR) in El Campello, Alicante
