Global Recycling Day was created in 2005 by the United Nations Educational, Scientific and Cultural Organisation (UNESCO) to promote greater responsibility on the part of consumers, those responsible for extracting raw materials and those who transform these materials into consumer goods. Each year, May 17 encourages recycling by reminding us of its benefits, which include reducing the volume of waste, using fewer natural resources, saving water and energy, and reducing pollution. Today, our attention has focused on a seminar entitled “Circular Economy: now is the time”, held in the Real Jardín Botánico de Madrid. At the event, Spanish Deputy Prime Minister and Minister for Ecological Transition and Demographic Challenge, Teresa Ribera, spoke of forthcoming Government initiatives to transform the way we produce, consume and manage our waste. Ribera announced that theWaste and Contaminated Land Bill is to be sent for approval to Parliament. This legislation will replace the 2011 Act and seeks to reduce waste production by 15% prior to 2030, compared to 2010 levels; increase municipal waste recycling rates by five percentage points every five years from 2020; and reduce single-use food containers and plastic cups by up to 70% by 2030. The Act will require selective collection of streams such as biowaste, textiles, bulky household goods, used cooking oils and hazardous household waste. The Deputy Prime Minister concluded her speech by referring to the Recovery, Transformation and Resilience Plan, which includes a specific allocation of €850 M for investment in the circular economy. The aim is to “make up for lost time in terms of investment in waste management and to finance innovative business projects to incorporate circularity into production models”. La Organización de las Naciones Unidas para la Educación, la Ciencia y la Cultura (UNESCO) estableció el Día Mundial del Reciclaje en 2005 con el fin de promover una mayor responsabilidad, tanto por parte de los consumidores, como por quién extrae la materia prima y el que la transforma en un bien de consumo. Para animar al reciclaje, cada 17 de mayo, sirve para recordar algunas de sus ventajas, como la reducción del volumen de residuos, el menor uso de recursos naturales, el ahorro de agua y energía y la reducción de la contaminación, entre otras. Hoy hemos estado muy atentos a la jornada “Economía Circular: el momento es ahora” celebrado en el Real Jardín Botánico de Madrid, dónde la vicepresidenta y ministra para la Transición Ecológica y el Reto Demográfico, Teresa Ribera, ha adelantado las próximas actuaciones del Gobierno para transformar el modo en que producimos y consumimos y, también, cómo gestionamos nuestros residuos. En esta jornada, Ribera ha anunciado que se remitirá a las Cortes el proyecto de Ley de Residuos y Suelos Contaminados, que reemplazará la vigente ley de 2011 y que tiene como objetivos reducir en 2030 un 15% los residuos que generábamos en 2010; incrementar nuestras tasas de reciclado de residuos municipales 5 puntos porcentuales cada 5 años desde 2020; y reducir los recipientes alimentarios y los vasos de plástico de un solo uso hasta un 70% en 2030. Esta Ley exigirá nuevas recogidas separadas como biorresiduos, textiles, enseres voluminosos, aceites de cocina usados y residuos domésticos peligrosos. La vicepresidenta ha acabado su intervención haciendo referencia al Plan de Recuperación, Transformación y Resiliencia, que incluye una dotación específica de 850 M€ para inversiones en economía circular, que deben servir para “recuperar el tiempo perdido en materia de inversiones en gestión de residuos, pero también para financiar proyectos empresariales innovadores para introducir la circularidad en sus modelos de producción”.
