Water meters La necesidad del salto cualitativo en la forma de enfocar los nuevos retos, los cambios normativos y la visión de la asociación nacional de fabricantes de contadores de agua potable. En este nuevo entorno global, los objetivos de la Asociación Española de Fabricantes de Contadores de Agua Potable (ANFAGUA) están todavía más alineados con las necesidades de un mundo con importantes cambios y retos. El crecimiento demográfico, el aumento de la concentración de la población en grandes ciudades en detrimento de las áreas rurales, el cambio climático, la digitalización y nuevas tecnologías, consumidores cada vez más exigentes y mejor informados…Todos estos escenarios refuerzan todavía más la necesidad de una asociación como ANFAGUA. ANFAGUA se creó en el año 1987 y, entre las principales líneas de acción que desde el origen guiaron nuestra labor, destacamos las actuaciones necesarias para promover la correcta medición del agua, hacer labores de divulgación y formación, que favorezcan el mejor conocimiento de la tecnología y la normativa, y la defensa de los intereses tanto de los utilizadores como de los usuarios. Entendiendo el contador de agua como el centro de la gestión de las empresas distribuidoras de agua potable, se hace evidente la necesidad de que todas las acometidas de agua de los usuarios dispongan de estos equipos de medición y que se encuentren en un estado de funcionamiento correcto según lo que marca la normativa. La calidad del contador, el tiempo de uso del equipo, el volumen de agua que ha circulado, las condiciones en que ha trabajado el contador, así como otros condicionantes como la calidad del agua etc., determinan el estado del contador con relación a la precisión en la medida. La necesidad de mantener un parque de contadores en un estado adecuado impulsó la reciente entrada en vigor de un cambio normativo que supuso la derogación de varias normas previas. Esta nueva orden, simplifica y homogeneiza en un solo texto normativo la regulación de los instrumentos sujetos a control metrológico legal y, por tanto, unifica la actuación de los organismos de control responsables de esta tarea. De esta forma, se han derogado distintas órdenes existentes y la normativa actual queda reducida a tres documentos de interés: la Ley 32/2014 de metrología, el Real Decreto 244/2016 y la nueva Orden ICT 155/2020. ANFAGUA was set up in 1987 and outstanding examples of the main lines of action that have guided our work from the outset are the promotion of accurate water metering, dissemination and training to facilitate better knowledge of the technology and legislation, and defending the interests of both clients and users. If we see the water meter as the central pillar of the management systems of drinking water supply utilities, it is clearly vital that all user water connections are fitted with this metering equipment and that it operates correctly in accordance with legislative requirements. The quality of the meter, the length of time it is in operation, the volume of water conveyed, meter operating conditions, and other factors such as such as water quality, etc., determine the status of the meter in terms of accuracy. The need to maintain the complete inventory of meters in an appropriate condition prompted the recent entry into force of a regulatory change that amended several previous regulations. In a single document, the new Ministerial Order simplifies and homogenises the regulation of instruments subject to legal metrological control, thus, unifying the actions of the relevant supervisory bodies. The new Ministerial Order replaces several existing Orders and current legislation features just three documents of interest: Act 32/2014 on metering, Royal Decree 244/2016 and the new ICT Ministerial Order 155/2020. ANFAGUA actively participated in the development and drafting of this legislation. One of the most important aspects of ICT Order 155/2020 relates to the maximum time a meter can be installed. In a simplification of the content of the text, we shall refer to the 12 years specified in the Order as the maximum period that a meter can be in operation prior to being replaced or verified. This will ensure that the average age of all installed meters is within the parameters set out in the regulations, thus providing end users with additional guarantees that the equipment is measuring their consumption correctly. It will also allow correct distribution of the costs passed on to end users, which are associated with the volume consumed.
