Por el contrario, las metas asociadas al objetivo 6 de los ODS, Garantizar la disponibilidad y la gestión sostenible del agua y el saneamiento para todos, sí que tienen en cuenta algunos de los criterios normativos y principios de los derechos humanos al agua potable y al saneamiento (ver el recuadro siguiente), aunque su fiscalización a través de indicadores específicos no se realiza actualmente en todos los casos, por lo que no se puede calibrar los resultados. En este sentido, todavía se ha de avanzar en el cumplimiento de los principios de derechos humanos de asequibilidad, igualdad y no discriminación, en los aspectos asociados a la asequibilidad y en el principio de la realización progresiva mediante el uso de los máximos recursos disponibles. Y el gran reto para la consecución de los ODS es el de su financiación; se estima que el costo de capital total para cumplir las metas 6.1 y 6.2 de los ODS en España es 114.000 millones de dólares al año, sin incluir el costo del fortalecimiento financiero e institucional, que es un requisito previo básico para la sostenibilidad de los servicios. Esa suma es tres veces superior a la inversión actual. En este sentido, viene al caso la cita siguiente de Leo Heller, anterior relator especial de Naciones Unidas para los derechos humanos al agua potable, cuando se han cumplido diez años desde que la Asamblea General de Naciones Unidas reconoció el agua y el saneamiento como derechos humanos, y también faltan diez años para alcanzar los ODS: And the big challenge in terms of achieving the SDGs is financing them; the total capital cost of meeting SDG targets 6.1 and 6.2 in Spain is estimated at $114 billion per annum, not including the cost of financial and institutional strengthening, which is a basic prerequisite for the sustainability of services. This is three times the current investment. In this regard, the following quote from Leo Heller, former UN Special Rapporteur on the human right to safe drinking water, comes to mind, ten years after the UN General Assembly recognised water and sanitation as human rights, and with ten years remaining in which to achieve the SDGs: “The commitments of the 2030 Agenda are a driver to leave no one behind but it will not suffice if countries approach the targets and goals merely as a quantitative exercise, leaving the human rights to water and sanitation to the side. The coronavirus pandemic has taught us that leaving behind the people most in need of water and sanitation services can lead to a humanitarian tragedy. The human rights to water and sanitation must be a priority if we are to build just and humane societies”. Public operators are committed to the human right to water and sanitation and to the tenets of the 2030 Agenda. The coronavirus health emergency is affecting virtually all areas of daily life. This crisis shows more than ever that the collective values of our public water operators, solidarity, cohesion and cooperation, are vital and that ignoring them is a luxury that no one can afford anymore. The crisis is causing an unprecedented economic collapse and the social cohesion that we all desire requires Goal 6. Ensure availability and sustainable management of water and sanitation for all Targets 6.1 By 2030, achieve universal and equitable access to safe and affordable drinking water for all 6.2 By 2030, achieve access to adequate and equitable sanitation and hygiene for all and end open defecation, paying special attention to the needs of women and girls and those in vulnerable situations 6.3 By 2030, improve water quality by reducing pollution, eliminating dumping and minimizing release of hazardous chemicals and materials, halving the proportion of untreated wastewater and substantially increasing recycling and safe reuse globally 6.4 By 2030, substantially increase water-use efficiency across all sectors and ensure sustainable withdrawals and supply of freshwater to address water scarcity and substantially reduce the number of people suffering from water scarcity 6.5 By 2030, implement integrated water resources management at all levels, including through transboundary cooperation as appropriate 6.6 By 2020, protect and restore water-related ecosystems, including mountains, forests, wetlands, rivers, aquifers and lakes 6.A By 2030, expand international cooperation and capacitybuilding support to developing countries in water- and sanitation-related activities and programmes, including water harvesting, desalination, water efficiency, wastewater treatment, recycling and reuse technologies 6.B Support and strengthen the participation of local communities in improving water and sanitation management SUSTAINABLE DEVELOPMENT GOALS Objetivo 6.
