Aquí, un debate clave, será la gestión de la energía hidroeléctrica producida en las mismas y la posible financiación de forma clara por este medio. Esto se puede conseguir tanto con explotación directa (a través de la Confederación correspondiente o de una empresa pública, como ya se hiciera antiguamente con la extinta ENHER) o mediante sistema concesional, a través del pago de los correspondientes cánones. Para poder avanzar, no hay que tener miedo a hablar claramente de infraestructuras (duras y blandas). This could be achieved either by direct operation (through the corresponding River Basin Management Authority or a public company, as was done in the past with the now-defunct national hydroelectric power company ENHER) or by means of a concession system, through the payment of the corresponding fees. In order to move forward, there must be no fear of speaking clearly about infrastructures (hard and soft).
