Es una de las normativas que más va a impactar a nuestro sector y actividad, en la que, entre otras cosas, se desarrollará la aplicación de la Responsabilidad Ampliada del Productor (RAP) a todos los envases y residuos de envases, en base a las nuevas normas comunitarias. Un sistema de reciclado basado en la eficiencia Y es que en un contexto como el que atravesamos es fundamental crear soluciones en vez de problemas. Hablábamos del exceso de burocracia como una de las fugas más importantes de eficiencia para el sector y, ahora, también señalamos a la fragmentación territorial, como otra de ellas. Así, consideramos que este nuevo marco jurídico debe incentivar la responsabilidad de los operadores en la búsqueda de las mejores soluciones y evitar una fragmentación autonómica en los sistemas de gestión que pueda restarle esta eficiencia económica y ambiental. Ley de residuos y suelos contaminados verá la luz el primer semestre del año En el primer semestre del año también esperamos dar la bienvenida a la nueva Ley de residuos y suelos contaminados. Según manifestó recientemente el secretario de Estado de Medio Ambiente, Hugo Morán, en los próximos meses esperan remitir al Consejo de Ministros el nuevo proyecto de Ley de Residuos y Suelos Contaminados con las incorporaciones realizadas en base a las más de 5.000 aportaciones recogidas en la consulta pública. En este sentido, a expensas de conocer el nuevo texto final, desde la Asociación volvemos a enfocarnos en la importancia de aligerar las cargas burocráticas y agilizar las resoluciones de los procedimientos de autorización, así como en la necesidad de definir claramente las competencias de gestión de los residuos. Competencias que deberían gestionarse basándonos en el principio “quien contamina, paga” y sin coste para la sociedad. Aligerar el exceso de carga burocrática que tienen que enfrentar nuestras empresas, agilizar las resoluciones de los procedimientos de autorización y definir claramente las competencias de gestión de los residuos son nuestras máximas demandas sectoriales. Por último, demandamos el establecimiento de diferencias en los cánones de depósito de residuos, en función de si han sufrido o no una operación de valorización previa. Priorizando de este modo la valorización previa frente al depósito en vertedero. Uno de los objetivos comunes y prioritarios de las nuevas normativas es el impulso de la economía circular. Y en este punto, nuestra actividad es crucial, por eso, desde Repacar reivindicamos la importancia y la necesidad de implicar a nuestra industria en el proceso de toma de decisiones. Waste and Contaminated Land Act to see the light of day in the first half of 2021 In the first half of the year, we also expect to welcome the new Waste and Contaminated Land Act. As the Secretary of State for the Environment, Hugo Morán, recently stated, the draft Waste and Contaminated Land Bill is expected to be submitted to the Spanish Cabinet in the coming months. The draft legislation will include the modifications made on the basis of more than 5,000 contributions submitted during the public consultation period. In this regard, pending the new final text, Repacar is once again focusing on the importance of reducing bureaucratic burdens and speeding up authorisation procedures, as well as on the need to clearly define waste management competences. These competences should be administered on the basis of the“polluter pays”principle, with society bearing none of the costs. Finally, we are calling for the establishment of different waste disposal charges, depending on whether or not the waste has undergone a prior recovery operation. The aim is to prioritise recovery over landfilling. Reducing the excessive bureaucratic burden faced by our companies, speeding up authorisation procedures, and clearly definition of waste management competences are the most important demands of our sector. A common and priority objective of the two new pieces of legislation is the promotion of the circular economy. Our activity is crucial in this respect, which is why we at Repacar are highlighting the urgent need to involve our industry in the decision-making process. This is an objective on which we will continue to work, not only for the good of our industry, but also for the good of society as a whole.
