Si las administraciones apuestan con decisión por él y hacen las reformas necesarias en materia de competencias, contratación, inversiones y organización que proclama, supondrá una auténtica revolución en los ámbitos económico-financiero, social y jurídico y, por ende, un fuerte avance en el cumplimiento del mandato constitucional del derecho que todas las personas tienen a disfrutar de un medioambiente adecuado. El Plan Nacional de Depuración, Saneamiento, Eficiencia, Ahorro y Reutilización (Plan DSEAR) apuesta con valentía por mejorar la gestión del ciclo urbano del agua y su repercusión se hará notar en los demás ámbitos del agua. Ha nacido envuelto por una estela de honradez, como se desprende del reconocimiento explícito que hace del incumplimiento de los actuales planes hidrológicos, debido a sus ilusorios programas de medidas, poco maduros. Estamos en sus primeros estadios, ya que su horizonte temporal va más allá de la conclusión del tercer ciclo de planificación hidrológica 2021-2027 y surge para complementar los planes hidrológicos en lo que respecta al ciclo urbano del agua. En todo caso le damos la bienvenida porque supone un paso acertado y decidido para conseguir una regulación actualizada y eficiente del mundo del agua. Si las administraciones apuestan por él y hacen las reformas enmateria de competencias, contratación, inversiones y organización que proclama, supondrá una auténtica revolución en los ámbitos económico-financiero, social y jurídico y un fuerte avance en el cumplimiento del mandato constitucional del derecho de las personas a disfrutar de un medioambiente adecuado. El Plan está concebido con el objetivo de garantizar la gestión sostenible de los recursos hídricos y a tal efecto establece un conjunto de reglas para que se puedan cumplir cada uno de los siete objetivos que diseña; reglas que requieren de reformas legislativas y estructurales sin las cuales tendrá poca utilidad. Es un instrumento de gobernanza con propuestas para la mejora de la depuración, saneamiento y reutilización del agua, complementario al proceso de planificación hidrológica en lo que atañe al ciclo urbano del agua. Se plantea el reto del cumplimiento fiel y en plazo de la Directiva Marco del Agua y para llevarlo a cabo declara que son necesarios programas de medidas realistas, priorizados y completos para lo que establece siete objetivos temáticos: priorizar las medidas definidas en los planes hidrológicos; reforzar la colaboración entre las distintas administraciones públicas; abordar la problemática de las declaraciones de interés general del Estado; mejorar la eficiencia energética en los procesos de depuración y reutilización; mejorar los mecanismos de financiación de las medidas; fomentar la reutilización e impulsar la innovación y la transferencia tecnológica. The Plan is conceived with the objective of guaranteeing sustainable water management and for this purpose establishes a set of rules to enable fulfilment of each of the seven goals it sets. These rules require legislative and structural reforms, without which the Plan would be of little use. The Plan is an instrument of governance with proposals for the improvement of water treatment, sanitation and reuse, and complements the process of hydrological planning with respect to the urban water cycle. It sets the challenge of faithful compliance with theWater Framework Directive within the relevant deadlines and, in order to achieve this, it states that realistic, prioritised and comprehensive programmes of measures are needed.
