posible, y la ilusión de poder contar con los nuevos fondos europeos (denominados en España “Plan de Recuperación, Transformación y Resiliencia”) no solo para devolver al país su economía anterior y su “reconstrucción” sino para intentar transformarlo haciéndolo más sostenible, moderno y digitalizado. En la mayor parte de nuestras empresas se hacen planes y programas para ver como podemos aprovechar estos fondos europeos y se afilan lápices y proyectos con entusiasmo e ilusión, en espera de las mecanismos y herramientas que definan y permitan su aplicación. En este sentido, el agua va a ser un factor clave en esta transición ecológica, digital y sostenible: en España, pese a ser un país muy avanzado en esta área, aún queda mucho por hacer en depuración, reutilización, digitalización, mejoras en las redes (con pocas inversiones en los últimos años), eficiencia energética, uso de renovables, etc. y con especial prioridad para solucionar los incumplimientos de la Directiva Marco en materia de depuración que han conllevado sanciones impuestas por la Unión Europea a España. Una importante herramienta para el cumplimiento de estos objetivos será asimismo el conocido como plan DSEAR (Plan Nacional de Depuración, Saneamiento, Eficiencia, Ahorro y Reutilización) del Ministerio para la Transición Ecológica y el Reto Demográfico, que se encuentra también ahora en periodo de exposición pública y que contribuirá sin duda a la mejora de financiación de infraestructuras, la gobernanza, la mejora de la eficiencia energética, el fomento de la reutilización, transferencia tecnológica e innovación y que esperamos pueda ponerse en marcha cuanto antes. Hablando de innovación, es evidente que esta es imprescindible para que España siga siendo líder internacional en el sector del agua, y también el nuevo programa Horizonte Europa reserva una importante porción de fondos europeos para la investigación y desarrollo en áreas relacionadas con el medio ambiente y el agua, como salud de los mares y aguas costeras y continentales, la adaptación al cambio climático y la digitalización. Por último, no quiero dejar de mencionar otra novedad reciente y que nos hace mucho que pensar acerca del futuro del agua para las próximas décadas: el agua ha comenzado a cotizar en el mercado de futuros de materias primas de Wall Street. Esto se ha producido en Estados Unidos, pero todos sabemos que antes o después, todavía no sabemos muy bien cómo, afectará al mercado del agua en todo el mundo y también nos indica el grado de relevancia que va a tener el agua en el futuro. Por todos estos motivos, nos encontramos en un momento ilusionante pero también desafiante, cuyas oportunidades de inversión no podemos perder y que abren nuevas perspectivas para el crecimiento y futuro de nuestro sector. online sessions of the congress will take place in the first half of 2021 and will be divided into different thematic blocks. The new year comes full of promise: the promise of leaving the pandemic behind us as soon as possible and returning to normality insofar as feasible, and the promise of the availability of new European funds (which will be allocated in accordance with what in Spain is called “The Recovery, Transformation and Resilience Plan”). The plan seeks not just to “reconstruct” and return the country to the previous economic situation but also to attempt to transform the economy to make it more sustainable, more modern and more digital. Water will be a key factor in this ecological, digital and sustainable transition. Despite the fact that Spain is very advanced in this area, there is still much to be done in the areas of wastewater treatment, reuse, digitisation, network enhancement (with few investments in recent years), energy efficiency, use of renewables, etc. And special priority must be given to rectifying non-compliance with the Framework Directive in the area of wastewater treatment, which has resulted in the imposition of EU sanctions. The Spanish National Water Treatment, Sanitation, Efficiency, Saving and Reuse Plan (DSEAR Plan), drawn up by the Ministry of Ecological Transition and Demographic Challenge, will be an important tool in terms of achieving these goals. The Plan is currently at the public consultation stage and it will, undoubtedly, contribute to improvements in infrastructure financing, governance, energy efficiency, promotion of reuse, technology transfer and innovation. Our hope is that it will be implemented as soon as possible. And it is clear that innovation is vital if Spain is to continue to be a leader in the international water sector. It is also vital that the new Horizon Europe programme allocates a significant portion of European funds to research and development in areas related to the environment and water, such as the health of seas, and coastal and inland waters, adaptation to climate change and digitisation. Finally, I would not like to finish without mentioning another piece of recent news, which gives us much to reflect on with respect to the future of water in the coming decades.Water has begun to be traded as a commodity on theWall Street raw materials market. This is happening in the United States but we all know that sooner or later (we still do not know exactly how), it will affect the worldwide water market. A time that will provide investment opportunities that will pave the way for growth and the future of our sector, opportunities that must not be allowed to pass us by.
