Para facilitar esta transición, todos los ayuntamientos metropolitanos que aún no hayan planificado un cambio de sistema de recogida dispondrán del apoyo de la AMB para elaborar su hoja de ruta, con el horizonte de aplicar sistemas de individualización de la recogida en 2025 como máximo. Estos planes de mejora, coordinados y licitados desde la AMB, con el apoyo económico de la Agència de Residus de Catalunya estarán listos en verano de 2021 y ayudarán a definir los sistemas óptimos de recogida selectiva para individualizar la recogida de las fracciones resto y orgánica. Una mejora que supondrá ingresos para los ayuntamientos Al aplicar nuevos sistemas de recogida, los ayuntamientos conseguirán reducir el coste del tratamiento de los residuos, ya que estos estarán mejor clasificados. A través de un sistema de convenios ya aprobado en el Consejo Metropolitano del pasado 28 de julio, el AMB devolverá a los ayuntamientos los importes equivalentes a estos ahorros, para que puedan seguir invirtiendo en mejorar los sistemas. Se prevé que este ahorro será de unos 17 M €, y que será transferido íntegramente a los municipios en función de la mejora de sus índices. Una mejora que supondrá cambios en las infraestructuras de tratamiento de residuos La reducción de la fracción resto y el aumento de las fracciones selectivas comportará cambios en el modelo metropolitano de tratamiento de residuos. El PREMET25 busca superar el actual modelo basado en los ecoparques y pasar a disponer de plantas de tratamiento más especializadas, con mejores rendimientos, sobre todo las dedicadas a la materia orgánica. Del mismo modo, el nuevo plan busca reducir la valorización energética de residuos. En esta línea, a finales de 2020, se iniciará el proyecto que llevará a transformar la actual planta de transferencia de residuos situada en Viladecans en un centro de biofertilizantes y abonos (CEBA). Este proyecto, que será pionero en Europa, nace con la idea de aprovechar los nutrientes presentes en la fracción orgánica de los residuos municipales (FORM). Ubicado en el Parque Agrario del Llobregat, el CEBA permitirá satisfacer las necesidades de fertilización y abono de los cultivos de este parque agrario. En paralelo a este proyecto, se está trabajando en la reconversión del Ecoparque 3 -que actualmente trata únicamente fracción resto- en una planta de selección de envases y de tratamiento de residuos orgánicos. L’ Hospitalet de Llobregat is also working on a pilot study that includes the use of smart containers. Some metropolitan municipalities, such as Castelldefels and Gavà have already implemented door-to-door routes specifically for retail outlets, which has resulted in a significant increase in selective collection rates. To facilitate this transition, all metropolitan local councils that have yet to plan a change of collection system will enjoy the support of the AMB in drafting their roadmaps, with the goal of implementing selective collection systems by 2025 at the latest. These improvement plans, coordinated and tendered out through the AMB, with the financial support of the CatalanWaste Agency, will be ready by summer of 2021 and will help to define the optimum selective collection systems in order to individualise collection of rest and organic fractions. Improvement that will lead to revenue for municipal councils By implementing new collection systems, councils will reduce waste treatment costs as a result of the improved waste sorting. Through a system of agreements approved by the Metropolitan Council on July 28 of this year, the AMB will refund the equivalent of these savings to the local councils, so that they can continue to invest in improving the systems. It is expected that this saving will be in the region of 17 million euro and it will be transferred in its entirety to the municipal councils in accordance with the improvement of their selective collection rates. An improvement that will mean changes in waste treatment infrastructures The reduction in the rest fraction and the increase in selectively collected fractions will bring about changes in the metropolitan waste treatment model. The PREMET25 seeks to replace the current Ecopark-based model and move towards more specialised treatment facilities, with better performances, especially in plants devoted to the treatment of organic matter. The new plan also seeks to reduce energy recovery from waste. Within this framework, the end of 2020 will see the beginning of a project to convert the current waste transfer plant in Viladecans into a biofertiliser and soil amendment centre (CEBA). This project, the first of its kind in Europe, seeks to avail of the nutrients in the organic fraction of municipal solid waste (OFMSW). The CEBA, which will be located in the Parque Agrario del Llobregat, will satisfy the fertiliser and soil amendment needs of this agricultural park. In parallel to this project, work is being carried out to convert Ecopark 3 -which currently treats the rest fraction- into a packaging recovery and organic waste treatment plant.
