Como se puede ver, las duplicidades y la carga burocrática continúa siendo un verdadero escollo para nuestras empresas. Algo que también se ha puesto de manifiesto en el nuevo Real Decreto de Traslado de Residuos aprobado el pasado mes de junio, que regula el traslado de residuos en el interior del territorio del Estado. El Real Decreto de Traslado de Residuos aumenta la presión burocrática en nuestras empresas Y es que este Real Decreto aumenta notablemente las cargas burocráticas a nuestra industria sin que impacte de forma positiva en la gestión del flujo. No obstante, gracias a la labor que venimos realizando en Repacar, la normativa final recoge algunas de las observaciones que presentamos con el objetivo de agilizar trámites y aligerar la carga administrativa y burocrática a la que tienen que hacer frente nuestras empresas, aunque el texto continúa siendo de difícil aplicación práctica, tanto para las empresas como para la administración pública. Aun así, desde Repacar, continuamos apoyando y formando a los trabajadores del sector para asegurar el cumplimiento normativo de todas nuestras empresas asociadas. Con todo esto, no queremos otra cosa más que poner en valor a nuestro sector. Una industria esencial que ha respondido de manera excepcional durante los últimos meses. Ahora, dentro del contexto económico más complicado de los últimos tiempos, el sector de la gestión de residuos debe adquirir un papel aún más destacado como generador de empleo y riqueza. Porque, ¿qué más nos hace falta ver? Con el desplome del PIB de España y miles de empresas y empleos en la cuerda floja – una situación que no solo afecta a nuestro país, sino que se replica a nivel global - es prioritario impulsar definitivamente la Economía Circular y nosotros somos los que podemos hacerlo. Pero no podemos hacerlo solos. Para conseguirlo es esencial que las Administraciones Públicas entiendan la importancia de tener en cuenta nuestra visión en el desarrollo de los nuevos marcos normativos. Hasta entonces, desde Repacar, continuaremos trabajando y alzando la voz para que las reivindicaciones de nuestro sector sean escuchadas. At Repacar, we have made some suggestions on the text of the Bill, with the following objectives: • To highlight the value of the waste management carried out with such a high degree of excellence by Spanish companies. • To reduce administrative and bureaucratic burdens in waste management, which restrict the competitiveness of Spanish companies in the sector. • To speed up authorisation procedures to enable our companies to continue to invest and to create green jobs, which are so necessary in the current context. • To define clearly the waste management competences of economic activities. • To permit all waste recovered in Spain to be reincorporated into the production cycle as raw materials. • To prioritise selective collection and recovery over landfilling, establishing landfilling levies on waste that has not undergone prior treatment. • To achieve a homogenous regulatory framework across all Autonomous Communities. As can be seen, duplicity and bureaucratic burdens continue to be a real stumbling block for our companies. This is also highlighted in the new Royal Decree onWaste Shipment, ratified last June, which regulates waste shipment within Spain. The Royal Decree on Waste Shipment increases the bureaucratic pressure on our companies The Royal Decree significantly increases the bureaucratic burdens on our industry, without having a positive impact on the management of the stream. Nonetheless, thanks to the work carried out by Repacar, the legislation finally enacted includes some of the observations submitted by us for the purpose of speeding up procedures and alleviating the bureaucratic burden borne by our companies. That said, the Royal Decree continues to be difficult to apply in practice, both for companies and public authorities. Despite this, we at Repacar continue to support and train workers in the sector to ensure the compliance of all our member companies with current legislation. Through all these actions, our aim is to highlight the value of our sector, an essential industry which has responded exceptionally to the events of recent months. Now, in the most complicated economic context of recent times, the waste management sector must take on an even more prominent role as a creator of jobs and wealth. Because what more evidence do we need? With Spain’s GDP plummeting and thousands of companies and jobs on the line – a situation not only affecting Spain, but the entire planet - it is vital to give a definitive push to the Circular Economy and we are the ones who can do so. But we cannot do it alone. It is vital that public authorities understand the importance of taking our vision into account in the development of new regulatory frameworks. Until that happens, we at Repacar will continue to work and speak out to ensure that the demands of our sector are heard.
