Uno de nuestros puntos fuertes debe ser anticiparnos al futuro, planificar nuestras acciones, adelantarnos a los potenciales acontecimientos. Sin duda, debemos aplaudir a nuestro colectivo, reconocer a nuestros trabajadores, y congratularnos de la normalidad conseguida por nuestros operadores –públicos, privados o mixtos–, pero ahora tenemos que mirar hacia adelante, y prepararnos para los tiempos inmediatos, llenos de incertidumbres. Hemos de aprender de lo conseguido, tanto de los éxitos como de los errores, y trabajar para preparar el camino a las nuevas generaciones. Estamos acostumbrados a la gestión del riesgo. Debemos adaptarnos a las nuevas circunstancias, a las nuevas demandas y exigencias de la sociedad y al cuidado del planeta, trabajando en aquello que sabemos, en nuestro oficio. Sectorialmente, nos hemos coordinado para hacer unas propuestas basadas en actualizar y reforzar las potenciales medidas orientadas a resolver los retos diagnosticados en los últimos años. Propuestas llenas de congruencia y adaptadas a los nuevos objetivos y estrategias de la humanidad, pero sobre todo de la Unión Europea; El Green Deal (Pacto verde), asociado a la adaptación y mitigación del Cambio Climático, de una nueva cultura social más cuidadosa con la casa común y el medio ambiente, pero también con los retos de la reconstrucción (término utilizado por nuestro Parlamento) o de recuperación, en términos sociales, de empleo, económicos. Venimos reclamando de las autoridades responsables –todos los niveles de la administración estatal, autonómica y local– y también de la ciudadanía, un esfuerzo inversor sostenido, eficaz y eficiente para hacer frente a las nuevas actuaciones planificadas para nuestro sector (incluidas en los programas de medidas de los Planes Hidrológicos de Cuenca y que se están replanteando en el Plan DSEAR) y sobre todo para renovar y modernizar el importante patrimonio público y común que tenemos, frecuentemente olvidado en la agenda social, política y presupuestaria. As a sector, we have coordinated ourselves for the purpose of making a number of proposals that focus on updating and reinforcing potential measures to address the challenges identified in recent years. These proposals are based on strong rationale and adapted to the new goals and strategies of humankind, and above all to those of the European Union, as expressed in the Green Deal. The proposals are in line with mitigation and adaptation to Climate Change, as well as a new social culture that puts greater emphasis on the care of our common home and the environment, but they also take account of the challenges of reconstruction (a term used by the Spanish Parliament) or recovery, in terms of society, employment and the economy. We have been asking the responsible authorities –at all levels of state, regional and local administration– and citizens for sustained, effective and efficient investment to address the new actions planned for our sector (as set out in the action programmes of the River Basin Management Plans and reformulated in the Spanish National Water Treatment, Sanitation, Efficiency, Saving and Reuse Plan (Plan DSEAR)) and, above all, to renew and upgrade the wealth of public infrastructure we have, which is so frequently forgotten in the social, political and budgetary agenda.We believe the time has come to act. The UrbanWater Cycle, the competence of local entities but with governance shared by the Public Administration in general, requires an investment boost. This was diagnosed prior to the crisis and is vital if we wish to ensure the present and future sustainability of the services (supply, sanitation and reuse), whilst maintaining European quality standards, guarantees and resilience.
