España | Spain El Consejo de Administración de la sociedad mercantil estatal Aguas de las Cuencas de España (ACUAES), del Ministerio para la Transición Ecológica y el Reto Demográfico, aprobaba en su reunión del 26 de febrero una inversión de 31,3 M€ de euros para el año 2020. La cifra supone un cambio de tendencia en la curva de inversión en relación con los últimos años, permitiendo duplicar la cifra de 12,8millones de euros invertidos en 2019. No obstante, fue significativo el importe de licitación de dicho año alcanzando los 124,1 M€ frente a los 32,4 M€ licitados en el 2018. El desarrollo de la inversión correspondiente a las licitaciones realizadas en 2019 se materializará en el presente ejercicio 2020 y siguientes. El aumento de inversión previsto responde principalmente al inicio de ejecución de las nuevas actuaciones de saneamiento y depuración incluidas en lamodificación del Convenio de Gestión Directa autorizada por el Consejo de Ministros en su reunión del 15 de noviembre, que suponen una inversión total de 519M€, cofinanciados con el Fondo Europeo de Desarrollo Regional FEDER 2014-2020, dentro del Programa Operativo Plurirregional del España (POPE). La Confederación Hidrográfica del Guadalquivir (CHG), Organismo dependiente del Ministerio para la Transición Ecológica, ha licitado por 23.410.534,80 euros el contrato de obras y servicio para la ampliación de la Instalación Desalinizadora de Agua de Mar (IDAM) de la Ciudad Autónoma de Melilla y la explotación durante la ejecución de las obras y la puesta en marcha. El actual Ejecutivo de la CHG ha conseguido desbloquear la modernización de la planta para la que se redactaron hasta 3 proyectos de mejora desde 2015. Aunque los tres superaron la tramitación ambiental, ninguno garantizaba la actividad de la instalación mientras se realizaban las obras para seguir abasteciendo a la Ciudad Autónoma. Para tal fin, se redactó un nuevo expediente que integra los tres proyectos anteriores, aprobados ambientalmente, a los que se le suma la explotación de la IDAM existente durante las obras. La ampliación de la desalinizadora de Melilla contempla, entre otros trabajos, el incremento de la capacidad de producción de la planta hasta los 30.000 m3/día, lo que garantizará el abastecimiento de agua en calidad y cantidad poniendo fin a los cortes sufridos durante los últimos años. Además, se plantea el incremento de la capacidad de filtración, la mejora de la protección frente a oleajes extremos; un segundo depósito de agua filtrada y una segunda toma de agua marina para poder realizar el mantenimiento; y la reducción del consumo de energía, al incorporar sistemas de mayor rendimiento, entre otros. Nonetheless, contracts to the value of a very significant €124.1 M were tendered out last year, compared to the figure of €32.4 M in 2018. The investment corresponding to the contracts tendered out in 2019 will be made in 2020 and subsequent years. The increased investment is mainly associated with the commencement of new sanitation and wastewater treatment actions included in the modification to the Direct Management Agreement, ratified by the Spanish Cabinet on November 15, which accounts for total investment of €519 M. This investment is co-funded by the European Regional Development Fund (ERDF) 2014-2020, within the framework of the Pluri-regional Operational Programme of Spain (POPE). The contract is worth a total of €23,410,534.80. The current CHG Executive has succeeded in unblocking the project to upgrade the plant, for which three different design plans have been drafted since 2015. Although the three plans received environmental authorisation, none guaranteed the operation of the plant to ensure the supply of water to the city of Melilla while the construction work associated with the extension was being carried out. For this purpose, a new design plan was drawn up. This plan integrates the previous design plans, which have already received environmental authorisation, and also includes operation of the desalination plant during the upgrading work. Amongst other enhancements, the extension to the Melilla desalination plant will increase the production capacity of the facility to 30,000 m3/day. This will ensure the supply of quality water in sufficient quantities, thus putting an end to the supply cuts experienced in recent years. In addition, filtration capacity will be increased and protection against severe tidal conditions will be improved. The plant will be equipped with a second filtered water tank and a second seawater intake to facilitate maintenance operations. Energy consumption will also be reduced through the implementation of more efficient systems.
