EDAR Casaquemada (San Fernando de Henares, Madrid) | CasaquemadaWWTP (San Fernando de Henares, Madrid) FuturEnviro | Febrero February 2020 www.futurenviro.es 54 El Plan Nacional de Calidad de las Aguas (PNCA) recoge un conjunto de medidas que persiguen el definitivo cumplimiento de la Directiva 91/271/CEE sobre tratamiento de aguas residuales urbanas y que pretende contribuir a alcanzar el objetivo del buen estado ecológico que la Directiva Marco del Agua. En este sentido, la EDAR de Casaquemada, ubicada en el término municipal de San Fernando de Henares (Madrid) y gestionada por Canal de Isabel II, la empresa pública encargada del ciclo integral del agua en la Comunidad de Madrid se vio obligada a cumplir los objetivos marcados en la citada legislación; en particular, en lo que a la eliminación de nutrientes se refiere. La redacción del proyecto y la ejecución de las obras fueron adjudicadas a la UTE EDAR CASAQUEMADA formada por las empresas Acciona Construcción S.A.-Acciona Agua, S.A.U. Situación y emplazamiento La parcela de la EDAR limita al oeste con la autovía M-206, al Norte con la Huerta y acequias pertenecientes al “Conjunto del sistema hidráulico del Real Sitio de San Fernando” dentro del Catálogo de edificios, elementos y espacios de valores singulares de la Revisión del P.G.O.U 2002, al Este con una nave ya muy próxima al río Jarama, localizada en Suelo No Urbanizable de Protección por estar dentro del Parque Regional del Sureste, y al Sur con el cementerio de San Fernando de Henares y con una zona verde clasificada como Sistema General de Zona Verde. Debido a las características de los terrenos con los que limita la parcela de la EDAR, para la remodelación no era posible ocupar más terrenos que la propia parcela donde se ubica la EDAR. Debido a la mayor restricción de los parámetros de vertido del efluente exigidos por la normativa vigente, en lo que respecta al nitrógeno y al fósforo, se requeriría, para un proceso convencional de eliminación de nitrógeno y fósforo por fangos activos, de una ampliación del reactor biológico existente, lo cual resulta imposible debido a la limitación anterior. The CasaquemadaWWTP, located in the municipal district of San Fernando de Henares (Madrid) and managed by Canal de Isabel II, the publicly-owned company responsible for the integrated urbanwater cycle in the Autonomous Community of Madrid, required upgrading to achieve compliance with the provisions of these Directives, particularly as regards nutrient removal. The contract for the drafting of the design and the execution of the works was awarded to the UTE EDAR CASAQUEMADA consortium, made up of Acciona Construcción S.A. and Acciona Agua, S.A.U. Location and site TheWWTP site is flanked on the western side by the M-206 motorway and the northern boundary is marked by la Huerta and the irrigation ditches belonging to the “Real Sitio de San Fernando hydraulic system”, which are included in the Directory of buildings, elements, spaces and areas of singular value associated with the Review of the General Urban Development Plan (PGOU 2002). The eastern boundary is marked by an industrial building located very close to the Jarama River on Protected Land that cannot be developed due to the fact that it is within the grounds of the Southeast Regional Park. And the southern boundary of the plant is adjacent to the San Fernando de Henares Cemetery and a green belt classified as a General Green Zone System. Due to the characteristics of the land adjoining the EDAR site, the upgrading work could not involve enlargement of this site.
