Establece obligaciones a todos los actores que intervienen en el proceso, desde los productores del agua a los distribuidores y los que la utilizan. Como es obvio y normal en los asuntos que afectan a la salud humana, la decisión definitiva recae en les responsables de la Salud Pública. Ahora habrá que ver como se implanta en nuestro país y como convive con la normativa existente. En cualquier caso saludamos la iniciativa europea, que incrementará la seguridad jurídica de los responsables implicados y facilitará el incremento de la reutilización de aguas para el riego agrícola, un uso que necesita grandes volúmenes de agua y que permite aprovechar los nutrientes que llevan las aguas residuales, ahorrar agua y nutrientes, disminuyendo la contaminación vertida a los medios receptores, encajando extraordinariamente bien en el concepto de economía circular y en la Agenda 2030 de Naciones Unidas para la consecución de los objetivos del desarrollo sostenible. ADECAGUA está organizando una JORNADA TECNICA en la que esperamos que participen todos los actores del proceso, desde los que hacen las normativas, los que controlan su aplicación, los que deben aplicarla, etc., facilitando un foro de dialogo y conocimiento que ayude a su mejor implantación. Y para finalizar estos comentarios sobre la Nueva Normativa Europea de Reutilización de Aguas para usos Agrícolas, debo realizar una breve referencia a ADECAGUA, ASOCIACIÓN PARA LA DEFENSA DE LA CALIDAD. Tenemos como pilar básico y signo de identidad las actividades relacionadas con la calidad de nuestras aguas, ya sean las continentales o las marinas. Este sector ocupa a multitud de técnicos de un gran número de disciplinas, desde las sanitarias, hasta las de ingeniería, económicas, fiscales, legales y otras, que ocupan una gran variedad de puestos de trabajo: funcionarios, consultores, constructores de depuradoras, profesores de universidad, investigadores, empresas de servicios, etc., y en ADECAGUA hay una buena representación de ese mundo. Y la actividad de la Asociación está orientada por sus miembros al desarrollo de temas de interés en cada momento. ADECAGUA es la Asociación Española de la Water Environment Federation (WEF), entidad radicada en EEUU y que integra Asociaciones de un gran número de países. Es una gran entidad que genera gran cantidad de documentación técnica, reuniones técnicas, promueve una feria anual del sector de la calidad del agua y una Conferencia intensa de gran contenido en múltiples aspectos. ADECAGUA está también integrada dentro de la European Water Association (EWA), siendo el órgano español de esta Asociación. Ser el órgano de laWEF y la EWA en España es un activo de un valor inapreciable por la información que proporciona, permitiendo situar a los técnicos en los aspectos más innovadores del sector de la calidad del agua en el mundo. As is obvious and logical in matters affecting human health, the ultimate decision lies with those responsible for public health. We will now have to see how the new legislation is implemented in Spain and how it co-exists with current legislation. In any case, we welcome this European initiative, which will improve legal certainty for those involved and will facilitate increased water reuse in agricultural irrigation. Irrigation requires large volumes of water and irrigating with reclaimed water enables the nutrients in wastewater to be availed of. It also gives rise to water and nutrient savings and a reduction in the pollutant load of discharges into receiving media. This fits in extraordinarily well with the concept of the circular economy and the UN 2030 Agenda to achieve the Sustainable Development Goals. ADECAGUA is organising a TECHNICAL SEMINAR, which we hope will feature the participation of all actors in the process, from those who make the regulations, to those who control their application and those responsible for applying them, etc. This will facilitate a forum for dialogue and knowledge that will help improve the application of the legislation. And to conclude these comments on the New European Proposal on the Reuse of ReclaimedWater for Agricultural Purposes, I must make brief reference to ADECAGUA, the SPANISHWATER POLLUTION CONTROL ASSOCIATION. Activities related to the quality of our waters, be they inland or marine, are a basic pillar and hallmark of our identity. This sector employs many technical experts from a large number of disciplines, including: health, engineering, economics, taxation, law and others. These technical experts occupy a wide variety of positions: civil servants, consultants, builders ofWWTPs, university professors, researchers, service companies, etc., all of whom are well represented within ADECAGUA. The activities of the association are directed by its members towards addressing issues of interest at any given time. ADECAGUA represents Spain in theWater Environment Federation (WEF), an organisation based in the USA to which associations from a large number of countries belong. TheWEF is a large organisation that generates a great deal of technical documentation. It holds technical meetings, an annual water quality sector trade fair and a large conference with excellent content in multiple areas of water quality. ADECAGUA also belongs to and represents Spain in the EuropeanWater Association (EWA). Representing Spain in the WEF and the EWA is of priceless value because of the information it provides, which allows technical experts to be up-to-date with the most innovative aspects of the global water quality sector.
