permanentes en la UE de los Estados miembros refrendaron en diciembre un acuerdo provisional alcanzado con el Parlamento Europeo sobre el Reglamento que facilita el uso de las aguas residuales urbanas tratadas para el riego agrícola. Esto allana el camino para la adopción formal de las nuevas normas en 2020 y debería ser aplicado a partir del tercer año desde la fecha de entrada en vigor. Inexplicablemente, tal como ya sabíamos desde que empezó este proceso, la Unión Europea ha decidido regular solo de momento el riego agrícola, dejando de momento a los estados miembros la iniciativa para su regulación y abriendo una posibilidad de regulación común en un futuro próximo. Asimismo la Unión Europea ha decidido también este año actualizar la Directiva sobre el agua potable, introduciendo nuevas normas de calidad, un enfoque sobre la gestión de riesgos y la garantía sobre el acceso al agua potable. La revisión de la normativa es el resultado directo de la iniciativa «Right2Water», una iniciativa ciudadana europea que recogió 1,6 millones de firmas para respaldar la mejora del acceso al agua potable y segura. En España seguimos asimismo con la sequía de agua y de inversiones en agua, con el agravamiento del envejecimiento de nuestras instalaciones e infraestructuras. Esperemos que las iniciativas del nuevo gobierno sobre cambio climático y el nuevo rango de vicepresidencia del Ministerio de Transición Ecológica ayuden a una mejor comprensión sobre los problemas del agua y a paliar esta situación, tomando las medidas para remediarlo. No nos cansaremos de destacar que la industria del agua española, representada por todos sus actores (constructoras, operadoras, administraciones, centros de investigación, ingenierías, suministradores, etc.), es de primer nivel mundial. Un ejemplo más de este liderazgo quedó plasmado en el pasado congreso de la IDA (International Desalination Association) celebrado en Dubai en Octubre, donde hubo un gran número de ponencias técnicas españolas de gran calidad, presencia en la exhibición anexa de todo tipo de empresas y destacar asimismo la presencia de 6 españoles en el nuevo Consejo de Dirección de la asociación, con Carlos Cosin además como nuevo presidente sucediendo al también español Miguel Angel Sanz. AEDyR realizó asimismo varias jornadas y actividades formativas de gran éxito; la jornada sobre materiales en desalación en el mes de mayo y la jornada de membranas en noviembre, y así como el curso de Experto Universitario en Desalacion y reutilización, organizado por el Instituto del Agua y de las Ciencias Ambientales de la Universidad de Alicante. Y ya en este año que comenzamos vamos a tener muchos eventos importantes para el agua en los que participará AEDyR; en el mes de junio se celebrará en las Palmas el congreso de la EDS (European Desalination Association) y un congreso de desalación y reuso en Mexico DF, fruto de la colaboración entre Aladyr (Asociación Latinoamericana de Desalacion y Reuso) y Aedyr. Y en otoño tendremos, aparte de varios congresos de Aladyr en Perú y Chile, el congreso internacional sobre reutilización de IDA en Roma en septiembre y el congreso internacional bienal de AEDyR que este año se celebrará en la ciudad de Córdoba en Octubre. Esperemos por tanto que en este 2020 cambie el clima… de opinión. irrigation. Inexplicably, and as we already knew from the time this process commenced, the EU has decided to regulate only agricultural irrigation for the time being, leaving Member States the initiative for its regulation and opening the way to possible common regulation in the near future. In 2019, the European Union also decided to update the Directive on drinking water, introducing new quality standards, an approach on risk management and the guarantee of access to drinking water. The review of this legislation is a direct result of the «Right2Water» European citizen initiative, which collected 1.6 million signatures supporting improved access to safe drinking water. In Spain, both the water drought and the drought of investment in water continue, a situation aggravated by the aging of our facilities and infrastructures.We hope that the initiatives of the new government and the new rank of Vice-presidency bestowed upon the Ministry for Ecological Transition will help to achieve greater understanding of water problems and lead to the adoption of measures to mitigate and improve the scenario. We shall not tire or emphasising that the Spanish water industry, represented by all its actors (constructors, operators, public authorities, research centres, engineering companies, suppliers, etc.), is a world class industry. A further example of its leading position was provided at the latest International Desalination Association (IDA) congress in Dubai last October, where many Spanish technical papers of great quality were presented. The accompanying exhibition was attended by all manner of Spanish water companies and also noteworthy is the presence of six Spaniards on the new IDA Board of Directors. Moreover, Carlos Cosin was chosen as the new president, succeeding fellow Spaniard Miguel Angel Sanz. AEDyR also organised several highly successful seminars and training activities, including a seminar on desalination materials in May, a seminar on membranes in November and the course entitled Specialist in Desalination and Reuse of Water, organised in conjunction with the Instituto del Agua y de las Ciencias Ambientales of the Universidad de Alicante. And the year just begun will see many important water events featuring the participation of AEDyR. The European Desalination Association (EDS) congress will be held in June. A congress on desalination and reuse will take place in Mexico as the result of collaboration between Aladyr (Latin American Association of Desalination andWater Reuse) and AEDyR. And, apart from a number of Aladyr congresses in Peru and Chile, Autumn will see the IDA international Congress on Reuse in September and the biennial AEDyR congress in the city of Cordoba in October.
