A fondo: Análisis 2019 | In depth: Analysis of 2019 FuturEnviro | Febrero February 2020 www.futurenviro.es 15 de los grandes desafíos del agua urbana: la renovación de las infraestructuras existentes y que prestan soporte a los servicios de abastecimiento y saneamiento en España. El documento realiza un análisis económico de los activos, patrimonio o infraestructuras afectas a los servicios urbanos del agua. Para ello, acordamos un Convenio con la Cátedra AQUAE de la UNED, que se complementó con otro firmado con el Departamento de Ingeniería Civil de la UPC. El resultado es un documento pionero y que debe servir para realizar un ajuste universal del valor patrimonial –para casi cualquier municipio- y para fomentar e impulsar las tareas de gestión patrimonial o de los activos de los servicios. El segundo estudio, “Hacia una financiación más eficiente de las infraestructuras del ciclo urbano del agua en España”, complementa al anterior y orienta hacia las acciones enmateria tarifaria, con un completo catálogo de recomendaciones. Para su redacción se contó con el convenio con AGA y el apoyo de la consultora PwC. El resultado es un documento completo y riguroso en el que se recoge el marco actual de actividad, un completo diagnóstico sectorial, la comparación internacional y las necesidades a medio y largo plazo, al tiempo que se proponen vías y soluciones para poder afrontar estos desafíos. A nivel internacional, hay que destacar los trabajos realizados para contribuir al perfeccionamiento de los textos de la nueva y futura Directiva de Aguas para el Consumo Humano y del Reglamento de reutilización de aguas para uso en regadío agrícola. Respecto a la reutilización, donde las posturas con los colegas del norte de Europa han sido bastante divergentes, AEAS preparó unas recomendaciones para el texto definitivo, que fueron compartidas con el PE y el Consejo. Otros puntos destacados de trabajo en el ámbito internacional han sido: • Iniciativa de la Gobernanza del Agua de la OCDE. • ISO/TC 224 WG 14 Gobernanza corporativa de los servicios del agua. • Seguimiento del WAREG (Water Regulators). • Estudio de la CE y la OCDE sobre las necesidades de inversión del sector del agua. Por otro lado, en 2019 se han aprobado una serie de documentos que quedan a disposición de del sector, los expertos y la sociedad en general: • Estudio de Tarifas 2019 y benchmarking de accesibilidad de las mismas. • Guía Técnica de Gestión Patrimonial de Infraestructuras (redes de abastecimiento). • Planes Sanitarios del agua y gestión de riesgos químicos y biológicos. • Guía para el funcionamiento de los laboratorios de ensayos de aguas. Parte III. Criterios para la toma de muestras puntuales. • Guía de buenas prácticas para la selección y adquisición de contadores de agua fría. • Orientaciones para la evaluación de riesgos y las reglas de decisión según la Norma UNE-EN ISO/IEC 17025:2017. Merece una mención especial la publicación de la Norma UNE, vulgarmente denominada como la de las “Toallitas”, oficialmente catalogada como: • UNE 149002 – Criterios de aceptación de productos desechables vía inodoro. Es fruto de la presencia de AEAS en el CTN de Ingeniería del Agua de UNE, del trabajo de diferentes expertos de The first of these, “Analysis of the need for investment in the renovation of urban water cycle infrastructure”, responds to a collective concern regarding a problem not given the central importance it deserves amongst the great urban water challenges, i.e., the renovation of existing infrastructures that support supply and sanitation services in Spain. The report features an economic analysis of assets,wealth and infrastructures associatedwith urbanwater services. For this purpose,we entered into an agreement with the AQUAE Chair of the UNED university, whichwas complemented by another agreement entered into with the Department of Civil Engineering of the Polytechnic University of Catalonia (UPC).The result is a pioneering document that should serve to facilitate universal asset value adjustment for almost any municipality, and to foster and drive themanagement of assets associatedwith urbanwater services. The second report, “Towards more efficient financing of urban water cycle infrastructures in Spain”, complements the first report and provides guidance for action in the area of water charges. The report was drafted with the collaboration of the Spanish Association of UrbanWater Service Management Companies AGA and with the support of consultancy company PwC. The result is a comprehensive and rigorous document on the current framework of activity, a comprehensive diagnosis of the sector, international comparatives and medium and longterm needs. The report also proposes ways and solutions to address the challenges associated with this issue. Highlights at international level included the work done to contribute to improving the texts of the new and future Directive onWater Intended for Human Consumption, and the Regulation on the reuse of treated wastewater for agricultural irrigation. With respect to reuse, where the postures adopted by our northern European colleagues have been quite divergent, AEAS prepared a number of recommendations for the definitive text, which were shared with the European Parliament and the Council. Other highlights at international level included: • The OECDWater Governance Initiative. • ISO/TC 224WG 14 Effective corporate governance of water utilities. • WAREG (Water Regulators) monitoring. • The EC and OECD study on water sector investment needs. 2019 also saw the ratification of a number of documents that are now at the disposal of the sector, experts and society in general: • 2019 Study of Charges and benchmarking of affordability. • Technical Guide to Infrastructure Asset Management (supply networks). • Water health plans and management of chemical and biological risks. • Guide to functioning of laboratories where water is tested: Part III. Criteria for random sampling. • Guide to good practices in the selection and procurement of cold-water meters. • Guidelines for risk assessment and decision-making rules in accordance with the UNE-EN ISO/IEC 17025:2017 Standard. Deserving of special mention is the publication of the UNE Standard, popularly known as the “wet wipes” standard and officially as:
