A fondo: Análisis 2019 | In depth: Analysis of 2019 FuturEnviro | Febrero February 2020 www.futurenviro.es 14 El año 2019 ha sido extraordinario, enmuchos sentidos, para el sector del agua urbana, donde AEAS tiene una representación mayoritaria por su carácter inclusivo —entidades públicas, privadas y mixtas, además de colaboradores y expertos individuales— y por su prestigio, derivado de una eficiente organización y cooperación, así como de una trayectoria histórica de colaboración leal con los diferentes niveles de la administración pública. Quiero enfocar este resumen desde el punto de vista de los avances hacia el cumplimiento de los ODS de la ONU. ODS 6. Agua limpia y saneamiento En primer lugar, la celebración del Congreso bienal de AEAS, referente en el sector, suele marcar el discurrir del año en que se celebra, al ser un evento sectorial trascendente que nos permite conocer la evolución operativa, reconocer los objetivos alcanzados desde el punto de vista tecnológico y compartir las experiencias más recientes en la prestación de los servicios de abastecimiento y saneamiento. En esta edición, en la que el eje divulgativo fundamental ha sido la “Economía Circular” en el sector del agua, hemos crecido en inscripciones y en calidad. Asimismo, 2019 ha concentrado un buen número de eventos dedicados al agua urbana en el territorio, en los que también ha participado AEAS. Entre ellos, merecen destacarse la Jornada en Madrid sobre la ISO 17025, desarrollada por UNE; la especializada sobre estruvita (recuperación de sales de fósforo), en Marbella; la orientada a revisar la contaminación por microplásticos, en Valencia; sobre economía circular, en la UIMP de Santander; y la titulada “Prevención de emisiones al saneamiento”, en Córdoba. Además, cabe destacar las sesiones centradas en los retos del sector del agua urbana, organizadas por el CICCP en Madrid; la del “Marco Legal en Materia de Saneamiento”, co-organizada por el CABB, en Bilbao; y la que centró la atención sobre la gestión patrimonial de activos, en Valencia. También, debemos resaltar el desarrollo del Congreso YoungWater Professionals (YWP) 2019, celebrado en noviembre en Madrid, con gran éxito y seguimiento. Por otra parte, 2019 ha sido pleno de actividad en algunos planes promovidos por el Gobierno estatal como el Plan DSEAR y el denominado Libro Verde de la Gobernanza del Agua. Desde AEAS, hemos transmitido con el máximo rigor nuestro diagnóstico, propuestas y alternativas, y hemos realizado un esfuerzo extraordinario para trasladar los datos sectoriales. En ese sentido, decidimos redactar y trasladar dos nuevos informes concretos y muy actualizados. El primero de ellos, “Análisis de las necesidades de inversión en renovación de las infraestructuras del ciclo urbano del agua”, responde a una preocupación colectiva en torno a un problema que a nivel sectorial se consideraba fuera del foco cuando se habla 2019 was an extraordinary year in many ways for the urban water sector, a sector in which AEAS has a majority representation due to the inclusive nature of the association —public, private and mixed entities, as well as collaborators and expert individuals— and its prestige. This is a result of efficient organisation and cooperation as well as a long history of loyal collaboration with the public administration at different levels. I would like to approach this summary from the perspective of progress made regarding achievement of the UN Sustainable Development Goals (SDG). SDG 6. Clean water and sanitation First of all, the AEAS biennial Congress, a benchmark event in the sector, tends to set the tone for the year in which it is held, due to its status as a transcendental sectoral event that provides us with knowledge of operational evolution, acknowledgement of the targets achieved in technological terms, and shared recent experiences in the provision of supply and sanitation services. The latest edition, at which the central theme was the Circular Economy in the water sector, saw growth in terms of both participation and quality. 2019 saw a significant number of domestic urban water events featuring the participation of AEAS. Highlights included the seminar in Madrid on the ISO 17025 Standard, organised by the Spanish Association for Standardisation (UNE); the specialised seminar on struvite (recovery of phosphorous salts), in Marbella; the seminar on microplastics pollution in Valencia; a seminar on the circular economy at the UIMP university in Santander; and a seminar entitled “Prevention of emissions in sanitation”, in Córdoba. Also noteworthy were the sessions focusing on challenges in the urban water sector, organised by the Association of Civil Engineers (CICCP) in Madrid; the “Legal Framework in the Area of Sanitation” seminar, co-organised by the CABB, in Bilbao; and a seminar focusing on asset management, held in Valencia. We would also highlight the YoungWater Professionals (YWP) Congress 2019, held in Madrid in November, which enjoyed great success and received a great deal of attention. 2019 was also a year with great activity in the area of plans promoted by the Spanish Government, such as the Spanish NationalWater Treatment, Sanitation, Efficiency, Saving and Reuse Plan (Plan DSEAR) and the Green Paper onWater Governance.With the greatest rigour, AEAS conveyed its diagnosis, proposals and alternatives, and we have gone to extraordinary lengths to provide sectoral data. In this respect, we decided to draft and submit two new specific, up-to-the-minute reports.
