La otra opción se ha desarrollado a nivel nacional y, precisamente, fue la constitución de un grupo de trabajo en la Asociación Española de Normalización (UNE) dentro del Comité Técnico 149, Ingeniería del Agua, cuya coordinación y liderazgo ostenta AEAS, y cuyo gran trabajo ha permitido ahora la aprobación de esta Norma 149002. El esfuerzo y motivación de todas las partes implicadas ha permitido que el tan esperado consenso que nunca llegó a nivel internacional, haya llegado a nivel español. Por último, me gustaría resaltar que, desde AEAS, hemos trasladado mucha información y hemos realizado numerosas reuniones y comunicaciones con fabricantes y distribuidores de este tipo de productos, con el objetivo de que tomen conciencia del problema y mejoren el etiquetado, nomenclatura y comercialización de sus productos, de manera que se pueda evitar la confusión que existe actualmente en el consumidor. Pero quedamucho camino por recorrer Por parte del legislador español actualmente no existe una específica regulación al respecto, aunque ya existen algunas iniciativas, como por ejemplo la ordenanza de la ciudad de Valencia que prohíbe tirar las toallitas al inodoro; las Proposiciones No de Ley (PNL) presentadas en el Congreso de los Diputados por diputados de Compromis y del PSOE, publicadas en el BOE del 13 de diciembre de 2017; o la “Interpelación sobre los planes de actuación y los cambios normativos previstos por el gobierno para prevenir y evitar los efectos medioambientales adversos derivados de la utilización de materiales de higiene personal de uso común” presentada por el Grupo Parlamentario Vasco (GPV), del 25 de abril de 2018. También esperamos que la propuesta de Directiva relativa a la reducción del impacto ambiental de determinados productos de plástico de un solo uso, cuya transposición está por desarrollar, sea fructífera para aportar soluciones a esta problemática. Sería deseable que esta Norma UNE que ahora se aprueba sea adoptada por el máximo número posible de fabricantes de este tipo de productos, como ya lo ha hecho la asociación Stanpa (perfumería y cosmética). Mientras, deben continuar las campañas de concienciación ciudadana para que no olvidemos la regla de las tres P’s: por el inodoro, solo pipí, popó y papel higiénico. Lo demás: a la papelera. We are also hoping that the proposed Directive on reducing the environmental impact of certain single-use plastic products, the transposition of which has still to be undertaken, will be effective in terms of providing solutions to this problem. It would be desirable for this recently ratified UNE Standard to be adopted by as many manufacturers of these types of products as possible. Indeed, it has already been adopted by Stanpa (perfumery and cosmetics association). Meanwhile, citizen awareness campaigns must continue in order to ensure that the three Ps rule is not forgotten: only pee, poo and paper should be flushed down the toilet.
