Tanto como se prestan como quien los presta, en un sistema que identifique claramente las funciones de cada stakeholder implicado, facilitando la identificación y asunción inequívoca de responsabilidades. Porqué un buen sistema de gestión del ciclo urbano del agua sólo es posible con un sistema claro de funciones y responsabilidades, fiscalizable por la ciudadanía. Un buen sistema de gobernanza debe permitir desarrollar unas conductas que optimicen el uso del recurso agua, para hacerlo sostenible, económicamente y medioambientalmente en el tiempo. La claridad y transparencia son esenciales. Y de lograrlo, seguramente será más fácil resolver la cuestión de trasladar al precio final el coste de la gestión del agua. El Sector del Agua en España tiene grandes empresas de gran volumen y relevancia nacional e internacional, pero hay también hay miles de empresas micro, pequeñas y medianas en el sector del tratamiento del agua que deberíamos medir más por su talento que por el volumen de su facturación; grandes profesionales en los organismos públicos, asociaciones empresariales serias y profesionales como AQUA ESPAÑA, y una ciudadanía cada vez más interesada en opinar y decidir sobre la gestión del agua urbana. Este es un activo que debe gestionarse adecuadamente para sacarle el potencial que tiene. Tenemos tecnologías, servicios e infraestructuras que pueden ser punteras, pero sólo tendremos actuaciones óptimas si además tenemos un adecuado sistema de gobernanza que las ordene e implemente correctamente. AQUA ESPAÑA continúa trabajando en nuevas Guías Técnicas españolas de buenas prácticas en diferentes ámbitos de interés del país, para disponer de referentes técnicos. Desde AQUA ESPAÑA, estamos trabajando en nuevas Guías Técnicas españolas de buenas prácticas en diferentes ámbitos, tales como las aguas industriales, la depuración compacta para pequeños núcleos. Áreas de enorme importancia para nuestro país. La primera, por su contribución a la competitividad empresarial, que se traduce en PIB, empleo, cotizaciones, recaudación fiscal y así posibilidad de inversión y gasto público en infraestructuras hídricas, entre otras. La segunda, esencial en un país con una elevadísima atomización municipal, que ha sido reiteradamente multado por los organismos europeos por incumplir la normativa europea de depuración. En España, más de 5.800 municipios tienen menos de 2.000 habitantes. Lo que supone el 72% de los municipios del estado; con los costes varios que esta desagregación implica, también en gestión del agua. But planning must also be carried out with the collaboration and agreement of citizens. As a country, we should have a technically proven, clear and public methodology. This methodology should establish the economic, social, technological and environmental criteria for the identification and prioritisation of the initiatives to be undertaken in the area of water infrastructures and services. It should encompass both how infrastructures and services are to be provided and by whom, in a system that clearly identifies the functions of each stakeholder involved, thereby facilitating the identification and unequivocal assumption of responsibilities. A good urban water cycle management system is only possible with a clear system of functions and responsibilities, as well as accountability to citizens. A good system of governance should allow the development of behaviours that optimise water use, in order to make it economically and environmentally sustainable in the long term. Clarity and transparency are vital. And if such a system is achieved, it will surely be easier to resolve the issue of incorporating the cost of water management into the final price of the resource. The SpanishWater Sector boasts large companies of national and international relevance. However, there are also thousands of micro-enterprises and SMEs in the water treatment sector, and their value should be measured more in terms of their talent than their revenues. The sector also has excellent professionals working for public bodies, serious and professional trade associations, such as AQUA ESPAÑA, and citizens who are increasingly interested in giving opinions and making decisions on urban water management. We may have cutting-edge technologies, services and infrastructures but we will only have optimum initiatives if we also have a proper system of governance to order them and implement them correctly. AQUA ESPAÑA is continuing to work on new SpanishTechnical Guides on good practices in different areas of interest to the country, to enable us to have technical references at our disposal..
