En esta cuestión, la resiliencia es un concepto central que marcará el futuro de las empresas. Y con ello, resulta esencial la colaboración con todos los stakeholders del Sector; tales como reguladores, operadoras, constructoras, investigadores, ingenierías, empresas de tratamientos de aguas y los usuarios mismos. Por este motivo, cada vez vemos más, y veremos más aún, iniciativas colaborativas entre stakeholders para desarrollar iniciativas de valor, con un enfoque a largo plazo. España es y debe seguir siendo uno de los lugares referentes en esta estrategia de futuro. Somos un país en proceso técnico de desertización, por lo tanto con necesidad de maximizar el recurso, con restricciones presupuestarias notables antes lo retos hidráulicos a abordar, y disponemos de empresas referentes a nivel mundial, de primer nivel tecnológico y de gestión de infraestructuras hidráulicas, varias de ellas con amplia experiencia en la colaboración público-privada. Veremos más aún, iniciativas colaborativas entre stakeholders para desarrollar iniciativas de valor, con un enfoque a largo plazo. El Sector del Agua habla de la necesidad de planificación hidráulica y la Administración Pública está trabajando en ello, mediante iniciativas como la Estrategia Española de Economía Circular, la Directiva de Agua de Consumo Humano y el Reglamento de Reutilización para Riego Agrícola, por citar algunas especialmente relevantes. La resiliencia justamente supone tener capacidad de sobreponerse a acontecimientos imprevistos, y para ello nada mejor que una buena planificación ante posibles contingencias. El desarrollo de este enfoque, central en los países avanzados y enormemente citado en iniciativas pioneras en el Sector, requiere de un trabajomultidisciplinar,pues el enfoque lo es en simismo.Y esto explica porqué en el Sector del Agua cada vez vemos más perfiles profesionales diferentes pero complementarios, colaborando con un mismo fin. Este hecho, ya real,nos hace ver que iremos incorporando enmayor medida nuevos perfiles profesionales vinculados con las tecnologías digitales, la comunicación y la gestión política, por citar algunos, dado que la gobernanza es el elemento clave para entender el resultado de las iniciativas desarrolladas en un determinado territorio. España ha recibido multas del Tribunal de Justicia de la UE por incumplimiento con los requisitos de depuración de aguas las residuales urbanas, si bien dispone de tecnologías y empresas para esas necesidades. Hemos sufrido problemas de agua en determinadas zonas, qué de haber existido una debida planificación y actuación, con uso de tecnologías y servicios existentes en el propio país, se hubieran evitado y/o resuelto más óptimamente. La explicación se encuentra en la gobernanza. For this reason, we are seeing more and more collaborative projects amongst stakeholders to develop initiatives of value, with a long-term approach. Spain is, and must continue to be, a benchmark in this strategy for the future. Our country is in a process of technical desertisation.We, therefore, need to maximise the resource, in a scenario of significant budgetary constraints, given the water challenges to be addressed. Our companies are global leaders, with first-rate technology and water infrastructure management capacities, and many of them have wide experience in public-private partnership. We will see more andmore collaborative projects amongst stakeholders to develop initiatives of value, with a long-term approach. TheWater Sector emphasises the need for water planning and public authorities are working on this, through initiatives such as: the Spanish Circular Economy Strategy, the DrinkingWater Directive and the Regulation onWater Reuse for Agricultural Irrigation, to cite but some of the most relevant. Resilience means having the capacity to overcome unforeseen events and nothing is more effective in this respect than good planning for potential contingencies. The development of this approach, which plays a central role in advanced countries and is widely cited in the pioneering initiatives of the Sector, requires multidisciplinary work, because the approach is multidisciplinary by nature. This is why we are witnessing more different, albeit complementary, professional profiles working together in theWater Sector to achieve a common goal. And everything points to the fact that the Sector will incorporate more and more professional profiles associated with digital technologies, communication and policy management, to cite just a few. This is because governance is the key element in terms of understanding the result of initiatives undertaken in a given territory. Spain has been sanctioned by the EU Court of Justice for failure to comply with urban wastewater treatment requirements, despite the fact that the country boasts the technologies and the companies to meet these requirements. We have suffered water problems in certain areas, problems which, with better planning and more effective actions, and the implementation of technologies and services that we have at our disposal, could have been avoided and/or solved in a better manner.
