por estas industrias “recicladoras”, que deben competir en calidades y precios con la oferta de materiales “nuevos”. Y este es el quid de la cuestión: si por cuestiones de precio, de calidad o de falta de conocimiento ni las industrias ni los consumidores demandan estos materiales, todo el esfuerzo previo resulta inútil y estos flujos de materiales “reciclados”, tras pasar por costosas operaciones logísticas y de procesamiento, terminarán o bien en una incineradora (malo) o en un vertedero (peor). Así pues, tengamos la visión global de toda la cadena del reciclaje para poder colaborar más eficazmente. Es un error de los ciudadanos creer que con depositar nuestros residuos en el contenedor adecuado “ya hemos cumplido” y es un error de las administraciones considerar (y publicar) que todos los materiales que entran en las plantas de separación son “materiales reciclados”. Las diversas industrias locales del reciclaje necesitan obtener un buen material de entrada (con recogida diferenciada), un buen procesamiento -competitivo en costes y calidades- de este material y, sobre todo, una demanda estable de los distintos materiales reciclados. Reciclar más toneladas de materiales y obtener materiales reciclados de mayor calidad supone unos mejores precios en el mercado de materiales, lo que aumenta la demanda y permite cerrar el bucle del reciclaje. Y si no es así, si el material que entra a las plantas de reciclaje no es el adecuado, lo que salga de ellas no tendrá demanda y todos nos seguiremos haciendo trampas en el solitario y seguiremos desperdiciando dinero y recursos materiales para pintar de verde nuestro sistema local de gestión de residuos. Nuestra sociedad necesita que los ciudadanos estemos concienciados y seamos disciplinados, que las industrias recicladoras sean competitivas en costes y calidades y que los ciudadanos cerremos el ciclo demandando y consumiendo estos materiales reciclados. Así funciona el reciclaje, tan complejo y tan sencillo. Congreso Mundial de ISWA 2019 La ISWA es una asociación internacional, con sede en Viena, cuya misión declarada es promover y desarrollar por todo el mundo sistemas de gestión de residuos profesionales y sostenibles. Uno de los 10 grupos de trabajo de la ISWA es el dedicado a la Comunicación y Asuntos Sociales sobre gestión de residuos. Este grupo de trabajo trata de sensibilizar a la ciudadanía sobre las claves de una gestión sostenible de residuos, para poder llegar a “cerrar la cortina” e impedir, o al menos atenuar sensiblemente, el % de los residuos que se depositan en vertedero. De la necesaria concienciación ciudadana y de muchos otros temas de interés se hablará en el Congreso Mundial de ISWA 2019, que se celebrará en Bilbao, organizado por ATEGRUS (miembro nacional de ISWA en España) en el Palacio Euskalduna, entre el 7 y el 9 de Octubre de 2019. Let us, therefore, have a global vision of the entire recycling chain in order to collaborate more effectively. It is a mistake for citizens to believe that by depositing our waste in the appropriate container “we have done our bit” and it is a mistake for public authorities to consider (and publish) that all materials that enter sorting plants are “recycled materials”. The different local recycling plants need to obtain good input material (though differentiated collection), to achieve good processing -competitive in terms of costs and qualities- of this material and, above all, stable demand for the different recycled materials. Recycling more tonnes of materials and obtaining recycled material of higher quality means better prices in the materials markets, which increases demand and facilitates closing the recycling cycle. And if this is not the case, if the material entering recycling plants is inappropriate, there will not be a demand for what leaves them, and we will all continue to cheat while playing solitaire, and we will continue to waste money and material resources for the purpose of putting a coat of green paint on our local waste management system. Our society needs aware and disciplined citizens, recycling companies that are competitive in terms of costs and qualities, and citizens who close the loop by demanding and consuming these recycled materials. That is how recycling works. It is as complex and as simple as that. ISWA World Congress 2019 The ISWA is an international association headquartered in Vienna whose stated mission is to promote and develop professional, sustainable waste management systems worldwide. One of the 10 ISWA working groups is dedicated to Communication and Social Issues related to waste management. This working group seeks to make citizens aware of the keys to sustainable waste management so that “the curtain can be closed”, and to prevent, or at least significantly reduce the percentage of, waste being sent to landfill. Citizen awareness and many other issues of interest will be discussed at the ISWAWorld Congress 2019. This event is organised by ATEGRUS (national member of ISWA in Spain) and will be held at the Palacio Euskalduna in Bilbao from October 7 to 9, 2019. One of the reasons for holding the 2019 Congress in Bilbao is the network of waste treatment infrastructures that has made Bizkaia a global waste management benchmark.
