En el inicio de cada año, esta es una de las palabras más manidas, que según pasen los meses quedará o no en el olvido. A propósito de los propósitos de 2019, valga la redundancia, repasemos cuáles serán los grandes retos y objetivos que tendrá por delante FER y el reciclaje en nuestro país en este año recién comenzado. A las tradicionales adaptaciones normativas y los numerosos cambios legislativos a los que deberá hacer frente el sector recuperador en pos de una mejora en las tasas de recogida a las que estamos obligados por los compromisos adquiridos con la Unión Europea, este año contaremos con el estreno de numerosos planes locales y autonómicos de gestión de residuos. En todos ellos, la Federación ha marcado una línea roja, en sus comentarios y alegaciones, defendiendo la gestión privada por ser, ahí están los resultados que lo evidencian, quien garantiza poder llegar a esos objetivos marcados, a la vez que se desarrolla una actividad económica y, por tanto, se generan progresivamente nuevos empleos verdes. Recordaremos, pues, a las distintas Administraciones Públicas que no hay ningún agente en la cadena del reciclaje más interesado en el máximo aprovechamiento de los residuos que aquellos que basan su actividad en la transformación de estos en materias primas secundarias. Además, en esa misma línea seguiremos luchando por evitar la generación de tasas al vertido a las empresas recuperadoras en aquellos supuestos en los que los residuos ya han sido sometidos a tratamiento por parte del gestor y, por tanto, para esos rechazos no existen actualmente otras técnicas disponibles y viables para poder reciclarlos. Recordaremos, pues, a las distintas Administraciones Públicas que no hay ningún agente en la cadena del reciclaje más interesado en el máximo aprovechamiento de los residuos que aquellos que basan su actividad en la transformación de estos en materias primas secundarias. Asimismo, continuaremos abogando por la unificación de los trámites y registros ante las distintas administraciones locales, autonómicas y estatales que les son requeridos a las empresas recuperadoras, respetando siempre el principio de igualdad entre éstas, sea cual sea su domicilio dentro del territorio del Estado. At the beginning of each year, it is amongst the most overused of words, as we make resolutions to reflect our objectives, objectives which, with the passing of the months, are forgotten or not. And taking an objective look at our objectives for 2019, if you can pardon the pun, let us examine the great challenges and objectives that lie ahead for the Spanish Federation of Recovery and Recycling (FER) in this year that has just begun. Added to the traditional adaptation to regulations and numerous legislative changes facing the recovery sector, following improved collection rates in order to achieve compliance with our European Union commitments, this year will see numerous new local and regional waste management plans.With respect to all of these, the FER has drawn a red line in all its comments and arguments, defending private management, because the results show that this model ensures that targets can be met, whilst at the same time facilitating an economic activity that is continuously generating new green jobs. We would remind the different public authorities that no actor in the recycling chain is more interested in availing to the maximum of waste than those who base their activity on converting it into secondary raw materials. Moreover, and along the same lines, we will continue to fight to ensure that recovery companies do not have to pay landfill charges for reject fromwaste that has undergone treatment and for which there are currently no feasible technologies available to enable this fraction to be recycled.We would remind the different public authorities that no actor in the recycling chain is more interested in availing to the maximumof waste than those who base their activity on converting it into secondary rawmaterials. Similarly, we will continue to advocate harmonisation of procedures and registers governing recovery companies in the different local, regional and state administrations, so that these companies operate with equality of conditions, regardless of where they are located within the State of Spain. In this respect, simplification of regulations and a reduction in administrative burdens will be crucial to enable waste managers to reduce costs that are not associated with their main activity, enabling them to invest in R&D&I and recruitment. Regarding regulations to be applied by central government, at a meeting in December, we expressed our concern to the Ministry of Ecological Transition with respect to the new Royal Decree on waste shipment.We are specifically worried about some of the articles of this Decree, which might cause confusion and could lead to the even greater proliferation of illegal actors and unfair competition in a sector that complies rigorously with all its administrative obligations.
