ESA hopes that handed down urgently with the rules that must be replaced to the Royal Decree 661/2007, which expires at the end of 2012, and an end to the uncertainty keeps paralyzed the industry regulatory. In the absence of this regulation, companies don't know what will be the rules of the game starting in 2013, preventing them to plan for the future. As a result, in 2010 only became orders for wind turbines to 220 MW, which contrasts with an average of between 1,500 and 2,000 MW in previous years. Wind turbines in factory orders are between 1.5 and two years before the construction of a park, so this halt in sales should be mainly noted in the figures of power in 2012. In any case and lack of knowing the new regulation, it is not foreseeable that settle more than 1,500 MW per year in the next few years.
PES warns that, if the sector does not have a new regulation this year, it will be at risk the 35,750 MW of installed wind power goal provided for in the Plan 2011-20 renewable energies. Also, they put at risk a larger number of jobs in the industrial sector.
In the first half, the wind covered 17.2% of the electricity demand in Spain, with a total production of 22.146 GWh, according to the data of Red Eléctrica de Spain (REE). Although this generation it corresponds to an average wind year, in March the wind was, for the first time in a month full-time, the technology more electricity contributed to the system.
