Against the intrusismo, fontaneros enabled
The Technical Code of the Edificación put end in 2006 to the ‘Basic Norms for Inner Installations of Supply of Water' of 1975 and, with this, to the carné of installer of plumbery in the national field. What before was regulated by the Central Administration for all Spain, happened to be it by the Autonomous Communities, each one of which applied his particular criterion to the hour to fix the requirements to be able to exert the activity of the plumbery in his respective territories.
This disparity of criteria and therefore also of requirements in each one of the 17 Autonomous Communities, has brought like consequence an entorpecimiento of the mobility of the companies installers inside the Spanish territory, that is to say, precisely the contrary effect to the pretended by the Law Ómnibus. For this reason, every time they give more cases of CC AA that decide to delete any type of regulation of the plumbery (such is the case, between others, of the Valencian and Andalusian Communities), finishing with the habilitations and favouring with this the intrusismo professional and the proliferation of the economy submerged.
Conaif Considers it an error with serious consequences for the activity installer. The desregulación only benefits to the intruders and opens the door to his entrance in the profession, even more now that suffer the scourge of the crisis and the unemployment.
Results paradoxical and incomprehensible that are the own Autonomous Communities those that, with these decisions, are putting the ideal conditions so that the intrusismo develop inside the plumbery. In those places where has finished with the regulation, is calling to voices to people without qualification neither control of any type and desprotegiendo at the same time to some users that have right to receive a service of quality by part of companies legally established.
If what pretends is to suppresses the fetters to the mobility, an only regulation for all the communities of Spain would be, from the punto of Conaif, the most advisable. We understand that it is urgent for the present and future of the profession recover some habilitations to national level that allow to the professionals and companies work without restriction in any point of Spain. Some habilitations that at the same time recognise to the fontaneros some aptitudes that guarantee the provision of an optimum service, as well as the quality and hygiene of the installations.
To the hour to look for a solution to this problem, that in Conaif think that is of national field and thus it requires a national answer, have found us with a problem added with which, in principle, did not explain: anybody in the Central Administration of the State, already are Ministries or dependent public organisms of them, admit to be competent in a subject like which pose. From it does roughly a year and half Conaif, with the president and the general director in command, carries keeping meetings of high level with ministerial managers to which exposes the problem of the plumbery and asks solutions. In all they the answer has been the same: understanding to our demands and inability to take decisions by not being a subject of his competition, recommendation to attend to another Ministry and turn to begin. This form to happen the ball of ones to others has prevented that until the moment have been able to take a determination in this regard.
In the last months have kept diverse meetings with the Ministries of Employment, Promotion, House, Industry, Environingingment and Economy. Any of them has admitted to have competitions in the matter, neither neither the Institute for the Diversification and Saving of Power (Idae), to the that also have visited.
The urgency of the subject has carried us to use other alternative roads and pose, so much to the two political parties with greater representation in the General Cuttings, that is to say, Popular Party and PSOE; as to the two main patronales Spanish, Ceoe and Cepyme, the claims of our community.
