I collapse total in the cogeneration by the delay of the payments of the CNMC
28 March 2014
These companies credit annually by the gas that require to realizar his production (25% of the national total consumption) 3.000 million euros, that suppose until 80% of his costs of manufacture.
Does a month, the Government presented his proposal of reward elevating the annual impact to the cogeneration until more than 1.000 annual millions (32% of the income), leaving to the sector in operative losses. The announcement drove to that it stopped gradually until 40% of the sector to avoid greater losses.
Now, the CNMC, following the regulation of the Government, delays the payments of the available bills of electricity to the cogeneradores, making impossible that these face up to the payment of his suppliers, mainly of fuels (natural gas, fuel, biomass...), planting like this to the sector to the doors of a collapse total that will drag to the industrial production and to the employment associated.

The only entry received by the electricity sold in what it goes of year, has been only the fourth part of his reward of January. The CNMC communicated on 14 March that applied súbitamente a coefficient of coverage of only 25,5% to the pending settlements of the month. That is to say, of the part that credits the CNMC to the cogeneration by the electricity sold to the system, in January only has earned 25% (now, after 45 days of prescriptive term). The sector does not know when will pay him the CNMC the remaining 75%, something that according to the legal terms can lengthen months or even years. For a cogenerador, that has to pay all the months the bills of gas with which manufactures electricity and heat for his use in the industrial production, this situation causes vital tensions in the tesorería of his industry and of his plant of cogeneration.
The CNMC communicated, in presses release the past 18 March: “With the aim to reduce the impact that has this normative change on the financial situation of the agents involved, with this settlement the CNMC will send to all they a certificate where recognises the quantity devengada by each one of the subjects of the system of settlements. Of this way, attends the request effected by the organisations of renewable energies, cogeneration and waste treatment, that demanded a supporting document of the whole of the defeated payments of the period (quantity devengada) to minimise the impact of the normative change.”
In spite of this communication, the CNMC says now that they do not have foreseen to issue any type of certificate, that only accompany the bill with an estadillo where reflects 100% of the settlement. This estadillo does not serve to the companies to accredit or guarantee the pending debt of the CNMC.
The CNMC fulfils like this with the regulation that promulgó the Government for the economic stability of the electrical system and that now demands to the industries cogeneradoras that fund unfit them of the electrical system.
But the problem with the payments of January, far to remit seems that it will keep in the next months. For the settlements of February, is predictable -of agreement to the historical of other years, since it has not communicated at all officially-, that the payments of the CNMC keep on being minors of 50% of the bills, covering progressively greater heights for the summer and final of year, pending all this of how go the income and electrical costs regulated. The financial directors of the cogenerations and industries associated afanan in posing stages without official information neither of the quantities to pay neither by how long.
The tension is maximum in companies that have received warnings of his providers of fuels announcing that if they do not proceed to the payment will cut immediately the supplies, given the total uncertainty and delays in the energetic reform. The industrial companies and his cogenerations are looking for the support of his societies matrices, banks, trading companies of gas, etc. Without supply of fuels will not be able to follow cogenerado and/or manufacturing.
The trading companies of gas/providers of fuel share his worry with the industries in what numerous companies associated to Receive have defined like moment of maximum tension with enormous difficulties to attend the payments of supplies, personal and operations, in front of the non-payments that is moving the CNMC in accordance with the regulated by the Government.
The situation is of total uncertainty with an increasing number (until 40%) of unemployed plants: in March the production of electricity in cogeneration has gone down 35% (REE) in front of the same month of 2013.
