Happened and future of the learning of operators of PEMP
In something more than twenty years the Mobile Platforms of Personal (PEMP) have turned into a team of essential work for the works in height. They are ideal machines for a lot of works in the construction, the industry and the services. They are safe equipment that put in service with the corresponding marked CE that guarantees his adecuación to the Directive of Machines 98/37/CE, expanded by the 98/79/CE, substituted by the Directive 2006/42/CE and that it was moved to the Spanish legislation by the Royal decree 1644 of 2008.
The marked CE obtain it the PEMP fulfilling with the norm IN-280 that specifies the calculations of design, criteria of stability, construction, hygiene, examinations and essays to guarantee his hygiene. Besides, the report JOINS-58921-IN defines the instructions for the installation, handle, maintenance, reviews and inspections for his correct maintenance.
Can say as that the PEMP are equipment with a high level of hygiene, whenever, as it establishes the legislation in Prevention of Labour Risks (PRL), use by the operator having received the sufficient information and learning.
In 1995 with the promulgation of the Law of 31/1995 of Prevention of Labour Risks gives a first step when forcing to the employers to inform and form to his workers in the inherent risks to his work, and later the Royal decree 1215/1997 of minimum disposals of hygiene and health for the utilisation by the workers of the equipment of work in the annex II, point 2.1 indicates that “The driving of the equipment of work automotores will be reserved to the workers that have received a specific learning for the safe driving of these equipment of work”. Like this as the driving of the PEMP will have to realise it a worker formed to the effect, but do not know at all about this learning, that is to say, contents, length, practices to realise, who has to give it and who guarantees the efficiency of his realisation. Until the moment there is not official regulation on the learning of operators of PEMP.
Anapat Presented in the Ministry of Industry a project of ITC following the senda open by the ITC of cranes and tower cranes, but has not been able to transact until the moment, neither have followed normative examples of other countries like the HUNT French.
In front of this lack of regulation opened the doors to a lot of processes of heterogeneous learning and without the sufficient quality. Some companies more concienciadas with this problem attended to form with methodologies based in the HUNT or in the norm BS-ISO 18878. Any one of these options do not leave to be solutions that are far to establish a standard that can be generally accepted and applied, in Spain at least.
New norm JOINS 58923
In front of this situation Anapat, member of the Spanish Association of Manutención (FEM-AEM), that has the office of the Committee AEN/CTN-58 “Machinery of elevation and transport” of AENOR, promotes the editorial of a Spanish norm that regulate all the necessary appearances to be able to realise a learning with the sufficient guarantees of quality and reducing to the maximum the free interpretation in a so important appearance. Thanks to the work and coordination by FEM-AEM summoned the subcomité SC-9 ‘Platforms Elevadoras', pertaining to the CTN/58, to the cual joined important manufacturers and distributors of PEMP, rentals and entities of skilled learning in the utilisation of machinery. The professional work and the dedication of all they beside the support at all times of AENOR and FEM-AEM have made possible that the norm JOINS 58923 was available in AENOR from 12 July 2012. They participated also as invited in some meetings ECSYS (Association of Companies of Coordination and hygiene) and some company of the sector. By what can say that the norm establishes the sufficient basic criteria to give this learning defined by all the economic agents related with the PEMP that are those that better know his characteristics, use and handle.
The publication of the norm JOINS 58923 is a milestone that goes to change the future of the learning of operators in Spain. From this moment the market will demand a learning with a sufficient quality and that will improve the knowledges of the operators, his qualification and skill improving his hygiene in the use of the PEMP.
At all will keep on being the same by the following reasons:
1. The managers of the companies of learning in the utilisation of would scheme will be able to give courses that fulfil with the norm ensuring a sufficient level and generally accepted.
2. The companies that use PEMP will have the possibility to offer to the operators a learning in accordance with the norm and will have the hygiene to fulfil with the article 19 of the Law of Prevention of Labour Risks.
3. The managers of hygiene and health of works of construction and of the industries will be able to demand that the operators of PEMP have been formed of agreement to the conditions that defines the norm JOINS 58923.
4. The rentals will be interested in that the operators are formed with arrangement to the norm because it will suppose that his equipment will be better used and cares.
5. The norm JOINS 58923 will propose for his study like European norm and this will open a new frame of development for the same.
In definite the norm goes to be the starting point so that the learning of operators of PEMP was a reality and no only a possibility.
Of operarios informed to formed
Logically, this process of learning of operators by means of the criteria of the norm will go giving of a progressive way and while it goes consolidating will keep on being fundamental that the rentals fulfil with the requirements to inform of the risks of the PEMP and for this have to deliver the Manuals of Instructions of hygiene and Handle of the PEMP.
Once that the learning was usual, the rentals and suppliers of PEMP in general will have to develop the necessary mechanisms to fulfil with the obligation to familiarise to the operators with the PEMP. Like this as we will happen of a current situation with operators informed of the risks of the PEMP, by operators formed in the use and handle generic of the PEMP, and familiarised with the concrete team that go to use.
Remains us a way for visiting but sure that between all go it to complete because it is very important the quantitative jump that represents for the hygiene of the operators.
To give to know the norm JOINS 58923 will celebrate a day in the living room of acts of the National Centre of New Technologies (CNNT) of the National Institute of hygiene and Hygiene in the Work (INSHT) of Madrid, Street Torrelaguna 73. In this day will participate the director of the CNNT and the president of the subcomité SC/9 that has elaborated the norm. Besides, there will be a round table on the future of the learning of operators of PEMP in which they will participate important personalities related with the hygiene of the workers, representing to the INSHT, to the inspection of work, to FEM-AEM, to The National Confederation of the Construction (CNC) and to ECSYS.
